C e r t a i n b u i l d i n g s , such as b a r s , t a v e r n s , bowling a l l e y s , tobacco shops, and restaurants, may be designated a s snoking areas. The l o c a l Boards of Health may adopt l o c a l enforcement procedures.
Mr. Thayer informed t h e Board t h a t t h e H e a l t h Department w i l l be o b t a i n i n g f r e e s i g n s of d i f f e r e n t t y p e s from t h e Department of S o c i a l and H e a l t h Services, which w i l l be available t o e s t a b l i s h n e n t s f o r posting.
Comissioner Walberg suggested t h e Health Inspector have the signs a v a i l a b l e with him when inspections of e s t a b l i s h n e n t s are conducted. Comissioners Vaux and Rohrer concurred.
The Board thanked Mr. Thayer for h i s report.

Final Order of Vacation-
Portion of Riqht-of-Way Pdjacent to Minkler Road.In accordance with action previously taken, the Board approved for signature a Final Order of Vacation for a portion of the right-of-my adjacent to Minkler Road at no cost to Mrs. Amy Butler.

The Board approved for signature an Estimate of Cost for construction of the Minkler Road project totaling $77,000. The work to be performed will consist of constructing two lifts of L.B.S.T. on 1.91 miles of the Minkler Road from Milepost 2.13 to Milepost 4.55.
Commissioner Walberg motioned to adopt the resolution authorizing the construction funds for the improvement of the Minkler Road. Commissioner Rohrer seconded the motion. The motion was carried unanimously.

as the United Way loaned executive f o r the Public Works Department, subject to the Board's approval.
The Board granted approval for Tom sheahan to act as the United Way loaned executive for the Public Works Department, with assistance fran Gary Frazier.

5. Miscellaneous Items.
In accordance with action previously taken, the Board approved for signature the easement between Skagit County and the Washington State Department of Natural Resources for the Lake cavanaugh Road right-of-way exchange.
