I.

CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY

The country operations business plan (COBP), 2021–2023 for Viet Nam of the Asian

Development Bank (ADB) is prepared in the context of the coronavirus disease (COVID-19)

pandemic. Although the number of COVID-19 cases has remained low

in comparison with other

countries in the region, Viet Nam’s economic growth has suffered a set back.

ADB’s COBP,

2021–2023 remains consistent with the priorities of ADB’s country partnership strategy (CPS),

2016–2020.

The COBP takes into consideration the likely emerging priorities of the upcoming

Socioeconomic Development Plan, 2021–2025 and ADB’s CPS, 2021–2025, for which the

preparation has just started. The emerging priorities include (i) remaining poverty and inequality,

(ii) infrastructure deficits and public service delivery, (iii) institutional and structural weaknesses,

(iv) vulnerability to natural disasters and climate change, and (v) regional cooperation and

integration.

The COBP also takes into account (i) ADB’s Strategy 2030

and (ii) the government’s

updated priorities for official development assistance (ODA) in 2021–2025. Areas of assistance

and the resource allocation for each sector are in Appendix 1. As of 31 December 2019, the active

Viet Nam sovereign lending portfolio comprised 64 loans, totaling $6,705 million.

II.

INDICATIVE RESOURCE PARAMETERS

2.

Viet Nam, a group C developing member country, is eligible for regular ordinary capital

resources lending. The indicative resources available for commitment during 2021–2023 for

sovereign operations total $3,106 million.

ADB’s indicative lending (including regional projects)

for Viet Nam during 2021–2023 totals $4,056.2 million, led by $2,010 million for urban metro

projects. A potential budget support program under ADB’s Comprehensive Response to the

COVID-19 Pandemic Option is included as standby in 2021. Policy-based lending operations for

2021–2023 will be subject to available resource and headroom under ADB’s policy-based lending

ceiling. Indicative grant and loan cofinancing of $1,235 million will be sought for the 2021–2023

lending pipeline to augment the annual indicative resources available for commitment.

indicative lending assistance pipeline, 2021–2023 is in Appendix 3 (Table A3.1).

To support the government’s COVID-19 response, the COBP has been adjusted to offer

potential recovery assistance.

The COBP reflects ADB’s initiative to diversify the financing terms

for regular ordinary capital resources lending approved in November 2019. To break sector silos

as envisaged in ADB’s Strategy 2030 and minimize coordination and implementation issues of

multi-province projects, integrated multisector projects will be piloted under this COBP. The COBP

follows the One ADB approach with the participation and contribution of all departments

concerned within ADB in the country programming mission. The pipeline during the COBP period

exceeds ADB’s Strategy 2030 targets on gender and climate change with 93% of projects

supporting both gender equality, and climate change adaptation and mitigation.

For nonsovereign operations ADB expects to process 4–6 nonsovereign transactions per

year in Viet Nam during the COBP period. Through nonsovereign operations, ADB will further

explore (i) supporting implementation of the Basel II, and Basel III capital adequacy ratio

requirements; (ii) extending ADB’s microfinance program, financial inclusion, and onlending to

small and medium-sized enterprises, renewable energy, infrastructure, agriculture, health, and

education; (iii) maintaining ADB’s market-leading position in trade finance; (iv) supporting

export-oriented and high-value agriculture products; (v) developing infrastructure; and (vi) exploring

investment opportunities to support state-owned enterprise reforms. ADB’s Office of Public–

Private Partnership is planning to support the project preparation of a wastewater treatment in Ho

Chi Minh City as a valuable test case of the new Public–Private Partnership Law’s effectiveness.

The nonlending pipeline (Table A3.2), estimated at about $14.4 million, includes (i) one

knowledge support technical assistance (TA) and four transaction TA projects under the

administration by ADB’s Viet Nam Resident Mission to support the lending pipeline in 2021–2023,

and to respond to the government’s prioritized policy demands, such as COVID-19-related issues,

analytical work to prepare the upcoming CPS, and other operationally relevant issues. The

nonlending pipeline also includes TA projects (Table A3.3), knowledge products and services by

the Economic Research and Regional Cooperation Department, the Sustainable Development

and Climate Change Department, and the Asian Development Bank Institute, to ensure their

operational relevance and to strengthen interdepartmental synergy (Appendix 5).

III.

SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS

The following adjustments have been made to the 2021–2022 lending program:

Changes in 2021. The Secondary Cities Environment Improvement and

Climate-Resilient Inclusive Infrastructure for Ethnic Minorities Projects were moved from

2020 to 2021.

The Climate Smart Agriculture Value Chain Infrastructure

Development Project was moved to 2022, while the 15D National Highway Project

to 2023

. The Readiness for Front-End Engineering Details of Ho Chi Minh City

Urban Mass Rapid Transit Line 5–1 Project was added.

(ii)

Changes in 2022. The Ho Chi Minh City Third Ring Road (Ben Luc–NH22) Project

was moved to 2022 standby. The Ha Noi Metro Rail Extension (Line No.3: Ha Noi

Railway Station to Hoang Mai Section) Project was moved to 2023. New projects

include the Second Skills and Knowledge for Inclusive Economic Growth Project,

the

Second Climate-Resilient Inclusive Infrastructure for Ethnic Minorities Project

and the Yen Vien–Lao Cai Railway Upgrading Project (Phase 2).

The nonlending program for 2021–2022 has been adjusted accordingly.
