At the

first

reading

in

October, ParLiament was

very

criticaL of

the

CounciL version

of

the

draft

budget, which

it

described

as

inadequate in

view

of

the

Communityrs present and

future

tasks

and

the

generat guideIines

taid

down by

the

Eunopean Counci

I in

Bremen.

To

a great

extent, therefore,

Partiament

reinstated

the

appropriations advocated by

the

Commission

andr'in

some cases, even expanded them,

as,

for

instance,

in

the sociaI

sector deaIing

with

measures such as

the

anti-poverty

campa'ign, assistance

to

smaLL and medium-sized undertakings and measures to

heIp women.

regard

to

the

RegionaL Fund, ParIiament went considerabty beyond

the

Commission's proposaLs and

voted

increases

of

480

miLIion

EUA

in

appropriations

for

commitment and 198

miLIion

EUA

in

appropriations

for

payment.

the

votume

of

food

aid
