The Council took note of the lnformatlon given by its Presldent on aruangements for the European Councll meetlng 1n Rhodes on 2 and
3 December 19BB and on the toplcs envlsaged for discussion by the }Ieads
of S1,ate or of Government, it1 par"ticular Community development towards
the large market, lncluding the soclal dlmenslon, the Communltyrs
rol-e in the worId, environmental problems, the development of the
audio-visual lndustry, lnfrastructure (partlcularly transport) and
the situation of border and island areas. The tradltlonal topics of the economic and social sltuation and the international polltica1 situation i^rere also to be dlscussed.

'lhe Council adopted the Communlty posltion for the 12th meetlng of

place alongside the Councll meetlng 1n the early evening of
Monday 21 November 1988.
THIRD FINANC]AL PROTOCOLS }J]TH CYPRUS AND MALTA
The Council dlscussed the prospectlve content of the new Flnanclal
Protocols wlth cyprus and Ma1ta. rn the Ilght of the discussion,
the commission was to submit to the councir an amended proposal, which the Permanent Representatives Commlttee was lnstructed to
examine without delay.

'l'l)t) Council, j,n the context of 1ts preparatlons for the forl,hcoming
meeting at mlnlsterlal level of the Uruguay Round Trade Negotlations
Committee (Montreal, 5 to 8 December), had a general exchange of vlews
on the prospects for the Mid-Term Review and for the negotiatlons as
a whofe. rt noted that one of the alms of the progress of work to
acltieve the Single Market colncides wlth those of the Uruguay Round,
viz- tc; strengtlren and maintaln the muIt1lateral tradlng system.
FoLlowing thls the Presldent of the councll drew the following
conc 1us ions :
the Council had been lnformed by the Commlsslon of the current state
of preparation and of the prospects for the uruguay Round
negotiations both at the Mld-Term Revlew and afterwards I
- the Councll noted that the Mid-Term Revlew is of importance for
progress 1n the negotlatlons, is an intermediate step towards a successful_ outcome for the negotlatlon in 1990, and is based on
the concept of globality set out 1n the Punta de1 Este DeclaraLion;
- the council welcomed the commlssionrs communicatlon of
10 November 1988 rrThe uruguay Round Mld-Term Reviewr' - whlch 1t considered gave the necessary general orlentations for a Communlty positlon at the Montreal meetlng wlthln the Overall Approach adopted by the Community (1);

Council in Montreal.

the Council concurred wlth the recommendatlon adopted by the
'rAgriculturerf Council on 14 November 1988 regardlng the Mld-Term
Review (see Annex I);
the council underlir-ied the lmportance, for the negotiation and
effecLive implementatlon of the resul-ts of the uruguay Round, of
furtlrer improvement to the monetary and flnancla1 environment;
the council urged al1 partlcipants, during the remainder of the
negot-iaLions, to avold undertaklng actlons whlch might endanger el'1'r-'c1,ive lmprement;at1on of thelr standstllr commltment, and to ensurL- more effective implementation of thelr rollback commltmentl
the Council expected that the Community would seek an outcome of the Montrea.l meetlng in accordance with the orlentations already agreed. The Community would on this basls be ln a positlon to play an active role jn the promotion of common bases to facllitate the future
negot,iating process, includlng, where approprlate, decisions as to
pr"ovisional implementation of speclflc measures.

ANNEX IMULTILATERAL NEGOTIATIONS UNDER GATT: AGRICULTURE PART
At the close of an exchange of vlews on the preparation of the
Conference to be held 1n Montreal ln December on the multllateral negotiatlons under GATÎ, the Councll adopted the followlng
recommendatlon on the agriculture part of these negotlatlons whlch 1s
to be addressed to the General Affalrs Council:
rrThe Council has noted the Commlsslon communication and the statement by Vlce-President Andrlessen. Havlng discussed the matter, the
Councll has reached the following concluslons:
The Mid-Term Review to be conducted 1n Montreal at the beglnnlng
of December 1s important for the continuation of negotlatlons but
is only an lntermedlate stage on the way to completion of the
negotlations 1n l-990. Although recognizlng that the agrlcultural sector plays an important role in the negotlatlons, the Council would point out that the Punta de1 Este Declaration enshrlnes the
prlnciple of the global nature of the negotlations.
The Councll would also point out that the Community 1n splte of the
dlversity of 1ts agrlcultural structures has taken maJor steps to
adapt the CAP. These steps have already had a favourable effect on
world prlces. There 1s, therefore, every reason for the Communlty
to play an active part during the mld-term revlew.
More speclfically, the Council 1s lnsistent that the Communlty
remain falthful to the Declaratlon adopted at Punta de1 Este and
to 1ts proposal, as well as to the varlous posltions adopted at
Geneva. The Community should therefore contlnue to dlstingulsh
between the short term and the long term.

to
bedeflned.
Thls approach would enable the adJustmentsto
the CAP lnrecent years
to
be capltallzed 1nternat1ona1Iy. lJlth regard tothe long term, the Councll conflrms the Communlty?s posltlon that
thls
should encompass a reductlonof
supportslgnlflcantly
affectlng lnternatlonal trade 1n agrlcultural products, together wlth theadJustment
of
protectlon, a strengthenlngof
the GATT rules andthe mlnlmlzlng
of
the adverseeffect
of
the health and plant health regulatlons on trade 1nagrlcultural
products.Such measures are
ln
any case condltlonal on balanced commitments byall
partlesto
the GATT negotlatlons.Throughout the negotlatlons, the Communlty has taken
lnto
accountthe lnterests
of
developlng countrles, whether net exporters ornet lmporters. The Communlty w111 need
to

The Councll therefore agrees on the prospects outllned

draw up the concluslons whlch emerged from thedlscusslon.

The Councll:
- agreed, subJect to examlnatlon of the amendments proposed by
the Commlsslon fo1low1ng the European Parllamentrs flrst readlng,
to common posltlons on the co-ordlnatlng Regulatlon and the ERDF Regulatlon;
- approved Joittt guldellnes on the Soclal Fund Regulatlon and the
EAGGF Guldance Regulation.
Thls result was brought about after very laborlous dlscusslons through
a compromlse package produced by the Presldency 1n the l1ght of all
work carrred out on the subJect.
The flrst two texts w111 be forwarded to the European Parllament under
the co-operatlon procedure so that 1t can dlscuss them at lts
December part-sess1on.
The other two proposals were dealt wlth ln a conclllatlon meeü1ng wlth
the European Parllament.

The coneiliation meeting enabl-ed the European Parliament to glve
1ts views on the matter as a whole and to propose a number of amendments to the two drafts speclflcally under conciliation: the
Soclal Fund and EAGGF Guldance Regulatlons.
Following the meeting, the Councll agreed to a number of amendments
proposed by the European Parllament.
The Councll accordlngly expected to be able to adopt the 4 Regulatlons
by the end of December so that the reform of the Structural Funds
coul-d actually come into force on 1 January 1989.

MISCELLAI'IEOUS DECISIONS
ExceptlonaL aid for the Kalamata area
The Councll approved a letter to the EIB asking it to grant loans
from its own resources for up to the equlvalent of 100 MECU 1n order
to flnance lnvestment for the reconstructlon of productlon
facilities and economlc and soclal infrastructure, lncludlng
houslng, 1n the areas strlcken by the earthquakes in the Kalamata
region of Greece in September 1986.
The Council had prevlously declded on 7 November
that
the endrecipients
of
the loans could quallfyfor

subsldyout
of
the Communityts budgetfor
a maxlmumof
twelve years.Relations with the EFTA countrles
The Councll adopted a common posltlon on the draft Decislons of
the EEC-Austrla/Fln]and/Sweden Jolnt Commlttees amendlng the Agreements bet-ween the EEC and those countries and certaln other Agreements concluded 1n that context between the EEC and those
countries consequent on the lmplementatlon of the Harmonized Commodity Descriptlon and Codlng System.
Relatlons with Hungary
The Councll formaIly adopted the Declslon on the concluslon of
an Agreement on trade and commerclal and economlc co-operatlon
between the European Economlc Communlty and the Hungarlan Peoplets
RepubIlc.

Relatlons with Syria
The Council formally adopted the Declslon on the concluslon of
an Additlonal Protocol to the Co-operatlon Agreement between the
European Economic Communlty and Syrla.
The Addltlonal Protocol can thus come lnto force on 1 December 1988.
Relatlons wlth Israel
The councll formally adopted Declslons:
concluding the 4th Addltlonal Protocol to the EEC-IsraeI Agreement
and the 3rd Flnanclal Protocol.
The first of those ProtocoLs w111 enter lnto force on 1 December 1988
and the second on 1 January f989;
- on the lmplementatlon, by means of unllateral measures, of the
technlcal adaptatlon Protocols to the EEClECSC-Israel Agreements
consequent on the accesslon of Spaln and Portuga1.
Appolntments
Actlng on a proposal from the Irlsh 0overnment, the Councll appointed Mr John FREEMAN as a Member of the Economlc and Soclal Commlttee 1n
place of Mr Henry CURLIS, deceased, for the remalnder of the latterfs
term of office, which runs until 20 September 1990.

augmentatlon de 9% par rapport â l'annêe prêcêdente.
Le SPG accorde l'accès .en f ranchlse à tous les prodults
manufacturês en provenance des pays en vole de dêveloppement qul
ne bénêflclent pas de préfêrence sur une base contractuel le. Ce schêma s'appl lque êgalement aux secteurs aussl senslbles que les
textl les, les chaussures, les prodults sldérurglgues et
pêtroch lm I ques. Dans I e secteur agr lco l,e, I â Conrnunautê accorde
des rêductlons sur les drolts d'lmportatlon pour prês de 4oo
prodults qul ont une lmportance parttcul tère pour les pays en
vole de développement.
Dans le schêma 89, la-Comnunautê poursult sa polltlque de
dlfférenclatlon qul conslste à exclure des couples prodults/pays lorsque les fournlsseurs ont dêmontrê leur compêtltlvltê en
total lsant plus de 20* des lmportatlons extra-cEE pour les

chlne. Toutefols, a-t-l t conclu, nous devons poursulvre les
dlscusslons au setn de la Cormunauté sur l'avenlr de ce secteur
en prenant compte trols êchêances maJeures : 199o, fln de
l'uruguay Round; 1991, explratlon de l'AMF lv; lgg2, rêallsatlon
du marchê unlque.
* Hormones / Etats-Unts :
Mr De Clercq a lnformê le Consel ! que la rêponse amêrlcalne aux
suggestlons faltes par la commlsslon pour une solutlon du
problème des hormones (exemptlon de t'appllcatlon de la dlrectlve communautalre pour les abats utl llsês dans l'atlmentatlon des anlmaux domestlques, augmentatlon du quota de Hl lton beef) avalt
étê reJetê par Mr Yeutter.
Dans ces condltlons, Mr De clercq a proposé au consell deux mesures :
porter devant le GATT les mesures de rêtorstons arrêtêes par
les Etats-unls en dêcembre lggT mals dont l,appl lcatlon a étê
suspendue et
arrêter le prlnclpe de rêtorslon en cas de mlse en oeuvre des

Le Consell n'a guêre eu le temps de dlscuter de ce polnt et il s'est contenté d'adopter des concluslons en vue de l'exâmen à
