Relations with Syria

The Council decided to proceed _{with the signing of the Third} protocol _on

frnancial and technical co-operation beth,een the European Economic community and

the Syrj-an Arab Republic and to ask the European Parliament for its assent.

Signing is scheduled to take place at ambassadorial level on Z February 1991 tn

BrusseIs.

Crvil aircraft

The Council adopted the Decision _{authorizing the Commission to open negottations}

wrth the Government of the Untted States of America and with other parties to the GATT Agreement on Trade _{in Civil Aircraft, with a view to concluding new}

arrangements on international trade in civil aircraft.

Relations with the ACp States and the OCTs

The Councrl adopted the Regulation amending Regulatron No ?15/gO on the

arrangements applicable to agricultural products and certain goods resulting from

the processing of agrrcultural products _{originating in the African, Caribbean and}

Pacific (ACP) _{States or in the overseas countries and territories (oCTs) to} take

account of the accession of Namibia to the Fourth ACP-EEC Convention.

GATT

The Council adopted the Regulation suspending tariff concessions and increasing

the duties applicable under the Common Customs Tariff to certain products falling within CN Code 5607 (processed _sisal products).

Non-standard work

Following the agreement of substance reached on 18 December 1990, the Council agreed on its common position with a view to the adoption of a Drrective based on

Article 118a of the Treaty, supplementing the measures to encourage improvements

rn the safety and health at work of workers with a fixed-duration employment

relationship or a temporary employment relationship.

The purpose of the Directive is to ensure that workers with a fixed-duration

employment contract and temporary workers are afforded, as regards safety and

health at work, the same level of protection as that of other workers in the user

undertaking (see Press Release 10875/90 Presse 236 of 18 December 1990).

Control of acquisition and possession of weapons

FoIIowing the political agreement of 13 December 1990 the Council agreed on its

common position with a view to the adoptron of the Directive on the control of acquis.i.t ion and possesi.son of weapons .

The purpose of the proposal for a Directive is to set control standards within the Member States with a view to eliminating police checks on the possession of h,eapons when Community borders are crossed. For that purpose common rules are envisaged at Community leveI, on the understanding that Member States will be

authorrzed to adopt more stringent Iegislation (see Press Release 10685/90

Presse 226 of 13 December 1990).

Following the agreements of substance reached at its meetj.ng on 1? and 18 December 1990, the Council adopted the following:

- the Regulation on the Iiberali.zatj.on of arr cargo services.

Thrs Regulation concerns both scheduled and non-scheduled air cargo services.

Its purpose is to Lrberalize market access and tariffs and increase the operating

flexibility of these services. It should make it possible to improve the services offered to users.

- the Regulatron on common rules for a denied-boardrng compensation system tn

scheduled arr transport.

1'he purpose of the Regulatron rs to resolve the problems stemming from the

practice of overbooking scheduled ftights by, inter alia, the establishment of

minimum standards for the compensation of passengers.

- an amendment to Directive 85/3/EEC, which rs in force at present, to increase the maximum authorized length of a road train from lSm to 18,35m while

guaranteeing sufficient space for the drrverrs cabin;

- an amendment to Regulatron No 4059/89 laying down the condrtions under which

non-resident carriers may operate national road haulage services within a

Member State, rn order to enable carriers established rn the former German

Democratic Republrc to gain access to the national markets of the other Member

States.

The Councrl adopted the Recommendation for a Councrl Decision authorizing the Commissron to participate in the negotiations concerning a Protocol to the Barcelona Convention (19?6) relating to the protection of the Mediterranean Sea

from pollution resulting from the exploration and exploitation of its continental

sheIf, its seabed and its substratum.

The Council assented, in accordance with Article 54(2) of the ECSC Treaty, to the

following:

- a Loan to part-finance a ner^, coal-fired heating plant in Grenoble (France);

- the grantrng of a loan (consumption _of Community coal) to Caledonian Paper PLC

(United Kingdom).

The Council appointed:

- Belgian full and alternate members of the Advisory Committee on the Training of DentaI Pract it ioners ;

- Belgian, Greek and Portuguese full and alternate members of the Advisory Committee on the Training of Midwives.

The Council also replaced:

Training;
