The project addresses a number of environmental concerns in the Miłakowo Commune and the Gusev District with the common aim of improving the state of the environment in the Vistula Lagoon.

On the Polish side, a sanitary sewage system (5.23 km) and a water supply network (5.26 km) will be constructed in the settlement of Książnik. On the Russian side, a sanitary sewage system (7.07 km) with a sewage treatment plant will be constructed in the settlement of Pervomayskoye. Both settlements are located in the catchment areas of the rivers – the Pasleka (in the Milakowo Commune) and the Pregola (in the Gusev District), which flow into the Vistula Lagoon. Therefore, the construction of modern sewage and water supply infrastructure planned in the project will contribute to eliminating the existing sources of pollution of natural water reservoirs with municipal wastewater.

Furthermore, the population of the Milakowo Commune and the Gusev District will also benefit from the planned soft activities aimed at increasing environmental awareness, which include several study visits for schoolchildren, exchange visits for municipal officials and public lectures for local communities. The joint efforts of the project partners in relation to the infrastructural works and the public events will provide a solid basis for solving the same environmental problems that affect the beneficiaries on both sides of the border.

Project title: Rybno commune and Gusev’s

The main goal of the project is to counteract the problems caused by insufficient sanitary infrastructure in the rural areas of the Rybno Commune and the Gusev District. The poor quality of the wastewater systems cause contamination to the ground, groundwater and surface water of the rivers in the Pregola (Angrapa, Pisa) and Vistula (Drwęca, Wel, Hartowieckie Lake) catchments, which flow into the Vistula Lagoon.

In response to the need to eliminate pollution of natural water reservoirs with municipal sewage, the construction of sanitary infrastructure is planned to be carried out within the project. The construction works include the extension of the sanitary sewage system in the Rybno Commune to the villages of Dębień and Hartowiec with the total length of 4.6 km and the construction of a sewage network with the total length of 11.9 km with a sewage treatment plant in Prioziornoje in the Gusev District.

The project also includes a laboratory research service on the possibilities of effective management of sewage sludge from small wastewater treatment plants, i.e. composting with the use of components available for both beneficiaries. A webinar and an online course on water saving and other pro-environmental activities planned as part of the soft activities will be conducted to increase the environmental awareness of the inhabitants.

The main objective of the project is to limit the degradation of the environment by creating and reconstructing the sewage infrastructure on both sides of the Polish-Russian border area.

The project infrastructure activities on the Polish side will be conducted in the village of Jamielnik (Nowe Miasto Lubawskie Municipality). They cover the construction of a sanitary sewage system with the total length of 2.59 km and a sewage treatment plant. On the Russian side, a sanitary sewage system with the total length of 2.96 km will be constructed in Sovetsk. Moreover, it is also foreseen to construct a new sewage station as well as to reconstruct a sewage pumping station in Sovetsk.

These actions will directly contribute to the main project objective and will improve the living conditions of the inhabitants. Additionally, the implementation of the project will contribute to strengthening cross-border cooperation between the Polish and Russian regions in the protection of natural resources management.

The main objective of the project is to develop the cooperation between both hospitals in the scope of the most appropriate tools and methods aimed at adaptation to the adverse impact of climate change.

As part of the project infrastructure component, it is planned to reconstruct and equip the Neurology Ward with the Stroke Sub-department of the Suwałki hospital. The useful area to be reconstructed and equipped equals to 745.8 m². At the same time, the hospital in Chernyakhovsk intends to purchase specialised modern equipment for the Anaesthesiology and Reanimation Ward, the Department of Neurology and the Clinical and diagnostic laboratory.

A significant added value of the project will be ensured by its soft actions that foresee trainings and study visits for the medical staff aimed at increasing their knowledge in the field of impact of climate change on the sickness rate. Apart from the direct benefits for the employees of the hospitals, the project will also contribute to increasing awareness of the population of Suwałki and Chernyakhovsk (including local decision-makers) in the field of the climate change consequences. This will be achieved by organising a cross-border scientific congress and conducting an awareness raising campaign in the project area. The main objective of the project is to contribute to protection of water resources in the cross-border area

and raise environmental consciousness among people to ensure a change in their behaviour towards the environment.

The activities planned by the Polish and Russian partners are aimed at renovation of the rainwater drainage and hydrotechnical infrastructure, improvement of the ecological status of the water reservoirs and development of the territories for recreational purposes in Kętrzyn and Kaliningrad. In particular, the reconstruction of the rainwater drainage system and the renovation of the road infrastructure around the Kętrzyńskie Lake will be carried out on the Polish side. The Polish partner will also prepare technical documentation – a water and legal survey, which will enable the reclamation of the Kętrzyńskie Lake in the future. The activities of the Russian partner in Kaliningrad will include the reconstruction of the hydrotechnical facilities and the improvement of the sanitary-ecological state of the Golubaja River as well as the improvement of the sanitary-ecological status and the development of the coastal zone of the ponds and the water channel of the Letneje Lake. The project partners are also committed to raising public awareness of environmental issues, and several activities, including summer camps for young people, will be organised in the project to demonstrate that solving similar problems and achieving common goals relating to cleanliness of the water reservoirs in the cross-border area are possible only in cross-border cooperation.

Project title: Modernisation of water

management in Gurievsk and Młynary

The project is aimed at improvement of water management and enhancement of benefits of water supply for the residents on both sides of the border – in settlements of the Gurievsk District and in the Młynary Commune. The common challenge for the project area is outdated infrastructure, insufficient water supply system and low quality of water delivered to the inhabitants.

The beneficiaries of the project will achieve the objectives by the implementation of the infrastructure component on the Russian side and the development of technical documentation on the Polish side of the border.

A complex of waterworks facilities will be reconstructed, including works on three existing water intake sites – 14 main water wells and 3 reserve water wells. Moreover, a water supply system will be upgraded by laying of water pipelines with the total length of 3.81 km in the settlements of Vasilkovo and Maloe Vasilkovo (in the Gurievsk District). At the same time, the Młynary Commune will benefit from the development of technical documentation for reconstruction of an existing water treatment station. In the future it will ensure more sufficient water management in the region.

As result of the project, a number of soft activities will be implemented to boost the cross-border cooperation and raise ecological awareness. The beneficiaries will jointly organise conferences, workshops for Polish and Russian professionals in the water and sewage sector, seminars on environmental protection mechanisms and tools as well as they will produce a joint brochure and leaflets about common ecological challenges and solutions.

Project title: Prevention and removal of the effects

Project duration: 24 months

The main objective of the project is to strengthen cooperation and reinforce the capacity of fire brigades operating on both sides of the Polish-Russian border in order to provide a more effective response to threats resulting from forest fires and emergency situations. The project responds to the challenges of climate change which increase the risk of forest fires. Hence it addresses the need for a faster and more coordinated response to fires to preserve biodiversity and protect lives.

Thanks to the project, the fire departments in Olsztyn, Białystok and Kaliningrad will be equipped with 15 modern specialised vehicles, including light fire and rescue vehicles and medium and heavy fire-fighting trucks. Purchase of vehicles and equipment will be completed with trainings and cross-border exercises of the partners. The project activities will improve the firefighters’ qualifications and their joint ability to react in the state of emergency.

The project will boost cooperation between the partners to create a network in the field of cross-border security and a crisis management system to minimalize negative consequences of climate change for the environment.

Project title: Development of infrastructure for

a clean environment in the cross-border area

The main objective of the project is to reduce the negative impact of the sewage treatment plants in Ostaszewo and Chernyakhovsk on the natural environment. The implementation of the project will increase the capacity and efficiency of sewage treatment facilities and reduce the groundwater pollution in the cross-border area.

The scope of the project includes liquidation of the existing treatment plant and construction of a new biological sewage treatment plant with a pumping station in Ostaszewo. On the Russian side, the activities concern 3 compact sewage treatment plants with sewage pumping stations that will be constructed in the settlements of Kamenskoye, Mezhdurechie and Privolnoye (in the Chernyakhovsk District). All places of the planned investments are located in the catchment areas of the rivers – the Vistula (in the Ostaszwo Commune) and the Pregola (in the Chernyakhovsk District), which flow into the Vistula Lagoon. Therefore, the construction of modern sewage treatment plants in the project will contribute to limiting the existing sources of contamination of natural water reservoirs with municipal wastewater.

Moreover, the population of the Ostaszewo Commune and the Chernyakhovsk District will also benefit from the project soft activities aimed at exchanging of environmental know-how and expertise, which include conferences and workshops. The joint efforts of the project partners in relation to the infrastructural works and the events will pave the way for solving the same environmental problems that affect the beneficiaries on both sides of the border.

Project title: Clean environment – satisfied residents

Project duration: 24 months

The main aim of the project is to increase the number of households that will be connected to a newly built sewage system and supplied with good quality water through the renovated water supply network. It is an important undertaking for the protection of the environment, as the construction of the sewage system will contribute to the improvement of the purity of groundwater by eliminating small septic tanks.

On the Polish side, in the Zalewo Commune, a sanitary sewage system Dobrzyki – Zalewo – Półwieś will be built with the total length of 14.4 km, along with the renovation of water supply connections in Dobrzyki. The Russian partner will develop 12 sets of technical documentation for 15 villages, which will allow in the future to provide modernised sewage systems for the residents of the Bagrationovsk District.

Apart from the infrastructural part, the project also includes soft activities in the form of two trainings on environmental protection dedicated to the inhabitants of the project area.

Project duration: 23 months

The project will address a number of common cross-border environmental challenges such as risk of water contamination by sewage leaking from septic tanks, water losses due to the outdated treatment facilities on both sides of the border and low availability of high quality water for the residents in the project area. The planned activities in Stare Juchy Commune include the construction of 3 waterworks to connect the villages of Jeziorowskie, Laśmiady and Bałamutowo (8.1 km), which are currently out of reach of the municipal water supply system, to the network as well as the construction of a water treatment station in Grabnik Osada and a sewage system in Liski. The Russian partner is planning the installation of 14 water filtration systems in wells, the reconstruction of 6.23 km of water supply networks in the Oziersk District (the settlement of Lvovskoye) as well as the implementation of design and survey works for development of technical documentation for reconstruction of a water supply station and networks in the town of Oziersk. Both partners are also committed to reducing water losses by installation of water measuring devices on a number of water supply and treatment facilities on both sides of the border.

Additionally to all the benefits from the implementation of the infrastructural component of the project, the partners will create a solid basis for cross-border people-to-people cooperation involving general public and industry experts in participation in conferences and study visits, along with involving youth in participation in the Pure Water contest to raise awareness about water saving and preservation.
