DECISION ON THE COMMUNITYIS MULTIANNUAL RESEARCH PROGRAMMES

It should be noted that at the beglnning of 1984 the Council declded to adopt

the JRCrs 1984-1-987 multiannual programme for an amount of

700 million ECU

the 1984-1987 ESPRIT programme for an amount of 75O million ECU

in the context of the implementation of the l-984-1-987 framework

programme of communlty scientific and technical activities.

rn the same context, subject to the opinions of the European Parriament which were still awalted in the case of certain

programmes, the councll approved at thls meeting the amounts considered necessary to be entered 1n programme decislons in the following areas:

If necessary, the Commission w111 also submit proposals to the

Council on the continuation or development of these programmes'

The Council undertook to re-examine and, if necessary, to revise

the programmes, having regard to its prevlous undertaking regarding

the gradual lncrease of expenditure on Community R & D activities.

1-985 V^/ORK PROGRAMME FOR ESPRIT

The Councll approved the Decision adopting the L985 work programme

for ESpRIT, as proposed by the Commission. Like the 1984 programme, this programme covers the following five areas: advanced micro-electronics, software technology, advanced lnformation processing,

offtce systems and computer-integrated manufacture.

The Council agreed to deal European Synchrotron Radiation

on its agenda.

The Council adopted ln the official languages of the Communitles the Decision adopting the annual report on the economic sltuation in the Community.

The Council adopted in the official languages of the Communities the Regulation amendlng Regulatlon (euC) No zgT5/78 (further extension to 31 December 1985 of the period of suspension of applicatlon of the price condltion to which lmports lnto the Community of certaln types of citrus frult orlginating 1n Spaln are subject).

The council also adopted in the offlciar ranguages of the

Communities the Regutation on export amangements for certaln types

of non-ferrous metal waste and scrap.

The Council adopted ln the offlcial languages of the Communlties the Regulation on the autonomous extension of the arrangements

applicable to trade with Ma1ta until 30 June 19g5.

Following the general agreement on 10 May 1984 which was

confirmed at subsequent Transport Councll meetiDBS, the Council proceeded with the formal adoption of a package of measures in the

transport sector, viz. z

- the Directive on the weights, dimensions and certain other technlcal characteristics of certain road vehicles

the Regulation amendlng Regulation (EEC) No 3164/76 on the

Community quota for the carriage of goods by road between Member

States

the Regulation on a specific measure in the fleld of transport infras truc ture

the Recommendation on strengthening the co-operation of the

national rallway companies of the Member States in international passenger and goods transPort

the Directive on the use of vehlcles hired wlthout drivers for the carriage of goods by road

the Regulation amendlng Regulation No 1l- concerning the abolition of discrimination in transport rates and conditions, in

implementatlon of Article 79(3) of the Treaty establishing the European Economic Community.

The Representatives of the Governments of the Member States meeting withln the Councl] also adopted the Resolution on road

safety in the official languages of the Communities.

All of these Decisions have already been the subject of

earlier press releases (wos 6993/84 (Presse 82) of 10 May LgB4,

1,0362/84 (Presse L82) of B November 1984 and LL264/84 (Presse 2I5) of Lt / 1,2 December 1984 ) .

It should be noted, however, that the Dlrectlve on welghts and dimensions provldes that Member States may not reject or prohlblt the use within thelr terrltories ln lnternational traffic of vehicles reglstered or put lnto clrculatlon ln any Member State for reasons

relating to their welghts and dlmenslons, provlded that such vehlcles

comply with certain 11m1t values in terms of welght, dlmenslons, noise and emlssions.

Values for the drlvlng axles or for the tandem or trl-axles of

tractor vehicles wilI, however, continue to be flxed by the Member

State fn irrfrtctr the vehicle ls 1n clrculatlon, pendlng the flxlng of

limit values by the Councl1. Moreover, the appllcatlon of certain

provislons in rreland and the untted Klngdom ls postponed, ln the

context of arrangements to be adopted by the Councll by the end of

February 1987 at the latest.

The Direêtive on the hirlng of road vehicles is aimed at

authorizing the use of vehlcles hired without drivers for the carriage

of goods by road for both own and otherst account, whether in traffic

between Member States or national trafflc. Transport pursuant to a Community liberallzatlon measure or under cover of an authorized Community or bilateral quota wi11, therefore, be possible using vehicles hired wlthout drlvers.
