GOLDEN JUBILEE NATIONAL HOSPITAL TERMS AND CONDITIONS OF SERVICE 1. Terms and Conditions of Service

The terms and conditions applicable to this post are those of all NHS Employees.

2. Superannuation

You have the option to join the NHS Superannuation Scheme, to participate in the State Earnings Related Pension Scheme or to take out a Personal Pension.

Employee’s contributions to the NHS Scheme amount to 5% to 10.9% of salary

(depending on rate of Pensionable Pay) and the employers’ contribution equates to 14% of salary. Employees in the NHS Scheme are “Contracted-out” of the State Earnings Related Pension Scheme and pay a lower rate of National Insurance contributions. Employees who choose to participate in the State Earnings Related Pension Scheme pay the higher rate of National Insurance contribution. A Stakeholder Pension is also available.

5. Annual Leave

The annual leave entitlement in a full year commencing 1st April to 31st March is 27 days, rising to 29 days after 5 years’ service and 33 days after 10 years’ service. There are 8 Statutory and Public Holidays in each leave year. (Pro rata where applicable)

2. JOB PURPOSE

To procure a variety of goods, services and maintenance contracts to meet the supply requirements of departments ensuring best price/value whilst maintaining continuity and quality of supplies.

4. SCOPE AND RANGE

The Procurement Team is responsible for leading the development of optimum

commercial strategies to deliver best value for money for the £40m pa of in-scope non-pay expenditure. It is also responsible for developing, planning and implementing Regional and National Procurement strategic sourcing strategies/projects as well as complex best value commercial contracts for high value medical, surgical, general and corporate products/services together with their stock administration.

This position ensures that an effective and efficient procurement service is provided to all departments in NWTCB.

5. MAIN DUTIES/RESPONSIBILITIES

Raise Purchase Orders to relevant supplier from receipt of end-user requisition, ensuring orders are accurate/approved and at best value to organisation.

Source goods and services for end-user when supplier information not available. Spot trends and analyse product usage to identify cost saving opportunities.

Negotiate with suppliers to achieve best value when purchasing goods, services and renewing service contracts.

Customer service – provide guidance, advice and information to customers to promote best practice in the procurement of goods and services.

Vendor Management – deal with suppliers/reps to ensure performance meets agreed service levels.

Resolve invoice queries promptly and to the satisfaction of GJNH, either by arranging for credit or ensuring future orders do not generate similar queries.

To monitor consignment stock used in hospital and ensure it is managed within the guidelines of suppliers Terms and Conditions.

Support Strategic Sourcing and Contracts Manager in their duties. Oversee the return/replacement of unsuitable/damaged goods.

Accumulate and correctly store all documents relating to procurement activity. Ensure compliance with all legislation, policy and procedures.

Record all savings made via negotiation or product rationalisation on departmental savings sheet.

Computer:- MS Excel/Outlook/Word/Internet Cedar ‘Purchase Order Processing’ System. Fax/Photocopier Machine

7. DECISIONS AND JUDGEMENTS

Vendor selection – selecting appropriate suppliers to meet our specific demands, eg. price, delivery times.

Workload – prioritising work loads to ensure high urgency goods/services are procured to meet Board requirements and meets deadlines.

Job requires the ability to work and make decisions unsupervised. Supervision required occasionally.

8. COMMUNICATIONS AND RELATIONSHIPS

Seek to develop productive ongoing relationships with end-users and suppliers, and to maintain regular contact with them to gain knowledge of requirements and provide relevant information. End-users communicated with range from ward staff to department managers.

Seek to influence end-users to standardise products and cost effective options. We communicate this information through clear and easy to follow cost analysis/evaluation. We use various means to communicate with end-users/suppliers. E-mail, face to face meetings, telephone and fax.

9. PHYSICAL DEMANDS OF THE JOB Speed and accuracy in processing orders. Keyboard skills.

Occasional manual handling when taking receipt of deliveries in stores and product samples.

10. MOST CHALLENGING/DIFFICULT PARTS OF THE JOB

Sourcing/buying goods & services with little or no information within a short period of time. This requires patience, investigative and research skills.

Influencing end-users, either to standardise certain product ranges or to go with the more cost effective option when their preferences are elsewhere.

11. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB Extensive Procurement experience.

CIPS level 2 or equivalent Negotiation skills

Product knowledge.

Understanding of procurement processes both within and outwith NHS.

Experience in use of Microsoft applications and other general keyboard skills. Excellent customer care and interpersonal skills.

Ability to work calmly and accurately under pressure whilst dealing with a number of issues at the same time.
