I am submitting for review and action by the Senate Committee on Educational

Policy the attached Proposal to Revise, Rename, and Eliminate Several

Concentrations within the Master of Science (MS) in Nursing Program and

Doctor of Nursing Practice (DNP) Program.

The proposal was approved by the faculty in the College of Nursing on

November 4, 2010 and by the Graduate College Executive Committee on February

18, 2011.

Title: Revision, Renaming and Elimination of Several Concentrations in the Master of Science (MS) in Nursing and the Doctor of Nursing Practice (DNP)

Sponsor: College of Nursing Description/Justification:

In July 2008, nursing’s leading professional organizations, after meeting over four years, reached consensus on a model for advanced practice registered nurse (APRN) regulation. This document, the Consensus Model for APRN Regulation: Licensure, Accreditation, Certification and Education, established clear expectations for licensure, accreditation, certification, and education for all APRNs across the country. In order to fully implement the model by the target date of 2015, all APRN education programs have been charged to make necessary changes in their curricula by 2012-2013. Changes in certification exams will also occur by 2012-2013, so graduates will need to be prepared to meet the eligibility criteria to sit for the new or revised certification exams by that date. Additionally, all APRN education programs must ensure that official documentation (e.g. transcript) specifies the role and population focus of the graduate. Several of the changes we are proposing in this revision are with the goal of transitioning our APRN education programs to reflect the Consensus Model.

Further, the American Association of Colleges of Nursing (AACN) in The Essentials of Doctoral Education for Advanced Nursing Practice (2006) recommends that in order to achieve the DNP

competencies, programs should provide a minimum of 1,000 hours of practice post-baccalaureate as part of a supervised academic program. Practice experiences should be designed to help students achieve specific learning objectives related to the DNP Essentials and specialty competencies. Most of our concentrations currently fall short of the 1,000 hour minimum, so we are proposing to add clinical practicum hours to these concentrations to meet the recommendations of the AACN and also to position the graduates of our MS programs to make a smooth transition into a DNP program should they choose to further their education.

Several Concentrations

1. Add clinical practicum hours to the degree requirements for the following MS and DNP

concentrations. The hours will be added to existing clinical courses. The total hours to be added to each concentration are as follows:

• Adult-Gerontology Acute Care Nurse Practitioner: 3sh

• Family Nurse Practitioner: 1sh

• Nurse-Midwifery: 1sh

• Occupational Health/Family Nurse Practitioner: 1sh

• Pediatric Clinical Nurse Specialist: 3sh

• Pediatric Nurse Practitioner: 3sh

• Perinatal Clinical Nurse Specialist: 3sh

• Psychiatric-Mental Health Clinical Nurse Specialist: 3sh

• Psychiatric-Mental Health Nurse Practitioner: 3sh

• School/Family Nurse Practitioner: 1sh

• Women’s Health Nurse Practitioner: 1sh

Justification: The American Association of Colleges of Nursing (AACN) in The Essentials of Doctoral Education for Advanced Nursing Practice (2006) recommends 1000 hours minimum of practice post-baccalaureate for all DNP graduates.

2. Change the required credit hours for NURS 532, Advanced Health Assessment from 3sh to 2sh for the following MS and DNP concentrations:

Justification: NURS 532 is currently a 2-3 credit hour course with 1 credit hour of lecture, 1 credit hour of lab for history taking and physical assessment skills, and for the concentrations listed above, 1 credit hour of additional practice in health assessment specific to the student’s specialty

concentration. This additional hour of practice will be removed from NURS 532 and incorporated into one of the specialty practicum courses, which will make it easier for the students to meet these competencies and also free up faculty resources.

Acute Care Concentrations

3. Eliminate the Acute Care Clinical Nurse Specialist concentration (MS and DNP).

Justification: Since 1993, 26 students have graduated from the Acute Care Clinical Nurse Specialist program, which is an average of 1.5 students/year. Currently there are 11 students enrolled in the program but several are considering changing to the Nurse Practitioner track. The faculty time required for approximately 1 student in each clinical course each semester is too great to continue. 4. Rename the current Acute Care Nurse Practitioner concentration (MS and DNP) to Adult-

Gerontology Acute Care Nurse Practitioner.

Justification: To meet certification and licensing requirements proposed in the APRN Consensus Model, program names should clearly specify the population focus of that program.

5. Change the required credit hours for NURS 533, Applied Pharmacotherapeutics in Advanced Practice in Nursing, from 1sh to 2sh (MS and DNP).

Justification: To meet the new certification requirements, students will need to complete one

additional credit hour of applied pharmacologic scientific knowledge with a focus on gerontology. 6. Change the required credit hours for graduate electives for the DNP from 6sh to 3sh.

Justification: 90sh are required for the DNP. With the proposed changes listed above, only 3sh of electives are needed to meet the overall credit hour requirements for the degree.

Adult, Adult/Geriatric and Geriatric Concentrations

7. Eliminate the Adult Nurse Practitioner and Geriatric Nurse Practitioner concentrations (MS and DNP). Students interested in the Adult Nurse Practitioner and Geriatric Nurse Practitioner

concentrations will be admitted to the newly titled Adult-Gerontology Primary Care Nurse Practitioner concentration (see # 9 below).

Justification: Based on the APRN Consensus Model, the American Association of Colleges of Nursing recommends that all current programs preparing individuals to provide care to the adult or

gerontology populations merge the programs so that graduates are prepared with the full complement of competencies necessary to provide comprehensive care to the entire adult population.

8. Eliminate the Geriatric Clinical Nurse Specialist concentration (MS and DNP).

Justification: Only one student has graduated from the Geriatric Clinical Nurse Specialist

concentration in the last five years. Currently there are two students in the GRCNS concentration and both are contemplating changing to the nurse practitioner concentration. In addition, it is anticipated that the Geriatric Clinical Nurse Specialist certification exam may no longer be available as of 2012. 9. Rename the current Adult/Geriatric Nurse Practitioner concentration (MS and DNP) to Adult-

Gerontology Primary Care Nurse Practitioner.

Justification: To meet certification and licensing requirements proposed in the Consensus Model, program names should clearly specify the population focus of that program.

10. For the Adult-Gerontology Primary Care Nurse Practitioner concentration (MS and DNP), change the required credit hours for NURS 529, Issues in Advanced Practice in Nursing, from 3sh to 1sh requirements.

Justification: Students in the Adult/Geriatric Nurse Practitioner concentration are currently required to take 2 additional credit hours of NURS 529 with a focus on geriatrics. This content will be streamlined and integrated into the practicum courses through case studies, online tutorials, and weekly conferences.

11. For the Adult-Gerontology Primary Care Nurse Practitioner concentration (MS and DNP), drop NUPR 542, Nurse Practitioner Practicum IV: Management of Health and Illness in Adult (4sh), from the degree requirements, and change the credit hours for NUPR 539, NUPR 540, and NUPR 541 (Nurse Practitioner Practicum I, II and III) from 4sh to 5sh each.

Justification: Currently, students in the Adult, Geriatric, and Adult/Geriatric Nurse Practitioner concentrations take NUPR 539, 540, and 541 together, and students in the Adult/Geriatric Nurse Practitioner concentration take a fourth additional practicum course (NUPR 542) with a focus on gerontology. With the elimination of the Adult and Geriatric concentrations, faculty would like to eliminate the fourth course for better sequencing and combine the content in the remaining three courses, while increasing the credit hours in each course to meet credentialing, licensure, and accreditation requirements.

12. For the Adult-Gerontology Primary Care Nurse Practitioner concentration, add 3sh of graduate electives to the requirements for the DNP.

Justification: The DNP requires a minimum of 90sh. With the proposed changes, an additional 3sh are needed to meet the overall credit hour requirements for the degree. There are several elective courses that could be used to fulfill this requirement that would also complement this program of study (for example, courses in the Advanced Practice Cardiometabolic Campus Certificate). Advanced Community Health Nurse Concentrations

13. Rename the current Advanced Community Health Nurse Specialist (MS and DNP), Occupational Health/Advanced Community Health Nurse Specialist (MS and DNP), and School/Advanced Community Health Nurse Specialist (MS) concentrations to Advanced Community Health Nurse, Occupational Health/Advanced Community Health Nurse, and School/Advanced Community Health Nurse.

5 Justification: Recent changes in board certification exams require that we remove the term

“specialist” from the concentration names because our programs of study are not designed to prepare students for the “specialist” exams in this area.

Mental Health Concentrations

14. Rename the current Mental Health Clinical Nurse Specialist concentration (MS and DNP) to Psychiatric-Mental Health Clinical Nurse Specialist and rename the current Mental Health Nurse Practitioner concentration (MS and DNP) to Psychiatric-Mental Health Nurse Practitioner. Justification: The addition of the “Psychiatric” will clarify the level of care that graduates from this program are educated to provide, i.e., acute/chronic as well as mental health, and it matches the language used in the certification exam title.

15. For the Psychiatric-Mental Health Clinical Nurse Specialist concentration, change the required credit hours for graduate electives for the DNP from 5sh to 3sh.

16. For the Psychiatric-Mental Health Nurse Practitioner concentration (MS and DNP), replace PSCH 467, Fundamentals of Neuroscience (3sh) with NURS 535, Biological Basis of Disease (4sh). Justification: Since PSCH 467 is offered outside the College of Nursing, it has been difficult for students to fit this course into their plan of study. NURS 535 is offered on a regular basis and provides the necessary content in this area.

17. For the Psychiatric-Mental Health Nurse Practitioner concentration, delete the 2sh of graduate electives from the DNP.

Justification: 90sh are required for the DNP. With the proposed changes listed above, no elective hours are needed to meet the overall credit hour requirements for the degree.

Pediatric Concentrations

18. For the Pediatric Clinical Nurse Specialist concentration, change the required credit hours for graduate electives for the DNP from 5sh to 3sh.

19. For the Pediatric Nurse Practitioner concentration, change the required credit hours for graduate electives for the DNP from 6sh to 4sh.

Perinatal Concentration

20. For the Perinatal Clinical Nurse Specialist concentration, delete the 3sh of graduate electives for the MS.

Justification: Elective hours are not required to meet the certification or licensure requirements for this specialty.

21. For the Perinatal Clinical Nurse Specialist concentration, change the required credit hours for graduate electives for the DNP from 8sh to 6sh.
