Introduction
The advent of mobile VoIP and messaging services poses a threat to Communications Service Providers (CSPs’) voice and messaging revenues. In addition to that, both fixed and mobile service providers face or will soon face saturation in their markets with substantially intensified competition. Eroding tariffs and margins as well as regulation opening paths for new players force service providers to seek call completion and messag-ing solutions to improve their bottom lines, to stay competitive and to offer delightful and contemporary experiences while maintaining a high level of service.
The increasingly competitive business environment forces CSPs to evolve and consolidate their call completion systems to achieve cost savings thru lower data transmission, ca-pacity sharing, lower power consumption, and decreased maintenance costs. In short, this could be summarised as “cost reduction is as important as revenue generation”. Even though voice revenue growth is slowing down in many networks, voice will still be the most important revenue source for operators. Overall mobile services
revenue is still increasing – data revenues growing faster than voice revenues decreasing.
Figure 1 describes the change of mobile revenue streams. This trend is much more aggressive in developed countries and their data revenues would meet voice already in 2014. At the same time in developing countries, this would take much longer, even till the end of the decade.

This market evolution is not the only reason why CSPs’ voice revenues continue to decline: also the basic com-munication price structure is under big changes – introduc-ing voice bundles/packages, heavy regulation, decreased interconnection fees – all these are lowering the revenue from the operators’ old cash cow.
Totally new ways of communicating are appearing: Rich Communication Services (RCS), location and cloud-based richer and more complex services where voice plays a smaller role. These are boosted by the increasing number of new smartphone users that are opening new possibili-ties for introducing new services and features – e.g. re-inventing voicemail through the Visual Voicemail service. There is a demand for future-proof open architecture-based call completion systems. Legacy voicemail systems suffer from the disadvantages of rather cumbersome end user experience and the inability to support enhanced voicemail services such as visual voicemail and videomail. All these requirements have to be addressed by one modern, flex-ible and versatile call completion system providing ser-vices in a cost-efficient way, which is quick to launch, easy to use and accessible everywhere.
It is very important for the operator to get all calls handled properly – also those non-answered ones. The question in service and network planning should be: “What if we increase the call completion ratio in the network to 100 per cent?”
The mobile operators’ business models are entering a new phase. IP-based communication is taking over circuit-switched networks and over-the-top (OTT) mobile VoIP and messaging services are taking over mar-ket shares from mobile operators.

With a single call attempt, the caller can reach a person who is busy, not replying, or not reachable. This way, non-profitable unsuccessful calls are turned into non-profitable calls, and additional retrieval and call-back calls generate more profitable traffic. Additionally, the investment in the whole network can be used well when non-chargeable calls do not consume network resources.
