Impact

the
information
revolution
in
Europe

in
New York hadsigns asking guests not
to try
lightingthe
new electric lightswith
matches.Old habits remain, even when a
techno-logical revolution has taken place.
The revolution today is about
informa-tion.
It
may mark
the
next
centurymore
in
its turn
thanthe
revolutionthat
brought electricity.Or,
than the French Revolution a century before it.New
technologiescan bring
infor-mation sources
to
our
desk-topcom-puter, new information can change the
way we
run our
businessesor
our lives.The European Community is
undertak-ing a programme responding to the new
needs
of
the information market.It
isnot
only attitudesthat
need changingbut a whole range of barriers has to be
removed.
The
openingof
the
Com-munity market requires that issues such
as
privacy, intellectual property andeasier access to information need to be
resolved
in
a
satisfactory wayfor
all concerned.Why? Because information has become
a strategically important raw material.
Top
information
coststop
money.Industrial investments depend on criti-cal analysis
of
facts and details.Deci-sion-making
in
business, scientific re-search and daily credit transactions relyon
rapid
referenceto
databases orother forms
of
electronic information.The strengthening
of
Europe'sindus-trial
positionin
the worldwill
dependlargely
on
how
it
mastersthe
infor-mation revolution.
To
succeed,Euro-peans
must
improve
their
deci-sion-making skills and put to industrial use
the
scientific researchfor
whichthey can be justifiably proud.
The power
of
the computer lies, not onlyin
the vast quantitiesof
informa-tion that
it
can store, butin
its ability to indexit,
sort it and retrieve it rapidly when required.If
you
askthe
right questions,you
can quickly
find
theinformation you need.
In
orderto
ensurethat
the
user in Europehad
cheap accessto
reliableinformation
services,thq
EuropeanCommunity embarked on three action
plans,
1975-83.The
first
concreteachievement was
the
creationof
theentirely new service
at
the
Europeanlevel: a computer data network, Euro-net.
This made
it
simplerto
communicateacross European borders,
at
a
timeThe European network was created at a
time when few national computer
net-works, or packet switched networks as
they are known, were in existence.
Fol-lowing the agreement with the national
telecommunications authorities,
Euro-net
was
replacedby
interconnectednational networks
in
1985.Parallel
with
the creationof
Euronet,the European Commission encouraged
the formation
of
European databasesand their use across the Community.
The action plans and
the later
five-year programme, 1984-88, stimulated,

not only such 'online information', but international collaboration. More than
one hundred projects were supported
by
the
Commission.By the
endof
1988, Europe was offering more than
900 databases on 88 computer hosts.
This

semi-nars were given
in
all
the Community countries as well asin
those countrieswhich later joined Euronet Diane such
as Switzerland, Finland, Norway and
Sweden. Euronet Diane was promoted
at
numerous exhibitions and fairs.A
newsletter called Informotion Market
goes out to more than 45 000
compan-ies, individuals and information
spe-cialists.
Many
databasesonly
containrefer-ences
to
articles published elsewhere.The
Commission decidedto
demon-strate the capabilities of electronic
pub-lishing and delivery
of full
text docu-ments. In a series of key projects calledthe Docdel programme, the
Commis-sion
helped Europeanfirms
demon-strate
the
commercialpotential of
advanced information services,
includ-ing those based on optical disk
techno-logy. Online magazines were produced,
including scientific and technical
jour-nals, new means were developed for
storing and transmitting across Europe technical drawings and diagrams, such
as patents.
Many users were dissatisfied
with
thevariety
of
retrieval languages. So theCommission encouraged the
introduc-tion
of
a standardized wayof
interro-gating
databases,called
CommonCommand Language. CCL consists
of
simple commands
and,
asit
is
nowavailable
on
many hosts, avoids thenecessity
of
learning many differenttechniques
of
extracting informationfrom databases. The Commission also
stimulated the creation of an intelligent
interface
to
make finding information easier.A
menu-driven system helpslocate the
right
answers across manydatabases on different hosts.

European
Impact

industry on aEuropean wide basis requires improved
information services across the
Com-munity. The action plans and five year programme were the first steps in
pro-moting cooperation between the
differ-ent
participants
in
the
Europeaninformation market.
In
1989 the Commission embarked on the initial phase of a major programmeaimed
at
respondingto
the increasingmarket problems and needs. Barriers which hamper the free flow of informa-tion for users

An
action planfor
a European infor-mation services market was approvedby the Council
of
Ministers on 26 July1988. Known as Impact, Information
Market Policy Actions, the programme runs initially for two years with a
bud-get
of
ECU 36million.
An

is
expectedto
be createdfor the years 199l-96.
The Impact programme aims at setting
up
a
commoninformation
servicesmarket and has seven lines of action.

(IMO)
It
is
estimatedthat,
for
threeout
offive
Europeans,their work
involvesthem
in
some information
relatedactivities.
Yet
statisticsof
how
theinformation service sector works and
functions are still lacking.
A
Europeaninformation market
observatory hastherefore been set
up
througha
net-work
of
correspondentsin
MemberStates. These supplement the work
of
national
administrations, companiesand
other
organizations and improvethe
statistical understandingof
themarket
for
policy making purposes.The Observatory and
its
networkof
expert
correspondentsin
MemberStates improve the quality and
availa-bility of data on the information market
by collecting and publishing information
according
to
an
agreed framework.It
also carries out analyses which assistthe Commission in formulating policy.
The results
of
the data collection andanalyses are made public.
2.
Removal
of
technical
andlegal barriers
The
Commissionis
investigating thenature
of
legal and administrativebar-riers and the possible means
to
elimi-nate them.
If
a diskette, for example, isoffered free with a magazine,
it
issub-ject to quite different customs and
fis-cal regulations in Member States. Such
problems create barriers for publishing
firms
and reduce accessto
potentialreaders.
The monitoring and advisory work
of
the
Legal
Advisory
Board
initiallyaddresses the following priorities:
au-thentication
of
electronic signatures,computer fraud, liability
in
relation to databaseinformation,
confidentialityof data base searches and protection
of
privacy.3.
Improvement
of
theconditions
for
transmitting
and
accessinginformation
Users
of
information services andpro-viders
of
such services are assisting the Commission in defining simplified andmore
standardized accessto
infor-mation resources. Agreement is neededbetween users and major information
ECHO,
the European Commission
Host
Organization,

provides objective multilingual information on Community informationservices;
tr
gives guidance and training for usersof
information services;tr
acts as outletfor
innovative andlor experimental services;tr
operates a European help desk for users.ECHO
servicesare
aimedat
helping beginnersin
online information andproviding specialist databases in such areas as research, linguistics and
for
smalland medium-sized enterprises.
Directories and most databases
on
ECHO are accessible freeof
charge andprovide an excellent way
of
learning about online information. Regularwork-shops and training sessions are held in cities throughout the Community.

termin-ology databank containing over
half a
million
terms and abbreviations andImtrans,
a
file
of
articles translatedby
the
computer translation system,A
numberof
databases give descriptionsof
ongoing or completed research and development: Eureka, a description of some 250 Eureka projects; IES-DE, a file of information technology projects under Esprit and similar programmes; EABS,research partly funded by the Commission.
The databases TED and Pabli give details
of
open tenders on the market. Theinformation is
of
special interest to small and medium-sized enterprises.Innovative projects to demonstrate advanced information services include access
by menu, voice and natural language.
ECHO can be accessed using
a
personal computeror
word processor and amodem. There is a direct modem line at 300 bits/second ( +352 436428) or access
through packet switched data networks (PSDN) with the network user's address
(NUA) in Luxembourg: 270488112. To use the latter, users should contact their local telecommunications administrations
for
detailsof
the national datanet-work.
Public passwords are available for accessing a number of databases, for example,
Dianem, is the password
for
the menu-driven versionof
Dianeguide; Brokers-guide is the passwordfor
the database of the same name.ECHO

also accessibleon

conjunctionwith
publishers andother information providers, the
Com-mission is supporting the improvement
of conditions of dissemination of infor-mation services whether by the postal
services or the telecommunications
ad-ministrations.

Improvement
of
synergybetween
public
and private
sectorsGovernments and public bodies collect
large
amountsof
data and
infor-mation, as partof
their routinefunc-tions, which could be made available to the private sector
for
the constructionand marketing
of
electronic databaseservices.
The
private
sectoris
well placed to combine information from avariety
of
government sources, and its prime function is to produce and distri-bute information products oriented tothe needs of the maikbt. In order to
de-velop and strengthen the information industry, a positive initiative is required
from
governments,to
encourage theuse and exploitation
of
public sectordata and information. However, there
are few convergent.policies
or
guide-lines within Member States relating to

the role
of
the
public sectorin
this area.Guidelines are considered essential in order to help the public sector in
deci-sion-making related
to
making infor-mation availablefor
external use andsupporting
the
developmentof
theinformation market; and
to
establish certain ground rules for avoidingpossi-ble unfair competition.

The
guidelines,which are
advisoryonly, are aimed at providing a basic set
of
agreed principlesand
recommen-dations which can be used in thedevel-opment of national guidelines in
indivi-dual Member States. They are
in
nosense directives,
but
it
is
hoped thatthey
will,
by virtueof
their productionat
the
Community
level,
supportnational initiatives designed to promote
the
growth
of
the
Europeaninfor-mation industry.
5.
Launching
of
pilot/
demonstration projects
New kinds
of
services that are easy touse
will
open up new informationcatalyst
for
the creationof
suchser-vices and
to
providea
basisfor
theirdemonstration
and
evaluation,
theCommission has launched
a
seriesof
pilot and demonstration projects.
Six priority areas were chosen for these
projects: tourism information, patent
information,
road
transport
infor-mation, information
on
standards,image banks, intelligent interfaces. The
information industry
has
respondedstrongly. Support requested
for
pro-jects amounted
to
ECU
150 million,compared with ECU 23 million availa-ble. Thus only one in ten or so projects
could be selected
for
co-financing.A
materials databanks demonstratorprogramme had alreay been launched
by the Commission under the five year programme and
will
be followed up inthe Impact programme.
6.
Promotion
of
the
useof
European
information
services
The
Impact programme supplementsthe
work
of
information suppliers byproviding objective information
in
theform
of
multi-lingual directories aboutservices available
from
Communitysuppliers. Dianeguide
on
ECHO
isavailable online and in printed form in
all
Community languages. Comprisingthe most complete guide
to
Europeandatabases,
CD-ROM
and
othersources, Dianeguide
is
a
recognizedpoint
of
departurefor
finding onlineinformation
in
Europe.ECHO
alsoprovides
a
numberof
trainingdata-bases to help the online user and a free
training diskette.
Echo is also creating and
demonstrat-ing new systems
to
make informationaccess easier. Users may ask natural
language questions to find information
in
Dianeguide. Another database willbe offered whereby people can call in
on
the telephone and receivea
voiceresponse generated by the computer.
General guidance and training for users
is
providedby
a
strengthened inter-national help desk. ECHO acts as anoutlet
for
innovative services.In
addi-tion,
awareness campaignsfor
the useof Community information services are
undertaken.
Access
to
ECHO can be made via alloperational national videotex systems,
the national packet switched networks
or directly with a modem connection to
a telephone number.
7.
Action
in
favour
of
libraries
The 90 000 libraries in the Community
represent
an
invaluable source andheritage of information. The increasing
needs
of
companiesand
researchorganizations as well as the problems
of
preservationof
information bothunderline the need
to
promote the useof
new technologiesin
libraries.Fol-lowing
up the
Councilof
Ministers' Resolutionof
27 September 1985, theCommission has prepared a number
of
initiatives in the area of interconnecting
libraries
in
the
Community; supportfor the use of libraries, and
encourage-ment
of
the useof
new technologiesand services. Because
of
the size andimportance
of
Community librarieswith their 1.2 billion books, a separate
programme
for
librariesis
being pre-pared.New Community
market
prospects
TgE cnRT.LENGE
of
1992 has created anew, dynamic and enterprising spirit in
Europe.
A
Single European market will bring further prosperity and jobs to theCommunity's 324
million
populationand vitality
to
its
less-favouredre-gions.
The new information technologies and
services,
it
is
estimated,will
createsome two million new jobs worldwide
by
the
year 2000.About
700 000of
them should be in Europe. Informationservices
will
presentnew
challenges.Currently Europe has perhaps half the level of information services activity
of
that in the United States. However, thelevels
of
economic activity are similaron both sides.
European entrepreneurs complain
of
the
innumerable technical, legal and regulatory barriers. But knocking themdown could create a new
entrepreneu-rial
spirit that has not been seenfor
along time.
Europeans are talking
to
each other.More
and more. Communicationca-pacity is increasing by 40Vo per year.
The turnover
of
the informationser-vices market
is
increasingby
about 25Vo per year. Those directly involvedin the information industry
-
databaseproducers, information providers,
pub-lishers, librarians and
telecommunica-tions manufacturers
-
already numberinto the millions.

information includeprac-tically everyone of us.
