“A civil servant shall be allowed leave in

accordance with the LEAVE RULES applicable to him; provided that the grant of leave shall depend on the EXIGENCIES OF SERVICE and shall be at the DISCRETION of the COMPETENT AUTHORITY.”

LEAVE MAY BE GRANTED ON SUCH TERMS AS MAY BE

PRESCRIBED BY THE COMPETENT AUTHORITY TO ENABLE GOVT. SERVANT TO STUDY SCIENTIFIC, TECHNICAL OR SIMILAR PROBLEMS OR TO UNDERGO SPECIAL COURSES OF INSTRUCTION.
