Percentage of statutory supervising officer

visits completed within timescale for private

welfare guardianship orders

In Quarter 2, there were a total of 552 Private

Welfare Guardianship visits to be undertaken

with 78% (430) completed on time. This

compares with performance of 85% in the

previous quarter which is a decrease of 7%

between quarters. For the year to date we have

completed 82% of visits within the timescale.

This is a slight decrease of 3%.

Monitor vulnerable

Monitor and report on the level of adult

support and protection inquiries,

investigations and protection plans for

adults under 65

In Quarter 2 (July – September 2015) the

Resource worked with a number of service

users aged under 65 as a result of Adult Support

and Protection (ASP) issues. There were 342

ASP inquiries, with 21 investigations started in

the period and 3 protection plans being

progressed. There has been a slight increase in

Adult Protection inquiry activity from 331 in

Quarter 1. There was a slight increase in

investigation activity from 18 in Quarter 1.

In Quarter 2 (July to September 15) the

Resource worked with a number of service

users aged 65+ as a result of Adult Support and

Protection (ASP) issues. There were 307 ASP

inquiries, with 17 investigations started in the

period and no protection plans being

progressed. There was an increase in inquiries

for adults aged 65+ from Quarter 1, where we

reported 252, with an increase in investigations

from 6 in Quarter 1. There were 2 protection

plans for Quarter 1.

During Quarter 2 (July - September 2015),

steady progress has continued. We resurfaced

a further 1.51% of our network during Quarter 2.

This has taken our year to date figure to 4.14%,

putting us on track to achieve our annual target.

176 carriageway schemes completed during

2015/16

During Quarter 2 (July - September 2015), good

progress has continued allowing us to complete

a further 82 carriageway schemes. We are on

schedule to achieve our annual target.

During Quarter 2 (July - September 2015), good

progress has continued allowing us to complete

a further 15 footway schemes. We are on

schedule to achieve our annual target.

Package of information relating to 11 SLC

bridges which failed assessments has been

assembled and consultation process for

implementation of requisite weight restrictions to

be commenced. It is envisaged that the weight

restrictions will be implemented on a staged

basis and it is proposed to initially promote

Orders for two bridges, Dippool Water Bridge

east of Forth and Coalford Braefoot Bridge

south of Crawfordjohn, which carry unclassified

roads in Clydesdale area.

Prioritised road infrastructure designed

Regional Congestion Reduction Measures will

be implemented on three routes this financial

year. These are on Cambuslang Main Street;

A73 Stewarton Street / Kirkton Street, Carluke;

and A730 Mill Street at Rodger Drive and Kings

Park Avenue. Measures will include the

installation of SCOOT and / or MOVA as well as

the upgrading of signal equipment where

appropriate. Works have begun in Carluke with

one junction upgrade completed and all other

works currently programmed for completion by

the end of December 2015.

City Deal infrastructure

development

programme

Subject to the completion of the relevant

assurance processes, deliver the three

major road infrastructure projects (i.e.

Cathkin, Greenhills Road, and Stewartfield

Way) in line with agreed programme /

profiling

Cathkin Relief Road strategic business case has

been approved and the outline business case

has been submitted to Project Management

Office and scheduled for our own Executive

Committee on 23 September 2015. Final

business case approval to be sought by end of

2015. Planning consent was approved by

Committee on 8 September 2015. Design and

contract documents have been completed.

Procurement process has passed the PQQ

stage and tender documents were issued 17

September 2015. Scheme on programme for

construction in 2016.

Greenhills Road / Strathaven Road strategic

business case has been approved. Design

works are progressing now that funding has

been approved. Design works are behind

programme, but additional resources will be

used to bring it back. Land negotiations have

commenced. CPO process has been started

and committee report drafted.

Stewartfield Way strategic business case has

been approved. Design works are progressing

now that funding has been approved. Design

works are behind programme, but additional

resources have been identified. Discussions

have recommenced with the gold course and

consultants appointed to progress / review the

'constructability' of the project.

Work with public and

to deliver new or

enhanced public

transport infrastructure

Prioritised improvements to bus and rail

infrastructure (e.g. park and ride) delivered

by March 2016 in line with available external

funding

Consultants have been appointed to undertake

studies of park and ride facilities at East Kilbride

Rail Station and Lanark Interchange. The study

in Lanark will also consider reconfiguration of

the bus station area. It is anticipated that both

these studies will be complete by the end of

December 2015.

Further funding has been secured and a

consultant appointed to take forward

development of the park and ride project at

Hairmyres Railway Station; this should conclude

by the end of the financial year.

A funding shortfall for the construction of the

proposed park and ride facilities at Carstairs

Junction has resulted in the project being

delayed and will be subject to future funding

bids.

The existing traffic signals at Motherwell Road

roundabout in Hamilton have been upgraded.

The Urban Traffic Control System in place for

the Blackswell Lane / Low Patrick Street / Duke

Street corridor will be reconfigured to improve

bus journey times approaching the bus station.

These works are currently being programmed

for completion by November 2015. A meeting

with Strathclyde Partnership for Transport and

bus operators took place in September 2015 to

discuss other opportunities for projects to

improve the attractiveness for those wishing to

travel on buses. Proposals are being worked up.
