POLICY: 8.023

SUBJECT: Parking at Oregon State Hospital POINT

I. POLICY

A. Oregon State Hospital (OSH) will designate parking spaces on OSH campuses for motorized vehicles and bicycles in accordance with state and city regulations.

OSH will monitor campus grounds to verify vehicles and bicycles are parked in accordance with this policy, and will take action as outlined in this policy and related procedures to address parking violations.

1. Only the Superintendent or appointed authority may designate reserved parking spaces.

2. OSH assumes no liability for damages incurred to vehicles towed. The vehicle owner will be liable for all towing costs and storage fees.

B. All permanent health care personnel (HCP), vendor staff regularly assigned to OSH, Marion County Court personnel, Psychiatric Security Review Board members, and State Hospital Review Panel panelists must register vehicles which regularly park on OSH grounds in accordance with Procedures A, “Parking Registration”.

C. HCP must abide by reserved parking spaces indicated by signage. Failure to do so will result in a parking violation. Parking violations will be handled in

accordance with Procedures B, “Parking Violation.”

1. Motorized vehicles must park within the designated lines. Vehicles should not extend over the sidewalk.

2. Motorized vehicles may not be parked in or on lawns, sidewalks, walkways, driveways, emergency vehicle lanes, or any other area not designated for vehicle parking.

3. HCP may park in visitor-designated parking spaces between the hours of 5:30 p.m. and 08:00 a.m.

4. HCP may not park a personally-owned vehicle in “State Vehicle Only”

parking.

5. HCP may not park in museum parking area.

6. Only persons with current disabled parking placards may park in designated disabled parking spaces.

a. Handicap permits may only be used where the blue handicap plaque is displayed.

b. All vehicles illegally parked in disabled parking areas will be reported to state or city police officials, and will be subject to monetary fines or towing at the owner’s expense

7. Only motorcycles may park in designated motorcycle parking spaces.

8. Recognized HCP selected for designated employee recognition parking spaces may park in the space assigned with the appropriate employee recognition parking tag visibly hanging from the rear-view mirror. HCP who receive the Recognized Employee parking space and who decide to loan the space to another HCP must also give that HCP the parking recognition tag to hang on the mirror.

9. Electric vehicles must use the pay-to-charge stations on OSH property to recharge a vehicle.

10. Bicycles must be parked at designated bicycle parking areas. Bicycles that are abandoned, in disrepair, or found outside of the bicycle parking areas on OSH property will be removed, impounded, and sent to State Lands for disposal.

D. Personally-owned vehicle maintenance or repair, except for changing tires, lock- outs, or towing, is prohibited.

E. Vehicles that are abandoned or in disrepair on OSH property will have a 24-hour vehicle noticed affixed by the Oregon State Police. If the vehicle is not removed within the 24-hour period, the vehicle will be removed and towed at the owner’s expense.

F. Overnight camping in vehicles on OSH property is prohibited.

G. Animals may not be left in parked vehicles on OSH property in accordance with Oregon Revised Statute 167.310 to 167.350.

H. A HCP who carpools or vanpools is eligible to register for a carpool/vanpool parking permit in accordance with Procedures A, “Parking Registration”.

1. HCP may only park in the reserved carpool/vanpool spots on the days the HCP carpools. Two or more HCP must be in the vehicle when parking in a carpool/vanpool zone, unless the authorized passengers are from another State of Oregon agency.

2. HCP who apply for carpool/vanpool passes must be riding together on the same shift during their regularly assigned shift. Parking permits will not be issued based on possible overtime shifts that may be awarded in the future.

3. Failure to display the carpool/vanpool permit on OSH property may result in loss of privilege to use carpool/vanpool spaces in the future.

I. A HCP who fails to comply with this policy or related procedures may be subject to disciplinary action, up to and including dismissal.

II. DEFINITIONS

A. “Carpool/vanpool” means at least two people who ride together to and from OSH, and who work on the same shift. Participating persons must commute together more than half the distance to work to qualify.

B. “Emergency vehicle” for the purposes of this policy means a vehicle that is

operated by public police, fire, or airport security agencies or is designated by the Director of Transportation or by a federal agency as an emergency vehicle.

C. “Health care personnel (HCP)” for the purposes of this policy means the population of health care workers working in healthcare settings. HCP might include, but is not limited to: physicians, nurses, nursing assistants, therapists, technicians, dental personnel, pharmacists, laboratory personnel, students and volunteers, trainees, contractual staff not employed by the facility, and persons not directly involved in patient care (e.g., clerical, dietary, housekeeping,

maintenance).

D. “Motorcycle” means any self-propelled vehicle other than a moped or farm tractor which, according to ORS 801.365:

1. has a seat or saddle for use of the rider,

2. is designed to be operated on the ground upon wheels, and

3. is designed to travel with not more than three wheels in contact with the ground.

E. “Motorized vehicle” or “vehicle” in this policy means a vehicle that is self- propelled or designed for self-propulsion according to ORS 801.360, and includes the terms “electric vehicle” and “motorcycle.”

Health care personnel (HCP)

1. Complete a “Parking Registration Form” available from Reception (see Attachment A).

2. Provide the license plate number, state of issue, vehicle year, make, model, and color of the vehicle.

3. Inform Reception when using a temporary vehicle (e.g., rental vehicle).

Carpool/vanpool HCP

1. Complete a “Carpool/Vanpool Registration” form available from Reception (see Attachment B).

2. Include all members of the carpool on the carpool registration form.

The carpool/vanpool is considered registered once a completed form is received from the members of the carpool, and a laminated carpool tag is issued.

3. If a carpool/vanpool member is not a HCP, he/she must fill out a form for Reception records.

4. Display the permit at all times on the rearview mirror, or the vehicle may not park in the designated space.

5. Request a temporary carpool/vanpool pass from the Director of Safety and Security for a temporary assignment.

6. If the carpool/vanpool commute or membership changes, advise Reception as soon as possible of the changes to the original application.

Initial parking violation

1. Place a written parking violation notification on the vehicle

windshield found to be improperly parked at OSH, including those parked without proper identification. Include the reasons for the vehicle receiving the notice and a description of the vehicle.

2. Track violations via license plate and registered owner/health care personnel (HCP).

3. If the vehicle is not registered with OSH:

a. Provide the written parking violation ticket to a member of the Safety and Security Management;

b. input HCP and vehicle information into the parking database;

c. forward a copy of the violation to the HCP’s manager.

4. Call the Director of Safety and Security for towing or notification to local law enforcement if a parking violation occurs in a fire lane, emergency access areas, or a handicap zone.

Second or subsequent parking violation

1. Photograph a vehicle found to be improperly parked on a second or more occasion.

2. Place a written parking violation ticket on the vehicle windshield.

3. Forward the information to the HCP’s manager.

Reception 1. Order illegally parked vehicles removed or towed at the owners’

expense if found in a fire lane or an emergency vehicle lane.

2. Contact the appropriate authorities to report animals left in parked vehicles at OSH.

Safety and Security Management

Upon notification from the Safety and Security Department, contact the DMV Automated Inquiry and record the registered owner’s information.
