The Council adopted
a specific
research and technological development progralnmein
industrial
manufacturing technologies and advancedmaterials
applications(BRIlE/EURAM).
This
pre-competitive research programmewill
hinge onthe
following
five

ACCESS 10 LARGE-SCALE FACILITIES
The Council adopted
the
experimental Cormunityplan
to
support andfacilitate
access
to
large-sca1escientific facillties of
Europeaninterest
(1989-19921.Under
this
plan,
which has beenallocated a
4-year 30 MECU budget (anda staff
of 3),
the
Comnunitywill
providefinanclal
supportto facilitate
access tolarge-scale
scientific facilitles
sltuated
in
the
European Community and thereby promotetheir exploitation. It
aims,inter alia, to
help
improve competitivenessin
the
field of
research andat
the
same timeto
strengthen economic and socialcohesion.
The Commission
will
be responsiblefor
implementingthe
plan,
hriththe
assistanceof
an Advisory Committee composedof
representativesof
the
Member States.The Commission and
the
recipient
organizationor institution will
decide onfunding
to
coverthe costs lncurred
in
improvinginstallations, or in their
useby
foreign
researchers.
