the states signatories

Agreement

Considering

that

it is

necessary and

urgent

to

provide

Europe with

the

instruments and

faci[ities it

needs

to

achieve

its

objectives,

as

set

out:

the

Considers,

connection,

that

it

European Partaiment

opinion,

proposal

the

nomination

the

Community

of

members

of

the

CounciI

of

the

Foundation, so

as

to

ensure

that

persona[ities

composing

it,

be

chosen, pursuant

to

ArticLe 9

of

the

Agreement, from among

nationats

of

the

ilember States on

the

basis

of

quaLifications

and

experience, and

subject

to

guarantees

of their

independence,
