C,onsiderable economic progress hasbeen achieved since
the
settingup
of
theCommunity.
It
is likely that this progresswill
be
increasedby
the
accessionof
the
new Member States and by the gradualimplemen-tation
of
Economicand
Monetary
Union. But the Community's social policy has certainlynot
achieved similar progressin
recent years.Vhile a
numberof
useful actions have beenundertaken,
the
Commission considers thatfrom
now
on
both the
whole approach and scaleof
social action must be changed.2.

issuenow is
to
giveto
Economic and Monetary Unionits
proper social dimen-sion by recognizing that economic expandimen-sion isnot an end in itself; that its first aim should be
to
reduce disparitiesin
living
conditions and improve the quality of life and the standards ofliving of the population of the Community.

The
socialpolicy
of
the
Communityshould
be
regardedas
a
worthwhileaim
in itself-
a policy having an independent life ofits own
-
and not iust as a meansof
counter-acting
the
social ill-effectsof
economicpro-gress.

Although a social policy is required
for
its own sake,it
is partof
the complexof
Communitypolicies necessary
to
bring
about
Economicand
MonetaryUnion and
must
be
closelyIinked to those policies- industrial, agricultural, competition, environmental, consumer
protec-tion
and, aboveall,
regional policy.If
this
isnot done, the underdeveloped regions and the socially underprivileged would
not
merely failto
progress but would deteriorate.5. The
Social
Action
Programme
isregarded by the Commission as the basis
for
aCommunity social policy which could form part
of
a
future social charterfor
the Community.Vhat
is involved, in fact, is the implementationof
the
first
phaseof
European Social Union. This phase should be completed not later than the conclusion of the second stage of Economic and Monetary Union.6.
The
developmentof
the
Communitymust
involvethe
participationof
employersand
workers.
This
participationis
regardedby
the
Commissionboth
asan
obiective initself and the best means
of
ensuring success.In
this report, the Commissionlimits
itself to questions concerning participationin
decision-makingin
the socialfield.
The Commission is, however, as requested by the Heads of Stateor
Government, considering the broader issuein
the conrextof
its general work programme.Its
aimis
the establishmentof
procedures, asquickly as possible, which
will
give the socialpartners
more
effective participationin
thedevelopment of the Community than they have
had in the past.

preliminaryrepoft
is
intended toserve as a basis for discussion
with
the Council and at the Tripartite Conference involving the social partnersin
lune1973.
The reportwill
also be sent to the European Parliament and the Economic and Social Committe. The
Commis-sion
wishesto
arrive
at
its
final
proposals throtrgh a processof
real and continuous dia-logue, andin
this way demonstrate its supportfor
the principleof
participation contained inthe
report.
The
final
proposalswill
bell.
General conslderatlons8.
Similar social problems are approachedin
different waysin
lhe Member Stifes basedon the differing characteristics
of
each.
Thesedifferences
of
approach should be allowed tocontinue.
It
is not
the Commission's aim to centralize the solutionsof
all
the social prob-lemsof
the Community.
Nor
wouldit
wishto see introduced a single social policy tackling
all
social problemsin
the
Communityin
auniform
manner.
The progressiveharmoniza-tion
and improvementof
living
and working conditions must be the objective.9.
There is, however needfor
Community actionin
the social field because:(a)
some
problems
are
common
to
allMember States
and
ate
best
solvedon
aCommunity
basis
rather
than
is
isolation. The numberof
these problemswill
grow withthe increasing integration
of
the economies of the Member States;(b)
without
Community solidarity,the
less-favoured Member States and regions
will
beunable
to
solvetheir
problems because they cannot do so alone;(c)
progress towards economic and monetaryunion implies
that the
processof
adjustmentbetween
the
economiesof
Member
Statesshould
operate
as
smoothly
as
possible; employmentis a
maior aspectof
this process.The employment situation
in
individualcoun-tries
is
a
matterof
common concern, as isinflation.
Furthermore, monetary integration already imposes certain constraints on national economicpolicies.
This
requiresa
parallel endeavour at Community levelto
promote theimprovment of working and living conditions.

The Commission, in this report, does not suggestthe
transferto
the
Community of responsibilities and functions carried out more efficientlyat
otherlevels.
Transferof
more powerto
the Community institutions may be necessaryin
the next phase but this would bebased on experience during the first stage and
not on predetermined views.

Although a uniform social system for theCommunity
is not
envisagednor
the
generalalignment
of all
social systems,it
is
neverthe-less necessary
to
aim at minimum standards ofsocial protection capable
of
being regularlyimproved.
Appropriate transferof
resourcesat Community level must also be envisaged to
permit the
less-favoured Member States to reach those minimum standards and thusfacili-tate
their
progressiveharmonization
andimprovement.

Close
and
continuous
collaboration between national administrations andCommu-nity institutions is essential because
of
the closeconnection between the problems
to
be solvedand the different bodies responsible
for
their solution. This collaboration can be carried out under the EEC Treaty, particularly Articles 118and 727.

Similarcollaboration is necessarybetweenthe
social partners andthe
Community insti-tutions because of the important role played by the social partnersin
so many fields affecting social and socio-economicpolicy.
This collab-orationwith
the social partners musg as is thecase nationally, apply globally as well as
in
thedifferent sectors. Appropriate new strucnrres must be established
with
the necessary meansof
actionto
ensurethe
effectivenessof
this collaboration.14.
The
achievementof
an
effective socialpolicy needs the support
of
vigorousCommu-nity
policiesin
several other fields-
econ-omic,
monetary,
industrial,
agricultural,competition
and
regional in
order
to achieve the following objectives implicitin
thedecisions
taken
by
the
Headsof
State or Government at the Paris Summit:(i)
full
and better employment;(ii)
improvement of living and working condi-tions;(iii)
participationof
the social paftnersin
theeconomic
and
social
decisionsin
the Community.lll.
Full and better
employmentThe
present position15.
Communityunemploymentrate is atpres-ent 2.5 o/o
ol
average but within member Statesthere are regions
in
which
unemployment ismore
than
doublethe
nationalrate.
Unem-ployment in the Community is due not only to economic considerations but also to a consider-able extentto
structural and regional factors.16.
Because of the absence of adequatestatis-tical
data andthe lack
of
harmonization in available figures,it
isdifficult
to
get a precisepicture
of
the
pattern
of
employment and unemploymentin
the
Community.
'Workerslack
informationon iob
vacanciesand
the skills required.17.
Becauseof
regional
unemploymentworkers
are forced
to
leave hometo
findwork.
Aslong
as this situationis
allowed to continue, movementof
labour cannot bedes-cribed as
'free'.
These migrants originate notonly within the
Communitybut
also
fromthird countries.
Migrant workersat
present exceedsix million
and the numberis
rapidlyincreasing.
Generally speaking, the working andliving
conditionsof
the
migrant workersare f.ar from satisfactory. There is no coordi-nated approach by the Member States towards the rate
of
entryor to
the conditions accorded to migrant workers from third countries.18.
The employment patternis
undergoing structural changes whichwill
acceleratein
thefuture.
Factors contributing to this include theEuropean
integration
process; international trade negotiations; reformof
the International Monetary system; rapid technological develop-ment; changesin
consumer demand; mergers,rapid development
of
multinational companies; the development of regions; and improvedqual-ity of
life
environment.The
needfor
some jobswill
disappear whilenew skills are
demanded.
'Workers harre to change type of employment as well as placeof
employment and this frequently involves

ment
from
one sectorof
employmentto
an-other
and,at
present, movementfrom
oneregion
to
another.19.
Women make up one-third of thework-ing population
of
theCommunity.
The rate of employment of women is increasing,particu-larly
of
married women
betweenthe
agegroup 30-45
years.
'Women are not, however, getting the same opportunitites and conditionsof employment as men.

There are groupswith
specific employ-mentproblems.
Some young workers have towait longer after leaving school before finding
suitable
employment.
Elderly workers
areforced
by
technical changeto
retire
prema-turely
or
accept downgraded employment.A large number of people of working age in the Community are unemployed because
of
physi-cal or mental handicap.Oblective
21.
Full employment must be a primary aim.It
is the responsibilityof
governments and the Community-to ensurefull
employment throughadequate economic and financial policies.
22.
The obiective must beto
create enoughiobs
to
provide employmentfor
the
Presentand future working population of the
Commu-nity.
Employment policy, however, should bepaiticularly 'concerned
with
the
creation ofnew jobs
in
underdevelopedor
decliningregions.
Employment must be broughtto
theworkers.
Forced migration must be broughtto
anend.
All
this reguires a comprehensiveand
effective Community regional
policy. Regional bodieswith
representationby
local authorities and the social partners should be setup as soon as possible
or
further developed to monitor and initiate actionfor
the creation of employment.economic pressures.
The
same standards of social protection as are enjoyedby
citizens of the host country should be appliedto
migrantworkers.
Full
participationin
the economic, social and political life of the host country musr be progressively extendedto
migrant workers. Member State policies towardsthe
intake of migrant workersfrom third
countries shouldbe coordinated.
24.
Adequate trainingis
essentialto
equip workersfor
changesin
job
patternso
as togive them
the
necessary securityof
employ-ment.
Thisis
an essential complementto
aCommuniry Regional
Policy.
\Where employ-mentis
interrupted, incomes must beguaran-teed
for
the
period
of
retraining.
XTomenmust have
the
same opportunities as men in employment and have accessto
thefull
rangeof careers. This requires equality of education
and training
aswell
asthe
development of appropriate socialservices.
Special attention must be givento
the employment problems ofspecific
categoriessuch
as
schoolJeavers,elderly workers and the handicapped.
25.
A
policyof full
and better employment cannot be effective unless comprehensive infor-mation systems are set up whichwill
indicate clearly the location and nature of the problemsand
permit
forecastingof
future
trends. 'Workers must know the location and nature of job opportunities.Conclusion
26.
The Commission considers the following action necessary and envisagesthat
certain ofthese measures
will
be partially financed by theCommunity:
Employment
(1)
the provisionof
adequate measures, suchas
contributionsto
direct
employment pre-miums,for
the creationof
new jobsin
under-developed and declining regions;Training
(2)
the
introductionof
incentivesto
contri-bute to and thereby stimulate the setting up by8
the Member States of systems of retraining and
resettlement
containing
guaranteesto
the workers against lossof income. A
higher rateof
incentivewould apply
to
underdeveloped regionsor
declining regions becauseof
theirgreatil
need
of
training
and
retraining. Community assistance would also be providedfor.the
settingup
of
training centresin
thosereglons;
(3)
the
settingup
of
a
European centre forvocational
training
to
promotein
particular research, exchangeof
information
and
thealignment
of
standardsof
professional trainingas
well
asthe
organizationof
training
pro-grammes;the
Council should takethe
neces-sary decision
by 30 lune

Migrant Workers

the adoption by 31 December 7974 by theCommunity institutions of concrete measures to
give
the
following
assurancesto
migrant workers:(i)
the
same degreeof
social protection asthat enjoyed by citizens

the hostcoun-try;
(ii)
reception
facilities
covering
training(including linguistic
studies), education(of children as well as the workers
them-selves), welcome services and housing;
(iii)
increasing participationin
the
economic, social and politicallife of
the hostcoun-try.
The Community Institutions
will
by
the samedate decide on a system
of
coordinationof
thepolicies
of
the
Member
States concerning immigrant workers from third countries.In
orderto
prepare the proposalsto
bepre-sented in these areas, the Commission envisages
having assistance of an ad hoc group including representatives of the Member States;

a
permanent committeeto

This
Committeewould
examine the present situation and future trendswith

improvementsin
such matters as access to employment, promotion, training andretrain-ing, paid maternity leave, child care facilities,
flexibility
in
hoursof work
and social securityprovisions.
This report could serve as a basisfor
appropriate proposalsby the
Commissionto the Council;

livingand working conditions
Present situation
27.
The
standardof
living within
variousMember States
has
generally progressed in recentyears.
Although
available statistical tiata is incomplete,it
is nevertheless clear that the present distributionof
incomes and wealthin
the Community is far from satisfactory.Among the working and non-working
popula-tion there are many people whose standard of
living
is
inadequate.
Regional differences inliving
standards are considerable and are, in some cases,widening.
The
situationof
thepoorer sections
of
the
populationis
greatly aggravatedby
in{lation.
The
principle
of equal payfor
equal work by men and womenis
far
from beingfully
appliedin
the Member States. Some sections of the population do not comen'ithin
the social security systems, while in the case of others benefits are inadequate.28.
The absence of adequate housing atreas-onable
cost
is
a
graye problemfor
many workers, particularly migrants. Hours of workvary considerably berween the Member States
and between the various
sectors.
Too
often presentrvork
systems, particularlyassembly-Iine operations, waste human capability,
espe-ciallv
intellectual capacity,and
denyto
thern orker adequate freedom and responsibility in
the organization
of
hiswork.
The greater useof
systemslike
assembly-line working,contin-uous working
and
long-range supervision make new tensions for workers and give addedurgency
to
the needfor
adequate health and safety protection.29.
The development of an industrialciviliz-ation
too
often prevents manfrom
benefiting from its achievements; pollution and other nui-sances havegrown
at
sucha
ratethat
thequality
of life
is seriously threatened, not onlyin
work
placesbut
in
the
environmentgen-erally.

Obiective
30.
Distributionof
income and wealth must be made equitable, particularlyto
improve the standardof
living
of
the
less-favouredcateg-ories of the
population.
An essential prelimin-ary step isto
set up a system giving rapid andobjective information
on
the present situation and future trendsin
income distribution, notonly
of
salaries and wagesbut
especially of income from other sources.3L.
Social securitypolicy
must,of
course,concentrate on social objectives but should not neglect the economic and financial aspects. In
order
to
promotethis
objectiveat
European levelit
is necessaryto
establish a social budget system whichwill
showthe
situationin
thevarious Member
Stateson a
comparablebasis.
The extensionof
this systemto
coverall
relevant aspectsof
socialpolicy and
thedevelopment and greater use
of
thestandard-ized statistical
data known as
socialindica-tors
will
facilitate
the
review
of
progressachieved
in
the directionof
the harmonization of the social policies of the Member States.32.
Action
must
be
taken
at
Communirylevel
to
redressthe
tendencyto
dehumanizework organization and methods. This requires
the
introductionof
systems better suited to human needs, whichwill
involve studies and researchin
which international cooperation isdesirable.
Companieswill
requireaid
frompublic
sourcesto
enable themto
make the transition to these newmethods.
The policiesof
the
Member Statesin
this
regard must becoordinated,
if
distortionof
competitionis
tobe avoided.

This report dealswith
certain aspects ofthe
workingenvironment. The
Commission has already submittedto
the Councila
separ-ate
report
concerning general environmental problems.Conclusion
34.
The Commission considers the following action necessary:Disribution of Income and Vealth

thisfield.
The Foundation should also pay particular attentionto
the problem ofthe organization
of
work
in
the manner bestsuited
to
human needs. This involvesdissemi-nation of infomation, research and training of research workers
and,
as
appropriate, pilotexperiments.
V.
Participationof
the social
partnersin
economicand social
decisionsPresent situation
.1.t.
There
is
a
growing
tendencyin
the Member Statesto
increase the degreeof
parti-cipation of the social partners in the process ofdecision-making.
This
follows
from
theincreasing need
to
associate peoplein
social and economic decisions which affect their dailylives.
This involves improved information andconsultation procedures, as
well
as increasing the degreeof
involvementin
the decision tak-ing process itself.36.
Workers' participationin
enterprises hasa special
importance.
This need is increasingwith
the growthin
the sizeof
enterprises andthe
increasein
the
numberof
multinationalcompanies.
37.
Some of the Member States have already providedin
their legislationfor
direct involve-ment of workers in company decisions. In this respect,the future
developmentof
company structures is being actively debated.38.
The
questionof
participationin
deci-sion-making process
at
Community level alsoarises. Its importance increase
with
thegrow-ing
integration
of
the
economiesof
theMember
Statesand
with
the
increase innumber
and
scopeof
Community decisionsthat affect the lives
of people.
Efficientstruc-tures, therefore, are needed
to
develop thisparticipation
and
to
makeit
as
effective aspossible.
Objective
39.
Participation should be pursued both asa
socially justifiableaim
in
itself
and as
ameans
of
achieving greater effectiveness. This principle should apply at alllevels.
The needfor
greater involvementof
the social partnersin
the
economicand
social decisionsof
the Community was emphasizedby
the Heads ofState or Government at the Paris Summit.
40.
In
the
socialfield
proper, thereis
anobvious need
for
greater participation becauseof the number of issues dependent upon
agree-ment
betweenthe
social
partners;in
the Member States, many social questions are theobject
of
collective agreements berween the representativesof
employersand
workers. The extensionof
this system on a Community scale is envisagedin
the Summit Communiquewhich
advocatesthe
'conclusionof
collective agreements at a European levelin
appropriate fields'.41.
The social partners should be helped by the Commission in the practical preparation ofnegotiations,
with
informationand
technicalassistance.
There should, however,be
no question of interferencein
the independence ofthe social partners in collective bargaining.
42.
In
this report, the Commission'ssugges-tions regarding participation are limited
to
the field of social policy.43.
The
Commissionrecalls
that
it
hasalready made proposals regarding workers' participation
in its
submissionto
the Council concerning a statutefor
a
European company anda
Fifth Direaive on the harmonizaion ofcompany law.
Conclusion
44.
The Commission considers the following action necessary :(1)

The
Community Institutions should be empowered to make col-lective agreements generally binding;(4)

and information services on Community affafus. The Commission suggeststhe setting up of an Institute of Labour.
