Europe (THERMIE programme), on whichit is
awaiting theEuropean Parliamentrs Opinion,
while the
Economic and Social Committee deliveredits
Opinion on 12JuIy
1989.It
shoüId be notedthat
the
purposeof
the proposed programmeis to
replace theenergy demonstration
projects
and hydrocarbon technology programmes when they expire on 31 December 1989.fhe
aspects thus examinedparticularly
concerned:-
the
total
amountof
appropriations considered necessaryfor
carryingout
the proSramme;-
the maximumrate
of
support which could be grantedfor
dissemination projects;-
the
proceduresto
belaid
downfor
the
implementing decisions under the programme ('icomitologyrr aspects) .At
the
closeof
discussions,i§
was notedthat
views had converged on two of thesepoints,
but
that
the
questionof
the
total

The Council
carried out
aninitial
examinationof
the proposalfor
a Directivesubmitted
in this
connection by the Commission, on whichit is
awaiting theQpinions
of
the
European Parliament andthe
Economic and Social Committee.this
examination revealed a broad convergenceof
views on theprinciple
of ensuringthe
transparencyof
prices
as proposed by the Commission, andconcerning,
in
particular,
the
communicationof
datarelating
to:-
the prices
and termsof
saleof
gas andelectricity to
industrial
end-users;-
the
price
systemsin
use.This
convergenceof
viewsalso
coveredthe
recognitionof
the needto
Suaranteethe
confidentiality
of
the
data which would thus be communicated.In addition,
theprinciple
of
providingfor
thepossibility of
specific
clausesfor
fledgling
industries
encountereda
favourablereaction,
subiectto
further
examinationof
the
practical
arrangementsfor it.
The Council
instructed the
Permanent Representatives Committeeto
continueits
detailed
examinationof
the various provisionsIikety
to
be consideredin
theIight of
the
aforementionedguidelines.
The Council,for its part, will
resumeexamination
of this
proposal whenit
has received the Opinionsof
theÇuropean Parliament and
the

the
Council held aninitial
examinationof
the proposalfor
aDirective
submittedin this
connection by the Commission and on whichit is
ah,aiting the Opinions ofthe
European Parliament andthe
Economic and Social Comnittee.this
examinationprimarily
concerned the general purposeof the Directive,
namelyan increase
in
intra-Community exchangesof electricity
by meansof
thedevelopment
of transfrontier transit
through transmission grids.It
was pointedout,
moreover, onthis
occasionthat this
was without preiudice tothe
separate problemof transport for the
accountof third parties
(r'commoncarrierrr)
and requiredfurther
study by the Commission.It
was also notedthat
views convergedto a
largeextent
asto
the Directive applyingsolely to transfrontier transit
beth,een Member States.the
CounciI,noting that
other aspects such as thedetailed
implementingarrangements should be examined
in
greater depth,instructed the
PermanentRepresentatives Committee
to carry out this
examination.The Council
will
continueits
proceedings onceit
hasto
hand the Opinionsof

The Council
carried out
aninitial
examinationof
the Commission proposaldesigned
to
amendthe
1972 Regulation onnotifying
the Commissionof
investmentprojects
of
interest
to
the
corununityin
the petroleum,natural
gas andelectricitY
sectors.This examinatron enabled Member States
to
state
their
approachesof
principle
towards the matter.
At
the
closeof its
discussions,the
Council notedthat
it
would haveto
continueexarnination
of this
matter whenit
had obtained the Opinionsof
theEuropean Parliament and
the
Economic andsocial
