11.2 PROGRAMME DESIGN Mission

The Programme aims to improve the understanding of the economic role of human capital.

Motivation

Human capital is the key concept to describe, analyse and understand individual competencies in the labour market. They are vital for individuals’ welfare, for business performance and for aggregate economic performance. Understanding issues of definition, measurement, investment, obsolence, utilization and (market) valuation of human capital can contribute to a better understanding of the functioning of external and internal labour markets, and form the basis for solid advice on policy issues related to socio-economic questions of efficiency and distribution of economic welfare.

Techniques

Participants of the Programme apply techniques from microeconomics (including applied game theory), econometrics and experimental economics. The research orientation is both theoretical and empirical.

Subprogrammes and projects

In 2008, the program has been restructured. The Subprogram Comparative Gender and Population Economics was terminated; the program had been declining over time and with the departure of professor Gustafsson in February 2008, it became too small for continuation. Similarly, Social Inequality and Direct Welfare Measurement became too small and was also terminated.

SCHOLAR was succeeded by TIER. SCHOLAR, funded for many years by a large grant from NWO and then continued on internal FEB funding was highly successful, and TIER, Top Institute for Evidence

Based Education Research, started May 1, 2008, is a new recognition of the successful blend of scientific

quality and policy relevance. TIER is funded by a large 5-year grant from the Ministry of Education (and matching by participating universities), but the grant is fully administered by NWO. The Institute is joint with RU Groningen, RU Maastricht and CPB. Research will focus on the effectiveness of policy interventions in education.

Research in the Human Capital Program is focused on intergenerational transmission of inequality (Plug), on incentives, payment systems and internal organization of firms (Sloof), on entrepreneurship (C.M. van Praag), on immigration and on risk issues in schooling (Hartog). Van Praag’s work on entrepreneurship and schooling involves cooperation with the flourishing ACE, The Amsterdam Center of Entrepreneurship.

11.3 PROGRAMME EVALUATION

Human Capital continues to be a flourishing research program. Members generate a permanent flow of high quality research output and have a strong international reputation. Reputation is evident from invitations for (keynote) speeches, contributions to research volumes, journal guest editorship, and referee activities for the world’s leading journals. Research quality makes Human Capital attractive for visiting professors, post-docs and PhD students. Members are also frequently consulted on government policy issues (ad hoc and in institutions like Onderwijsraad (Education Council) and undertake commis- sioned research that fits their academic program. Within Human Capital, the focus on entrepreneurship is a growing activity, with increasing success. Within the Tinbergen Institute, labour economics is an active, lively research area, with substantial international exchange and Human Capital members play an important role here.

The relevance of research in the Human Capital program has drawn international attention, and there is active international cooperation. The emphasis on new methodological methods to detect causal effects of policy interventions has led to cooperation with government officials in Ecuador and with a large research program in health economics in Africa carried out by AIID (a joint institute of UvA and VU).

11.4 RESOURCES AND FUNDING

TIER is externally funded, with an earmarked grant from the Ministry of Education to NWO. All tenured researchers are now funded by FEB. One Ph.D. student is externally funded (NWO). Several visiting researchers participate in the program, without financial compensation. Researchers with external funding either have left or have switched to regular FEB funding.
