(4) Safety Targets  Consideration and Action regarding a recommendation to the MPO Policy Board regarding MPO support of TxDOT 2021 Safety targets in accordance with requirements of the Fixing America’s Surface Transportation Act (FAST).. 4.

Total fatalities will still increase Total serious injuries will still increase.  Aimed at reducing each factor by 2% compared to the. baseline trend*  Assessment of progress toward meeting targets . Some federal dollars must be used to address safety problems if targets are not met. *Results in an annual decrease of 4%. 6.

NOTE: TxDOT did not change 2021 targets for serious injuries or non-motorized fatalities + serious injuries 8.

(15) Safety Targets  MPO Staff Questions:  If the goal is zero fatalities by 2050, then: . . . Should the goal also be zero serious or life-threatening injuries by 2050? Should the goal for non-motorized fatalities and serious injuries also be zero by 2050? What will it take to achieve zero fatalities or serious injuries?. 15.

(16) Fatal Crash Analysis: 2010-2019  Since TxDOT has adopted Vision Zero for fatalities:  The MPO must at a minimum either consider supporting the TxDOT target or adopting a different target for fatalities  2021 target required for continued eligibility for federal. transportation funds.  To begin the conversation, MPO staff identified the primary factors associated with fatal crashes in McLennan County. 16.

(30) Travel Time Reliability Targets  Travel Time Reliability  Measure variability in travel times for interstate, freeway. and principal arterial class facilities  To determine whether magnitude of variability is considered unreasonable  Reliability references the level of consistency in transportation service for a mode, trip, route or corridor for a time period.  Reliability is viewed by travelers in relation to their experience, so it is used as a measure of service quality. 30.

Reconstruction complete for most of McLennan County (97 to 99% reliable range) Downtown Waco Reconstruction began in 2019 . Downtown reliability probably in the 65 to 70% range.  Need to reconsider previously adopted targets  2018 was the first time adopting these targets  Now we are more knowledgeable about reasonable. values. 35.
