1. Review of Annual Regional Performance Report 2010/11
Key Findings
1)
Eight regions completely followed the template but AR and BAR only partially did so. The
reporting structure of AR is very confused.
2)
Visions and missions of AR, BAR, ER, and NR are confused. Some visions look like missions
and some missions look like visions.
3)
Figures of the part of indicator analysis in the NR report are shown as one year old figures of
SY2009/10.
4)
Looking at the number of students in primary schools, figures of regional reports of CR, ER,
GAR and WR are identical with EMIS. Other reports showed discrepancy (AR: 0.001%, BAR:
20.2%, NR: 3.5%, UER: 2.3%, UWR: 3.1%, VR: 6.3%).
5)
The reports of BAR, ER and UWR did not analyse results of indicators.
6)
The reports of GAR, NR, UER and WR responded to all reporting requirements while others
omitted some requirements.
7)
No visual aid is used in the reports of NR, UER and VR while others used visual aids effectively
or fairly.
8)
Six regions referred to results of ADEAPs partially, not fully while AR, BAR, NR and VR did not
put any reports on it.
9)
Only UER reported all financial reporting requirements while AR and BAR omitted this part.
Financial reports of other regions are all partial.
10)
The reports of AR, BAR, ER and VR did not report DP activities while others reported partially
or completely.
11)
Only AR and CR showed relevant targets of SY2011/12 while many of the targets of ER, GAR,
NR, UER and WR showed some unusual figures. The reports of BAR, UWR and VR failed to
show the targets, which are crucial for the next annual performance review.
12)
No regions succeeded to show recommendations for the next ADEOPs.
13)
All the regional reports except BAR attached the required detailed data tables as their annex.
14)
As for scoring, WR demonstrated the highest score while the lowest was BAR which was
incomplete as a report.
Recommendations
1)
Inadequate responses on reporting requirements in the regional reports seem to be mainly
because of lack of or late submissions of district reports. It is recommended that all districts
reports be collected one month before the deadline of the regional reports.
2)
The visions and mission of AR, BAR, ER, and NR should be reconsidered.
3)
All the reports should make sure consistency of reported figures with EMIS.
4)
BAR, ER and UWR should make proper analysis on indicators.
5)
NR, UER and VR should start using visual aids in the reports.
6)
Financial reports should not be omitted.
7)
Regional officers should clearly understand how to make proper projection on key indicators.
8)
Regional review process including the regional reports should make utmost attempts to draw
ARPR scoring results

2. Review of ADPR 2010-11

2. Recommendations
○
In total the HQ received reports from 135 districts out of 170. The submission rate was 79.4%. The
lowest was Ashanti (59.3%).
○
Submission rates should be raised to 100%.
○
There were 19 districts that did not submit their reports in both opportunities of this time and last
time (January 2011).
○
These 19 districts need to be visited and asked the reasons why. Penalty for no
submission need to be considered.
○
Five districts did not use the revised template, of which three are from NR.
○
Use of the revised template should be enforced.
○
No district showed complete accuracy of data in their reports. Only one district (Zabzugu/ Tatale in
NR) showed consistent figures with EMIS on primary enrolment. Other 133 districts showed
different figures from EMIS on it. In 63.4% of the districts, both of male and female primary
GER/GAR showed higher or lower values compared to the total GER/GAR.
○
Districts should be instructed to use EMIS data for their reporting. Use of EMIS database
at the district level should be promoted.
○
Only 20.9% of the districts reponded to all the guiding questions in the template. Others neglected
some of the reporting requirements.
○
Regional offices should have time to check whether ADPRs are following the template
or not. Resubmission should be requested if there are missing parts.
○
14.2% of the districts did not show any analysis on key performance indicators. In GAR the
percentage was 40%.
○
Training on indicator analysis should be conducted.
○
One third of the districts did not report results of their ADEAPs though requsted. In AR and NR, the
half did not do so.
○
Districts should be encouraged to track progress on ADEAP throughout the year.
○
29.9% of the districts did not report the status of their DEOCs.
○
Regional offices should monitor activities of DEOCs and warn districts if no action is
taken.
○
72.4% of the districts did not show budget and expenditures from DACF.
○
Relationship with DA should be strengthened.
○
Only 36.9% of the districts showed their recommendations for the next ADEOPs.
○
This needs to be strongly stressed to establish good management cycle in districts.
○
As for the total score, UER showed the highest score (65.5%) while VR showed the lowest (48.1%).
