EXPLANATORY NOTE

to the corrigendum to the proposal for

I

Council Regulation on the justification

of the origin of textile products falling within Chapters 51 and S3 to 62 of the

Common Customs

Tariff~

COM(77)

732

final

- Modifications of Articles 2, 3 and 4 and the addition of the annex:

The annexes I and II initially foreseen by these Articles should contain

the lists of products which require either a certificate of origin or

a

decLaration of origin on the invoice. These annexes have not been annexed

to the proposal, because of the short time scale involved and that the

lists were aLready known as they contain the textile products of Group

I

and lIon the one hand and Groups III, IV and V on the other as annexed

to the textile agreements concluded with the supplying countries.

The reason for this corrigendum is therefore to complete the proposal

in this sense, simplifying, however, the original presentation.

It seems possible to only include one annex containing the list of the

products in Groups

I

and

II

requiring a certificqte of origin, given that

for the other products covered by the proposal are subject to the requi

rement of a declaration on the invoice in any case without the need of

being listed.

The modifications to Articles

2,

3 and 4 go in this direction.

- Modification of ArticLe 8 :

The movement. certificates A.CV.1, A.E.1, A.RL.1 and A.ET.' still valid,

were 'excluded by accident from the field of application of

t~is

Article.
