"Who maybaptize?"; investigate
(I)the Free Will Baptist historical position on baptism and (2) the historical practice and decisions of the early church through today.
The Committee met, with the following report given by Rev. Jeff Davis;
The answer is based completely on the treatise of the National Association of Free Will Baptist.
This question is answered in the treatise of Free Will Baptist in
Part IV.Chapter
I,Section
VI.A. The word
"minister'' must
beintetpreted as it is described in
Part VIChapter
2.Therefore, only ordained ministers are authorized to officiate the ordinance of Baptism. Others may assist but the ordained minister should do the

In case

bedone by others.
Question #2
•The
question was also raised of the biblical appropriateness of being anointed in the place of someone else.
The question was discussed among those present
The question of Proxy Anointing
This is answered, on the basis of James 5:14-15. This answer is limited to only the discussion of proxy anointing. The purpose or other practices of anointing is not discussed in this answer.
The etnphasis of the passage is single in nature. Note the pronoun ''him", referring to the one sick, and
"them" to the elders. There is therefore no biblical
basefor proxy anointing.

REPORTS FROM NATIONAL DEPARTMENTS Executive Offi.:e- Rev. Melvin Worthington
This will be the last time attending as Executive Secretary, because of his retiring, the last if2002.
He appreciates KY ministries for giving $162,000 to National Ministries in 2001 and also $6,000 to the Executive Office. Encourages subscribing to Contact Magazine and coming to Memphis this
year, attending the National Association. Three things that he is thankful as he leaves the office, (1) for
his
critics; they have made him a better person and helped him do a better job. (2) For thosewho have commended him for the efforts that he
has
made and (3) for those who have made a contribution through the years. The Executive Board appointed Rev. Tim York to honor Rev. Worthington, from the State ofKentucky.
Rev. York spoke about his remembrances of Bro. Melvin and the fact that he had been a friend to the State Association. The State was going to present him with a Louisville Bat, but he already had one, he is already a Kentucky Colonel, so Bro. Tim presented him with a Kentucky WILDCAT Tee Shirt. Rev. York purchased a Kentucky tee shirt that has our 7 years, reminding him that North Carolina has won 3 championships,
Duke, their neighbors, won 3 and Kentucky has won 7 Championships.
Rev. Hall brought
up
that it has been the policy to give each of the Speakers $100.00 honorarium plusexpenses. With no objections, The Moderator made the decision, from the Chair, to bring Rev. Vanhoose's Honorarium to that.
National Home Missions- Rev. Rick Bowling, Director Hispanic Missions, USA
We have five more approved for the home mission field. Two Mission Churches have become self- supporting. Two Home Missionaries each received $35,000 from the "Build My Church" fund to help purchase land. The total income to Home Missions was $4,902,000.00. Rev.
