5.1. Ron Shaw – Wild Parsnip Spraying
Ron Shaw, resident, appeared before Council seeking clarification on how the Township proposes to deal with wild parsnip. Mr. Shaw stated that mowing was not a practical solution and that spraying would be the best option. He is not in favour of spraying, but it would be the best solution. The County of Lanark has shown that spot spraying with ClearView can do an effective job. It is frustrating trying to control it on his property when it is coming back in from the Township roadside. Derek Oliver, Lanark County Federation of Agriculture read a letter from the LFA and Lanark County Bee Farmers regarding wild parsnip. He noted that when the Lanark County Weed Inspector visited Mr. Shaw’s property he issued an order to the Township to remove the wild parsnip.
The Reeve reported that the Township will investigate this issue and come back with some options.

NDQuarter Update
The CBO reviewed his report on the building department statistics until the end of June. The building department has issued 93 building permits and conducted 213 building inspections as of June 30, 2021. The report was received as information.

Councillor Kehoe inquired that if an order had been issued by the weed inspection, it should come to Council.
Action Item: Direction given to staff to investigate and report back.

August 16 attended virtual meeting with Erica Heesen, Rob Reiner, John Fenik at the AMO conference with Sheref Sabawy Parliament Assistant to the Minister of Heritage, Sports, Tourism and Culture to discuss the annual provincial grant the library receives. The grant has not increased sine 1997. He will look into it but did not make any promises. There might be financial assistance to libraries if they discontinue fines.
d) Report from CA’s
Mississippi Valley Conservation Authority, Paul Kehoe
MVCA has funding in place through the City of Ottawa for the Shabomeka Lake Dam project. The tender has gone out and it will close on September 7 with construction starting in September.
Lanark County Climate Action Committee, Paul Kehoe
Attended first meeting and forwarded information to Council. The Climate Network Lanark has prepared a twelve page questionnaire on climate change and plans on taking it to public events and possibly door-to-door.
The County is moving towards electric vehicles and will be placing a large order for half-ton trucks. This might be an opportunity for the Township to consider replacing our fleet with electric vehicles. The Township could also investigate installing and electric vehicle charging station at the Township office.

Further to our conversation today, please consider this email as our written request to Council to stop up and close the unopened road allowance for the portion of the unopened road located and known municipally as 114 Bay Street, lnnisville.
This request is being made on behalf of the succeeding Estate trustees, Estate of Elsie Kilfoyle.
Since approximately 1962, Sean
McGir|and before him his father, have been paying property taxes and maintaining the said property on behalf of the Estate. lam currently acting as agent on behalf of the Estate for any matters relating to the disposition of this property.
An agreement has been reached between the Estate and Bob Green to purchase the property from the Estate. The ensuing title search for the property revealed that the Township of Drummond North Elmsley was the actual registered owner of the property which forms the basis of this request.
Both the property tax bill and the Municipality Property Assessment Corporation show the legal owner of the property to be (now) Wallace Kilfoyle c/o Bob and Kim Green. Prior to April of this year they showed Wallace Kilfoyle c/o Sean
McGir|.Approximately 15 years ago Sean
McGir|built a fence across the rear of the property, to date there have been no objections to the said fence.
Based on the above information, we formally request that the portion of the unopened road allowance known municipally as 114 Bay Street, lnnisvillebe closed and the title be transferred to the Estate of Elsie Kilfoyle in order to complete the Agreement of purchase and sale between the Estate and Bob Green. Should in the interest of all parties concerned it be easier to have the title transferred directly to
Bob Green, we would like to proceed in that manner.

Otty Woods Subdivision RE: Dock expansion To Whom it May Concern

todo so Market Feedback
I have gone to market now since March 2021 and time and time again the feedback has been positive expect for the fact that the buyer/owner won't be able to moore their boat to the dock. It has become apparent that the potential buyer/owner of a lot would like
tohave the ability
to atleast moore one (1) boat to a dock to enjoy the lake like other lot owners on Otty Lake.
This has resulted in buyers deciding
not topurchase in the community of Otty Woods further hindering the completion of the subdivision.
Current Use
The current use calls for a boat to be moored to only 50% of the dock which would represents 2 boats, however the subdivision has 27 lots. Also allows for off shore anchoring of boats but the boats need to be removed before nightfall. This makes it very impractical for any owner to have to launch and remove their boat every time they
want touse their boat and enjoy the lake, or having tojump out of their boat into the lake water to then swim
tothe dock, or shoreline to access their land.
Proposal
The idea is to have floating dock similar
tothe other subdivisions like Maple Glen Estates but smaller in size. Please see diagrams of satellite images of the Otty Woods waterfront and proposed concept of 2 dock proposal and 3 dock proposal.
Also included are satellite images of the different docks at Maple Glen Estates and Burgess Woods with measurements.

2. STAFF RECOMMENDATION:
THAT the Council of the Corporation of the Township of Drummond/North
Elmsley pass the following resolution in support of the National Day for Truth and Reconciliation.
WHEREAS the Truth and Reconciliation Commission released its ?nal report on June 2, 2015, which included 94 Calls to Action to redress the legacy of
residential schools and advance the process of Canadian reconciliation;
AND WHEREAS the recent discoveries of remains and unmarked graves across Canada have led to increased calls for all levels of government to address
the recommendations in the TRC’s Calls to Action;
AND WHEREAS all Canadians and all orders of government have a role to play in reconciliation;
AND WHEREAS Recommendation #80 of the Truth and Reconciliation
Commission called upon the federal government, in collaboration with Aboriginal peoples, to establish, as a statutory holiday, a National Day for Truth and
Reconciliation to ensure that public commemoration of the history and legacy of residential schools remains a vital component of the reconciliation process;
AND WHEREAS the Federal Government has announced September 30th, 2021, as the ?rst National Day for Truth and Reconciliation (National Orange Shirt Day) and a statutory holiday;
THEREFORE, BE IT RESOLVED THAT the Council of the Corporation of the Township of Drummond/North Elmsley does hereby commit to recognizing
September 30th, 2021, as the National Day for Truth and Reconciliation (National Orange Shirt Day) by sharing the stories of residential school survivors, their families, and communities."

PURPOSE:
This report is to discuss the implications of the newly created federal holiday called National Day for Truth and Reconciliation to be held annually on September 30, 2021.
BACKGROUND:
On June 3, 2021, the federal government passed BillC-5, An Act to amend the Bills of Exchange Act, the Interpretation Act and the Canada Labour Code
(National Day for Truth and Reconciliation) to amend the Canada Labour Code to provide for annual observance by the federal government and federally regulated workplaces of a new statutory holiday on September 30, the National Day for Truth and Reconciliation. Workplaces impacted by this legislation include workplaces relating to air transportation, banks, radio and television broadcasting, railways that cross provincial and international borders and telecommunications.
DISCUSSION:
Municipal Resolution
The creation of this federal holiday is in response to the 80”‘ Call to Action
contained in the Truth and Reconciliation Commission of Canada: Calls to Action to "honour Survivors, their families, and communities, and ensure that public commemoration of the history and legacy of residential schools which more than 150,000 First Nations, Metis and Inuit children were forced to attend between the 1870s and 1997 remains a vital component of the reconciliation process.
The Township should pass a resolution in support of this holiday.
Paid Holiday for Township Employees
Section 1.01 of Schedule H Paid Holidays of the Township’s Employment By-law states that any day proclaimed by Federal, Provincial or Township Council shall be a paid holiday for staff. Therefore, unless this section is amended, all staff are entitled to take this day off. Taxes are due on September 30 so there is a
requirement for some staff to be in the office. Those staff can take a day off at another time. Next year, the tax due date will be changed to September 29.
Other jurisdictions.‘
The Province of Ontario announced last week that provincial employees will not get the day off.
Because of union contract phrasing like this Township, Lanark County and Lanark Highlands union staff have the day off and management staff will be working. Lanark Highlands office will be open to the public.

Montague, Perth, Carleton Place, Mississippi Mills, and Beckwith will remain open. Tay Valley will be closed because the of union contract phrasing.

“PAID HOLIDAYS POLICY”
The Township recognizes the following days as paid holidays:
Paid Holidays Policy Boxing Day
Canada Day Christmas Day
Civic Holiday (First Monday in August) Easter Monday
Family Day Good Friday Labour Day New Year's Day Remembrance Day Thanksgiving Day Victoria Day
The above holidays shall be enjoyed on the day they are proclaimed by Federal, Provincial or the Township Council.
Remembrance Day
—If Remembrance Day falls on a weekend, the Municipal Offices and Landfill Site will be close on the following Monday.
An employee who is not scheduled to work on the above holidays shall receive holiday pay equal to one day's pay. An employee who works on a holiday as defined in Section 12.01 shall be credited at the rate of time and one—half(1-1/2).
When any of the above—noted holidays falls during an employee's vacation, he/she shall be allowed another day off with pay at a time scheduled by the employee.
