COMMON FISHERIES POLICY
Further to the discussion which it had had at its meeting on 25 and 26 October 1982, the Council made further efforts to reach a solution which would produce a consensus on the establishment of a common fisheries policy.
At the end of its proceedings it found that the conditions for such a consensus were not present. It was agreed that the Danish Government would examine an earnest appeal from the Commission and the other Member States to amend its position. The Danish delegation said that such an examination would be made in the next few days.
The Council consequently decided to suspend its proceedings and to meet again, if necessary, on a date to be set by the
Permanent Representatives Committee.
In the meantime the Council recorded its agreement in principle to the opening of a TAC of 8,100 tonnes for herring in the Celtic Sea in 1982.
The Council also heard a statement from the French delegation on fisheries relations between the Community and the West Indles .

MISCELLANEOUS DECISIONS
Customs union
The Council adopted in the official languages of the Communities a Regulation opening, allocating and providing for the administration of a Community tariff quota for wines of fresh grapes and grape must with fermentation arrested by the addition of alcohol, falling
within heading No 22.05 of the Common Customs Tariff and originating entirely in Greece (1983).
The Council also adopted in the official languages of the Communities Regulations.opening, allocating and providing for the administration of Community tariff quotas for:
-certain hand-made products (1983);
- dried grapes in immediate containers of a net capacpty of 15 kilo-grams or less falling within subheading 08.04 I of the Common Customs Tariff (1983);
- certain handwoven fabrics, pile and chenille, falling within headings Nos ex 50.09, ex 55.07, ex 55.09 and ex 58.04 of the Common
Customs Tariff (1983);
- raw silk (not thrown) falling within heading No 50.02 of the Common Customs Tariff (1983);
- yarn, entirely of silk, other than yarn of noil or other waste silk, not put up for retail sale, falling within heading ex 50.04 of the Common Customs Tariff (1983);
- yarn, spun entirely from waste silk other than noil, not put up for retail sale, falling within subheading 50.05 A of the Common Customs Tariff (1983);
- rosin, including "brais resineux" falling within subheading 38.08 A of the Common Customs Tariff (1983);
- certain plywoods of coniferous species, falling within heading ex 44.15 of the Common Customs Tariff (1983);
- I I
-- silver hake (Merluccius bilinearis) falling within subheading ex 03.01 B I t) of the Common Customs Tariff (1983);
- frozen cod fillets falling within subheading ex 03.01 B II b) 1 of the Common Customs Tariff (1983).
Relations with the Mediterranean countries

The Council adopted directives for the negotiation by the Commission of agreements in the form of exchanges of letters between the EEC and certain Mediterranean countries as regards untreated olive oil, fruit salads and tomato concentrates.
The Council adopted in the official languages of the Communities a first series of Regulations concerning a
number of tariff quotas, ceilings or import arrangements for certain products (apricot pulp, "Slivovica", "Prilep" tobacco, hazelnuts, lemons) originating in various Mediterranean
countries (1983).
On a proposal from the Netherlands Government, the Council approved Mr L. VOOGD, Direkteur voor Sociale verzekeringen, Ministerie van Sociale Zaken en Werkgelegenheid, full member
of the Advisory Committee on Social Security for Migrant Workers, to replace Drs A.L. DIRKEN, member, who had resigned, for the remainder of the latter's term of office, which ran until 20 September 1984.

U'ordre du jour n'a pas pu encore etre fixe, le COREPER poursuivant ses travaux tard da~s l'apres-midi de vendredi.

DIS. Comme vous le savez, la delegation francaise au COREPER a pose des conditions a !'adoption des propositions de la
Commission (voir derniere Bio CO~ et IP 268) qui ne peuvent ~tre acceptees ni par 1a Commission ni par la majorite des autres delegations. Apres une breve reunion en fin d'apres-m~di, la Commission est convenue de maintenir ses pyopositions et de prendre contact avec la presidence en exercice pour assurer que !'operation "~eurre de Noel" pourra etra realisee en temps

les Ministres de la peche se sont separes aujourd'hui vera 3h.30, heure locale, sans aboutir a un accord pour
l'etablissement d'une politique commune de la peche. lea contacts bilateraux de la Commission ayant ete poursuivis pendant toute la journee d'hier, le Conseil n'a pu se reunir qu'a 1 h. 30 du matin, pour constater le rejet par la delegation danoise des nouveaux elements de solution des problemas en
suspens envisages par la Commission. Ces elements, resul·tat des pourparlers laborieux de la Commission avec les differentes delegations, n'ont jamais revetu la forme d'une proposition formelle.
Ils contenaient
1) l'octroi au Denemark d'un quota de 7.000 T. de maquereaux a l'Ouest de l'Ecosse, a titre provisoire jusqu'au
31.03.83.
2) Une prime de penetration pour encourager les exportations de maquereaux vera le marche danois, afin de satisfaire lea besoins de l'industrie de
transformation. Cette prime se coordonerait avec le systeme de diminution des restitutions aux exportations de maquereaux, deja pratique (voir note Bio (82)220). 3) L'octroi aux danois d'un quota de 1.500 T. d'eglefin
dans la Mer du Nord et le Skaggerak (il s'agissait d'une concession de la delegation allemande).
4) L'octroi au Denemark, a titre provisoire, pour 1982 seulement, d'un quota de 2.000 T. de cabillaud dans la Mer du Nord (sous reserve de !'accord des Norvegiens). La delegation danoise a rejete, apres consultation du
Plusieurs delegations ont exprime leur profonde deception pour l'incapacite du Conseil d'aboutir a un accord, tout en reconnaissant les difficultes politiques evoquees par la
delegation danoise et ont souligne leur conviction que le paquet des propositions et suggestions presente par la Commission etait la solution la plus equilibree qu'on pourrait obtenir.
A ce point le Vice-President Tugendhat a lance un appel pressant aupres de la delegation danoise pour qu'elle fasse un dernier effort afin d'obtenir !'accord de son gouvernement et du folketing. Le Ministre danois Grove a promis de soumettre les solutions en discussion a son gouvernement lors de sa prochaine reunion, mercredi le 10 novembre et de donner une reponse
definitive dans les meilleurs delais.
Par consequent le Conseil a decide de suspendre ses travaux et est convenu qu'il se reunira, si necessaire, a une date qui sera fixee par le Comite des Representants Permanents.
En attendant le Conseil a marque son accord de principe sur l'ouverture d'un TAC pour le hareng en Mer Celtique de 8.100 tonnes pour i982 (voir Bio (82)443 suite 1). Le quota irlandais contient 7.000 tonnes.
le Conseil a egalement entendu une declaration de la delegation francaise concernant les relations en matiere de peche entre la Communaute et les Antilles. M. Contogeorgis a envisage des d~scussions exploratoires avec les autorites d'Antigua, Dominica, St. Lucia et Surinam pour la deuxieme· moitie du mois de novembre 1982.
