Wellington Fire Protection District Development and Construction Plan
Review Fee Policy.
WELLINGTON FIRE PROTECTION DISTRICT PLAN REVIEW PROCEDURE
SECTION I: PLAN REVIEW PROCESS
1.1 A minimum time period of ten (10) working days is required to complete the review of submitted Construction and Subdivision plans. Additional time may be necessary based on the complexity of the project. Stated time period begins on the date that the Wellington Fire Protection District (WFPD) receives all required drawings.
1.2 The submitting agent shall provide two (2) complete set of plans, as defined by the Building/Planning department having jurisdiction. These plans shall be submitted to the WFPD administrative office only if the project falls outside the Town of Wellington. If inside the Town of Wellington city limits, these plans shall be submitted to the Town of Wellington administrative office, to be forwarded to the Fire Dept.
1.3 Applicant shall complete a Plan Review Application provided by the WFPD administrative office, to be submitted with the plans for review.
1.4 Applicant shall make payment in full in accordance with the adopted fee schedule for all plan review services prior to the plans being released. For plans outside of City limits, checks shall be made payable and submitted to the WFPD.
1.5 Receipt of the plans and payment in full shall be documented on the plan review log sheet located at the WFPD administrative office. The plans shall be stamped “Received” and dated by the jurisdiction accepting the submittal.
1.6 If the project falls outside the city limits of the Town of Wellington, the applicant may pick up the plans and review at the WFPD administrative office. If the project is within the Town of Wellington limits, the plans and review may be picked up at the Town Hall.
1.7 Upon completing the review of the plans, written notification regarding the WFPD requirements will be submitted to the applicant or their designated agent. A copy of the requirements will be forwarded to the Building/Planning Department having jurisdiction. 1.8 Documentation and communication pertaining to projects shall be maintained at the WFPD
administrative office.
1.9 Applicant shall be responsible for scheduling all needed Fire System and Fire Code related inspections with the WFPD Fire Marshal.
WELLINGTON FIRE PROTECTION DISTRICT PLAN REVIEW FEE POLICY
(EXHIBIT A) SECTION I: PURPOSE
1.1 The purpose of this policy is to establish plan review fees within the Wellington Fire Protection District (WFPD).
1.2 The WFPD shall enforce the adopted IFC and Nationally Recognized Standards of good Practice and Amendments that may be adopted and apply to the Jurisdiction.
SECTION II: PLANS TO BE REVIEWED
2.1 Under the authority of the adopted IFC, the WFPD shall review submitted construction plans and apply code requirements pertaining to the following proposed occupancies as classified in the IFC:
a) Group A b) Group B c) Group E d) Group F e) Group H f) Group I g) Group M h) Group R i) Group S j) Group U
(EXCEPTION: private residential dwellings)
2.2 The WFPD shall review plans and apply code requirements pertaining to the following types of proposed developments,
a) Planned Unit Development
b) Commercial and Residential Subdivisions c) Special Improvement Districts
d) Commercial Development e) Industrial Parks
f) Minor Residential Developments
2.3 The WFPD shall review plans and apply code requirements pertaining to the following Mechanical, Electrical, and Hydraulic systems:
a) Fire Protection systems
c) Hazard systems d) Hood systems
SECTION III: FEE SCHEDULE
3.1 The following fees are based on an hourly rate of $30.00 per hour.
A) Construction Plan Review Fee schedule for Commercial, Industrial Buildings, and Tenant Finishes.
Commercial and industrial development requires significant staff time to review the construction drawings, making determinations about requirements, i.e. sprinklers,
hydrants and access. It can entail various meetings and conversations with engineers and architects, phone calls, site visits and final inspections.
5,000 sq. ft. $100.00 flat fee 5,001 to 10,000 sq. ft. $150.00 flat fee
Larger than 10,001 sq. ft. $ 150.00 flat fee, $2.50 / 1,000 sq. ft. over
B) Minor Residential Divisions (MRD) Plan review Fee schedule: $100.00 flat fee
MRD plan checks generally include one or more site visits, plan checks, infrastructure approval, i.e. access roads, water lines, grades, secondary accesses, etc. Monthly
meetings with developers and county staff in a conceptual Review Team meeting, various meetings with engineers and architects associated with the project and numerous phone calls.
C) Subdivision P.U.D./Commercial & Industrial Parks Plan Review Fee Schedule:
$200.00 flat fee
Subdivision plan checks generally include numerous site visits, plan checks,
infrastructure, and approval, i.e. access roads, water lines, grades, secondary accesses, etc. Monthly meetings with developers and county staff in a conceptual Review Team meeting, various meetings with engineers and architects associated with the project and numerous phone calls.
D) Site Plan Reviews $100.00 flat fee
Site plan checks generally include numerous site visits, plan checks, infrastructure, and approval, i.e. access roads, water lines, grades, secondary accesses, etc. Monthly
meetings with engineers and architects associated with the project and numerous phone calls.
E) Systems Plan Review Fee Schedule
Plan reviews involving special hazards or systems are as follows… 1. Alarm Detection <10,000 sq. ft. $150.00 2. Alarm Detection >10,000 sq. ft. $250.00 3. Sprinkler <10,000 sq. ft. $150.00 4. Sprinkler >10,000 sq. ft. $250.00 5. Special Hazards <10,000 sq. ft. $150.00 6. Special Hazards >10,000 sq. ft. $250.00
