Management Plan

Please describe the details of your project to the extent known. Consult the guidance document for further information on regulatory requirements, rational for why the information is required, and how to find required information.

1.0 Background

1.1 Project Overview

Describe project for which authorization is requested, including construction and/or phased development details:

This tenure application is intended for day use and multi-day camp based non-mechanized ski touring. All of the activities will be small groups, no more than five guests to one guide; and are designed to be low impact and the least intrusive to wildlife and other

recreational users as possible. Hurley Holdings has a deeply rooted respect for the environment, wildlife and public land use. We believe in conservation, education and preservation.

responses. While the majority of the people with whom we have spoken support our proposal, we have encountered two people who have expressed discontent with it. One is a mechanized ski guide who believes the are should be protected and the other is a local backcountry enthusiast who doesn't want more commercial operations in the area.

The others are locals who support our proposal because we are locals who live in the area and want to create a sustainable living for our family, or are guides who would benefit from local employment.

2.0 Location

2.1 Description

Provide a general description of the location of the project. Include activities such as traffic patterns and volume; parking; drilling and sampling etc.

The proposed tenure are is located in Robertson, Bannock Burn, South Bannock and Hoder Creeks. Currently, people use the Bannock Burn and Hoder Creek FSRs to access Valhalla Provincial Park both in the summer and winter for hiking, skiing and climbing. We feel our service will facilitate small groups carpooling to the trailheads, once the Covid pandemic is over; as well as foster and educational culture amongst our guests in LNT practices.

Hurley Holdings appreciates the need for local non-commercial recreation areas and will respect locals' desire for non-intensive use. We aim to run infrequent, low impact, small group, backcountry experiences and will be inclusive of locals who want to use the area. We will also offer free, local youth trips to help youth develop a better relationship with nature and backcountry safety. In the winter, we will help maintain snowmobile trails on the FSRs and maintain safe and well set skin tracks that will allow for safer public backcountry travel and access.

Currently Hurley Holdings employees ski, climb and hike in the proposed tenure area. While the summers have become busier over the past five years, there is still an extremely limited amount of winter use in the proposed tenure area. More often than not, we don't see ski tracks in it.

We estimate the amount of use we would bring into the tenure area would be around 30-50 guests per year, for a total of 90-150 user days per winter. That is based on a five year growth period. We are not looking to make this a full time winter operation; in fact we don't want to grow beyond those numbers as we want to be considerate of local recreational use.

Any overnight trips will be carried out in a LNT fashion, all human waste will be removed, including excrement and food waste. We understand the developing issue with the Gimli mountain goat herd and will not camp at the alpine campsite, if the goats are present. Currently, the exact location of their winter range is not know by local biologists.

2.2 Location Justification

Provide your reasons/justification of the need for this type of project at this location. For example, is the activity close to a main highway for truck access purposes; or adjacent to other examples of this use - ie. is the proposed marina close to an existing marina

While guided non mechanized backcountry skiing is still not cheap, it is more obtainable for a larger segment of the population than mechanized skiing. Hurley Holdings intends to offer free youth trips and locals' deals in order to be inclusive of local backcountry users. Backcountry recreation is exploding in popularity and there is a tremendous influx of new users. Education and guided backcountry experiences are necessary to help form responsible backcountry travel practices and decrease the number of accidents that will take places amongst the new user group.

This tenure application will also provide local employment for Hurley Holdings' employees and subcontractors; as well as create a positive economic contribution to the local economy with both the spin off of guest spending at local businesses and Hurley Holdings' employees having a living wage in the Slocan Valley.

The Slocan Valley is becoming a recreational destination and creating a positive, and ecologically minded tourism industry from the outset is a forward thinking approach. Hurley Holdings builds in carbon offset credits into the price of their trips. They also commit three percent of their profits to local agriculture and sustainable endeavors in the Slocan Valley.

When will the Project require use of the land? Include information on key works during construction phases as well as operations phase and indicate seasons or full year activities. Please reference reduced risk fish windows as required by DFO:

5.0 Socio-Community

5.1 Land Use

Describe the current community setting on or near the project area, including the location of non-aboriginal and aboriginal communities or known use areas.

Slocan village and the Slocan Valley are rural areas that are transitioning from resource extraction communities to a more modern paradigm, where people work in a variety of fields and tourism is becoming a more powerful economic driver. This area is the unceded territory of the Sinixt People and we acknowledge their continued presence and existence here. We also acknowledge other First Nations may hold unceded claims to this area While we can not undo what has been done, we can try to foster a culture of understanding and respect for their traditional ways and lands, through education and respect for the beautiful area in which we live and operate.

We have operational Wildlife Management, Risk Management, Safety and Avalanche Safety plans in place and use only fully certified ACMG guides for our trips We are professional risk managers and operate within the margins of our industry's operational risk band. We employ LNT principles and respect government health and safety regulations.

Our guides are certified wilderness first aid and are equipped with first aid kits when they are in the field. They also carry VHF radios and In-reach emergency communication devices. We operate with set check-in times and morning and evening guides' meetings, as well as daily avalanche forecasts.
