1.1.
INTRODUCTION
The Operation Manual Part C “Route and Aerodrome Instructions and Information” comprises all instructions and information for route and aerodromes needed in accordance with the area of operation. It refers to the commercially produced manuals which contain route and aerodrome instructions and information, aeronautical rules, procedures and regulations, maps and charts as well as the procedures for revision, description of accessibility and usability. This manual is property of PT. DABI AIR NUSANTARA.
All AIP manual or Jeppesen manual should be subscribed the latest edition.
1.2.
MANUAL FORMAT
Operations Manual PART C – Aircraft Operating Information copies will be distributed in paper or digital format as per Manual Distribution List. The paper format shall be printed in an A4, Arial Font and size 12 section 1, size 11 section 2, size 10 section 3, size 9 section 4 with single space.

SYSTEM OF AMENDMENT AND REVISION
1.4.1. POLICY
Each Copy of Operation Manuals will have a control number and assignment entry on the manual cover page. A master list containing the manual number, location and revision status will be kept by Operation division / ( Library ).
1.4.2. RESPOSIBILITIES FOR ISSUANCE AND INSERTION OF AMENDMENT AND REVISION.
The Responsibilities for issue and insertion of amendment and revision operation manual is Operation Manager/ Deputy Operation Manager.

1.4.3. RECORD OF REVISION
“Keep the Operation Manual Part C up to date by inserting revisions immediately”
Revisions for the Operation Manual Part C – Area, Route And Aerodrome will be distributed with transmittal form containing instructions for inserting and/ or removal of pages.
The transmittal form are numbered consecutively and upon receipt and filling, the date of insertion and the name of the person filling it shall be entered to the corresponding number in the record of revision.
The list of effective pages will be included in order to continuously check at any time whether the Operation Manual updated. The list of effective pages will be revised upon revision with each page.
1.4.4. REVISION PROCEDURE
Operation Manual Part C is issued on the authority of PT. DABI AIR NUSANTARA and the Operation Manager/ Deputy Operation Manager will authorize all amendments to it, as required by the Company or Authority. Revision pages will be annotated to show the date of issue (and effective date if different), the amendment number, and the portion of the text which has been revised, as indicated by vertical marginal lines adjacent to the changes. Each amendment will be accompanied by a revised list of effective pages with their dates of issue. A record of revision list shall be maintained at the front of each manual.
PT.DABI AIR NUSANTARA will ensure that a copy of the manual is available to all PT.DABI AIR NUSANTARA pilots and for carriage in each of its commercial air transportation and charter air carrier airplanes and helicopters. Sufficient additional copies will be provided to ensure that all operating staff has ready access to them when required, and to enable a copy to be lodged with the relevant authorities. Operation Division will maintain an up-to-date list of manuals together with their copy numbers and locations or the name/appointment of the copy holder as appropriate. Amendments will be issued to copy holders or nominated individuals who will be required to amend the copies for which they are responsible.
Operation Manager/ Deputy Operation Manager/ will periodically review the Operation Manual with all relevant department concern. These reviews will either confirm that the manual still current and valid for the Air Operator Certificate use, or will be identified needed change. Operation Manager/ Deputy Operation Manager will coordinate with Chief Pilot Fixed wing and Chief Rotary wing for reviewing the Chapters related to quality issue.
This manual and revision will be approved by the Operation Manager/ Deputy Operation Manager, and forward to DGCA for approval. Upon approved by DGCA, sufficient copies will be made and distributed the revision page to each manual holder
Amendments should be entered immediately on receipt and the amendment record completed. A list of effective pages will be issued with each revision so each manual can be checked and kept current. 1.4.5. DISTRIBUTION LIST
The Operations Manual Part C shall be distributed to all personnel involved and responsible for Operations Department activities as a Controlled Copy. Other personnel may obtain a copy of this Operations Manual from Operation Manager/ Deputy Operation Manager but will not receive the revisions. An “Uncontrolled Copy” stamp will be placed in the manual.

DEFINITIONS AND ABBREVIATIONS
1.5.1. DEFINITIONS
Accepted/acceptable Means not objected to by the Authority as suitable for the purpose intended. Aerodrome Operating Minima Means The limits of usability of an aerodrome for either take-off or landing usually expressed in terms of runway visual range or visibility, decision altitude/height (MDA/H) and cloud conditions.
Air Operator Certificate (AOC) A certificate authorizing an operator to carry out specified commercial air transport operations.
Aircraft Flight Manual (AFM) An DGCA approved document that contains information (limits, procedures, data, etc.) required to operate the aircraft at the level of safety established by the aircraft’s certification basis.
Airport Level One Refer to OM-C “Route and Aerodrome Competence Qualification” for details. Airport Level Two Refer to OM-C “Route and Aerodrome Competence Qualification” for details. Airport Level Three Refer to OM-C “Route and Aerodrome Competence Qualification” for details. Airway Manual Each aircraft is equipped with an Airway Manual containing an ERM and EAS Jeppesen kit.
Briefing Room means Room for pilots in BSL for briefings and office duties. Captain Former terminology for Pilot in Command (PIC)
Dry Operating Mass The total mass of the aircraft ready for a specific type of operation excluding all usable fuels and traffic load.
Dry Runway A dry runway is one which is neither wet or contaminated, and includes those paved runways which have been specially prepared with grooves or porous pavement and maintained to retain 'effectively dry' braking action even when moisture is present.
En-route Charts Jeppesen En-route Charts or AIP VFR Chart or Papua En-Route guide visual. Jeppesen Bag(s) Every aircraft is equipped with (a) leather bag(s) containing the NAV KIT.
Mountainous Area (ICAO) An area of changing terrain profile where the changes of terrain elevation exceed 3000 ft (900 m) within a distance of 10 nm.
NAV KIT The NAV KIT is composed of the Airway Manuals and the Route Manuals.
Pilot-in-Command A pilot who for the time being is in charge of piloting the aircraft, without being under the direction of any other pilot in the aircraft.
Rotorcraft Flight Manual (RFM) a DGCA approved document that contains information (limits, procedures, data, etc.) required to operate the Rotorcraft at the level of safety established by the rotorcraft certification basis.
Take-off distance available (TODA) The length of the take-off run available plus the length of the clearway available.
Take-off Run Available (TORA) the length of runway, which is declared available by the appropriate Authority and suitable for, the ground run of an aircraft taking of

GENERAL
Operation Manual Part C is for the use and guidance of all PT. DABI AIR NUSANTARA Air operation personnel, who are to ensure that all commercial flight to carriage of passenger and cargo in non-scheduled operation within and outside Indonesia are planned and executed in accordance with its policies for Area of Operations, Route of Operations and Aerodrome Information, accordance with the relevant provisions regulations of CASR Part 135 Amendment 12, CASR Part 133 Amendment 0, CASR Part 91 Amendment 5.

GENERAL
PT. DABI AIR NUSANTARA has developed a standard and preferred routing system to provide pilots with additional information and guidance to aid in the planning and preparation of each flight. While there is no requirement in the CASR’s to follow a specific route while operating VFR in uncontrolled airspace, PT. DABI AIR NUSANTARA recommends each pilot to use and follow the standard VFR routing to the extent possible while maintaining proper VFR minimum requirements and enroute altitude minimums as appropriate to the class of airspace in which they are operating.

DABI AIR NUSANTARA approved VFR standard route has not been established between the departure and destination aerodromes each pilot may fly via the most direct route or on a route of the pilots choosing provided proper terrain and obstacle clearance is maintained, the minimum VFR operating minimums appropriate to the airspace are maintained, the minimum enroute altitudes as laid down in PT. DABI AIR NUSANTARA.
PT. DABI AIR NUSANTARA have policy in Papua area for aircraft Cessna Grand Caravan 208B and Helicopter Bell-427 and Bell-430 only VFR Rules, but if flying IFR Rules refer to equipment and procedure IFR Rule (2 pilots operation, IFR corridor, aircraft approved for instrument) except Bell-427 only VFR Rules.

All Pilots PT. DABI AIR NUSANTARA should have completed PPC and Route Line Qualification annually.
3.1.1. ROUTE SELECTION
Each PT. DABI AIR NUSANTARA approved VFR and IFR rules, standard route has been designed: 1. To allow for adequate areas of surfaces which would permit a safe forced landing should the
engine fail (for single / Multi engine operations)
2. To allow for sufficient numbers of adequately equipped airport along the route of flight. The list of adequate alternate airports is found on the aerodrome information chart for the departure and destination aerodromes.
For the purposes of this section an adequately equipped airport means an airport that: a. Has a runway length and surface to allow for a full gross landing and takeoff
b. Obstructions on the approach and departure end of runways must not adversely effect the safe operation of the aircraft being used, and appropriate hazard markings and lighting are serviceable and functioning when in use,
c. Has facilities for the safe and proper movement of passengers to and from the aircraft, d. Airport marking and lighting as appropriate,
e. Emergency and firefighting equipment and personnel as appropriate,
f. Published at least one instrument and night maneuvering approach. (required for a DAY/VFR and IFR flight)

3.3.1. AERONAUTICAL INFORMATION PUBLICATION (AIP) OF INDONESIA
Defined by the International Civil Aviation Organization as a publication issued by or with the authority of a state and containing aeronautical information of a lasting character essential to air navigation. It is designed to be a manual containing thorough details of regulations, procedures and other information pertinent to flying aircraft in the particular country to which it relates. It is usually issued by or on behalf of the respective DGCA.
The structure and contents of AIPs are standardized by international agreement through ICAO. AIPs normally have three parts – GEN (general), ENR (en route) and AD (aerodromes). The document contains many charts; most of these are in the AD section where details and charts of all public aerodromes are published.
The aeronautical information is provided in the form of The Integrated Aeronautical Information Package consisting of the following elements:

THE LEVEL OF RFFS (RESCUE AND FIREFIGHTING SERVICES)
PROTECTION
5.1.1. DEFINITION
Rescue and Fire Fighting Services (RFFS) is also commonly referred to as Aircraft Rescue and Fire Fighting (ARFF) and occasionally as Crash Fire Rescue (CFR). In all cases, these terms refer to the rescue and fire fighting services provided at an aerodrome which are specifically dedicated to the support of safety in aircraft operation. This special category of fire-fighting involves incident response, hazard mitigation, evacuation and possible rescue of passengers and crew of an aircraft involved in an aerodrome (or potentially off aerodrome) ground emergency.
5.1.2. DETERMINING AN AIRPORT’S RFFS CATEGORY
In ICAO’s Airport Service Manual Part 1 it is said that “The level of protection to be provided at an airport should be based on the dimensions of the aeroplanes”. The first dimension to take into consideration is the aircraft length and the second is the fuselage width, the reason for this being that a short but very wide(fuselage-wise) airplane might carry more fuel and passengers than a short and not-so-wide aircraft. The category-defining specification is, in the end, the fuselage width.
ICAO defines ten airport categories and specifies the minimum amount of water, dry chemical powders (or “other complementary agents having equivalent fire fighting capability”) and discharge rates of the crash tenders for each case. Although it is recommended to have principal and complementary agents, it is implicitly demanded to have both of them at the airport (in or on the trucks). It is also implicitly demanded a turret on the trucks, as no human can hold on to a nozzle+hose delivering such great high pressure discharge rates.
