RECOMMENDATIONS
The Director of Purchasing and Materials Management recommends that the Bid
Committee grant authority to award the following contract:
Call No: RFP No. 9144-15-7253
Description: Sustainment and support of the SAP system for Payroll & Employee Benefits on an as-required basis, for the period from the date of award to December 31, 2018, with the option to renew the contract on a need basis, for an additional two (2) separate one (1) year periods, at the sole discretion of the City and subject to budget approval(s).
Should the option(s) to renew be exercised then the Chief Information Officer of Information & Technology will request the Director of Purchasing and Materials Management to process the renewals under the same terms and conditions.

The total potential cost to the City including all option years is $1,358,496.00 net of HST recoveries. The total potential contract
award including all option years is $1,335,000.00 net of all applicable taxes and charges, $1,508,550.00 including all applicable taxes and charges.
Financial Impact:
The total potential contract award including all option years identified in this report is
$1,508,550.00 including all applicable taxes and charges. The total potential cost to the
City including all option years is $1,358,496.00 net of HST recoveries.
Funding in the amount of $333,094.40 is included in the 2016 Preliminary Operating
Budget for the Office of the Treasurer - Pension, Payroll & Employee Benefits (PPEB).
Funding in the amount of $333,094.40 will be included in the 2017 Operating Budget
Submission for the Office of the Treasurer (PPEB). Funding in the amount of
$333,094.40 will be included in the Office of the Treasurer (PPEB)'s 2018 Operating
Budget Submission.
Should the City choose to exercise its option(s) to renew for an additional two (2)
separate one (1) year periods, then appropriate additional funding, if needed, will be
included in the 2019-2020 annual Operating Budget Submissions for Office of the
Treasurer (PPEB). The funding details are provided below:

The Addmore Group Inc. received a contract for PF&R. Calian Ltd. received a contract for Financial Accounting Systems and Policy and Business Performance Management. Precision ERP Inc. received a contract for PPEB, HR, Business Performance Management, and Information and Technology – ERP Competency Centre. As they were all the highest scoring proponents for their respective Business Areas meeting the requirements of RFP all in accordance with the purchasing By-Law 195-9(A), Toronto Municipal Code Chapter 195 – section 9 authority.
No Successful Proponent was selected for SAP Mobile Platform Specialist and SAP Work Manager Specialist (Facilities Management Division).

COMMENTS
For the recommended contract award, the following requirements have been met:
(a) the firm recommended for award is the lowest bidder meeting specifications or to
the highest scoring proponent based on the evaluation criteria included in the call
and meeting the requirements of the call;
(b) the appropriate Division has reviewed submissions and found the price to be
reasonable, within available budget and concurs with the recommendation;
(c) the total contract value is less than $20 million dollars (excluding applicable
taxes) and the contract term is:
i.
for a contract funded by the operating budget, 5 years or less including any
option years; or
ii.
for a contract funded by the capital budget, within the projected term of
the capital funding for the project as set out in the capital budget,
being within the authority of the Bid Committee;
(d) there are no material written objections to the award;
(e) the call document was advertised on the City’s internet website and bids or
proposals were opened publicly; and
(f) the Fair Wage Office confirms the recommended firm understands the Fair Wage
Policy and Labour Trades requirements and has agreed to comply fully.
