PRESIDENT’S LETTER

British Chambers of Commerce

It is a matter of great pride to me and a tribute to the dedication and professionalism of the team at the BCC, that this Annual Review is one of achievement, particularly against a backdrop of significant, fast-moving events. The Scottish Referendum and General Election were just two recent occasions when our collective voice helped to focus politicians, journalists and other influential figures on business’ needs. Undoubtedly the focal point of the BCC’s campaigning in 2014 was our Business Manifesto: A Business Plan for Britain. Shaped through extensive consultation with Chambers and companies across the UK, it reflects the shared priorities and aspirations of business.

This Manifesto set the scene for our Annual Conference, attended by over 1,000 delegates from across the globe. The UK’s most senior politicians, including the Prime Minister and Deputy Prime Minister, joined key business leaders to outline their visions and plans for Britain. The conference received widespread coverage, reinforcing our position as a hugely influential, independent UK business network.

Taking that influence into new territory with an exciting programme of digital channels of communications, our YouTube channel, animated videos and infographics made an effective impact on new audiences. 2014 was a year of growth not only for the UK economy, but also for the Accredited Chamber of Commerce Network. Last year saw further progress on our ambition to become a truly global network as we expanded the accredited overseas Chambers of Commerce and related business groups, covering 17 countries from Chile to China.

We also launched the BCC Advisory Council on International Trade, comprising twenty Chairmen and CEOs of UK companies who operate in global markets. They will act as ambassadors to champion the work of overseas Chambers as we look to radically expand the number of exporters we support and strengthen our connections overseas.

International trade is one strand of activity within our new three-year strategy which was launched this year, following detailed consultations across the Chamber Network, the Board and other stakeholders. It is built around core, longer term campaigns, designed to meet the evolving direction of business focus. The other central plank of the strategy is our aspiration to act as a catalyst in helping young people make the transition from education to work. It is crucial that our young people are equipped with the skills – practical, interpersonal and digital - to forge ahead in their careers and meet business’ needs. It is a priority which is close to my heart and shared by many businesses I talk to.

Successful businesses transform, adapt and consistently reinvent themselves and as a Network operating in a global marketplace we need to respond to a kaleidoscopic audience that is more diverse than ever. We no longer compete locally; we operate in a global marketplace. In a world where people wear brands, eat brands, listen to brands, and tell others about the brands they love, it is vital to have a strong identity and clear vision of objectives which add value. That is why the promotion and protection of the British Chamber brand sits at the heart of our new three year plan.

My sincere thanks to the Board and Executive team for their tireless work to raise the profile and influence of the Chamber Network as the authentic voice of business. I am confident that we will continue to go from strength to strength!

After several years battling to recover from the global financial crisis, the UK climbed to the top of the tree amongst the G7 in 2014 – with an annual GDP growth rate of 2.8%. This represents a marked turnaround from two years ago when the UK was the second worst performing G7 economy, and is a true testament to the persistence and hard work of businesses up and down the country.

However, there is no reason why a 2.8% growth rate should be the height of our ambitions. The Chancellor of the Exchequer made an important assertion earlier this year, when he claimed that Britain could be the richest country in the G7 (GDP per capita), by 2030. This aspiration may draw some criticism, but without economic ambition we will retreat into a slow, but very real decline. As I have the pleasure of visiting Chamber businesses across the UK, it is clear that our members know how to turn ambition into reality. By understanding the fundamentals, embracing uncertainty and taking risks, Chamber businesses are leading the charge towards achieving the Chancellor’s goal. In the autumn of 2014, we launched the BCC’s Business Manifesto: A Business Plan for Britain. The manifesto sets out a blueprint for the next government to create the best possible environment for growth, aspiration and enterprise. We are calling on the next UK government, the devolved administrations, and local authorities to work together and with us, in a true partnership to make our plan a reality.

This new government must nurture sustainable, long-term economic growth – if we are to prosper in the future. A future where the UK reclaims its trading spirit, and rebalances its economy towards exports and investment. A future where there are stronger links between business and education, helping young people develop the skills they need to transition into the world of work, and giving businesses the talented workforce they are crying out for.

If our most promising businesses are to reach their potential – and become Britain’s future business champions – even more needs to be done to improve access to finance. We need to see more competition in banking, better access to bond and equity markets, and crucially, the delivery of the patient and working capital that small and mid-sized businesses still need to take that next step in their development.

The current political climate underlines the importance of the work of the BCC and the Chamber Network in campaigning to give businesses a voice amongst politicians, policy-makers and the media. I, along with the rest of the BCC team, are striving day-in, day-out to have the messages of our Business Plan for Britain heard in all parts of Westminster, Brussels and the devolved administrations.

This year will be hugely important for the business communities we represent in every nation and region of the UK. The decisions made over the life of the next parliament will have a profound impact on Britain’s ability to deliver jobs and growth. Businesses are determined to be the cornerstone of our country’s future prosperity, and undoubtedly the Accredited Chamber Network will be at the heart of the debate – campaigning as an authentic voice of business, a credible commentator on the state of the UK economy, and the only network to spread its reach across the globe, as we bring even more overseas British Chambers and business groups into accreditation – ready to help UK businesses seize growth opportunities abroad.

GIVING BUSINESS A VOICE

The British Chambers of Commerce (BCC) continues to be a powerful and authentic voice

for business throughout the UK. We work hard to promote the views and concerns of

Chambers and their members to politicians at a local, national and European level. This

year’s General Election makes this aspect of our work particularly important. Together with

the Accredited Chamber Network, we are well-placed to make the voice of business heard

loudly in the new Parliament in Westminster, in the devolved administrations, and in town

and county halls across the UK.

In 2014, the BCC and the Accredited Chamber Network enjoyed an increase in parliamentary profile in Westminster and the devolved administrations. Through the implementation of a strategic engagement plan, the BCC delivered:

• A 35% increase in mentions in Commons, Lords, and Westminster Hall Debates

• A 3% increase in the total number of parliamentary mentions

• Visits by senior political figures across the Chamber Network, including 5 visits by the Prime Minister and 3 visits by the Chancellor of the Exchequer

Business Manifesto 2014/2015

In September 2014, the BCC published its Business Manifesto, ‘A Business Plan for Britain’, which reflects the collective view of business and our aspirations for this Parliament. Based firmly on the concerns and views of members of the Accredited Chamber Network, the Manifesto’s delivery will help the UK become a more confident, enterprising and skilled trading nation. The BCC secured widespread support for the Business Manifesto and commitments from political parties to adopt many of the elements in its ‘A Business Plan for Britain’, which will be a set of Key Performance Indicators to judge ministers over the life of the new government.

A Business Plan for Britain Campaign

In March 2015, the Accredited Chamber Network used its collective voice to call for the next government to adopt ‘A Business Plan for Britain’. The campaign ran for one month, with each week focusing on a shared Chamber Network strategic priority – developing the talents of the next generation, growing Britain’s trade potential, driving down business costs and taxes, and placing business at the heart of local growth. To maximise campaign exposure, the BCC launched a campaign website (www.businessplanforbritain.co.uk) to showcase valuable content contributions from the Network including blogs, videos and Chamber manifestos.

Key achievements:

• The BCC received 18 mentions in Parliament related to our core campaign areas of the Business Manifesto, including: International Trade and Business-Education

• The campaign website featured blogs from high profile politicians from various political parties

• On Twitter, the campaign reached nearly 500,000 Twitter users during March, and the hashtag #chambermanifesto appeared on five million Twitter timelines

• Prior to the highly anticipated seven-way political leaders’ debate, the BCC facilitated a Chamber Network ‘Twitter Hour’ where Chambers and their members voiced the business-critical priorities that the party leaders should address in the debate

Annual Conference highlights

The BCC’s 2015 Annual Conference was a resounding success, bringing together over 1,100 delegates to hear senior politicians and business leaders debate ‘A Business Plan for Britain’. Keynote speeches were delivered by Prime Minister David Cameron, Deputy Prime Minister Nick Clegg and Shadow Chancellor Ed Balls. They each outlined their party’s vision for ‘A Business Plan for Britain’, while acknowledging the themes of the BCC’s manifesto and the contribution of the Chamber Network in supporting British business.

At the Conference, the hashtag #BCCConf became a trending topic on Twitter in the UK, gained a reach of six million and achieved an exposure level of 100 million. Speeches and interviews from the Conference were broadcast live on BBC, Sky News, ITV, Channel 4, Channel 5, Bloomberg and CNBC. The BCC and the Accredited Chamber Network received more than 650 quality mentions in the national media related to the Conference.

Business Banking Insight

In collaboration with HM Treasury and the Federation of Small Businesses, in 2014 the BCC launched Business Banking Insight (BBI)

(www.businessbankinginsight.co.uk), an initiative designed to help businesses make well informed banking decisions and enhance the trust

between businesses and banks. Commissioned by the Chancellor of the Exchequer, BBI seeks to reinforce the Chamber Network as a leading voice on access to finance. The website is underpinned by one of the first surveys of its kind, which showcases how 15,000 SMEs rate their financial provider. As a leader of the BBI initiative, BCC is leading efforts to promote transparency and improved customer service in the banking sector for businesses.

Quarterly Economic Survey

With almost 8,000 business respondents, the Quarterly Economic Survey (QES) is the largest private sector survey of its kind in the UK. Bringing together individual Chambers of Commerce surveys, it provides an accurate picture of how the economy is performing at both the national and regional levels. It is monitored closely by the Bank of England, the Treasury, and other respected organisations – and is carefully considered when interest rates and government policies are set. As such, the survey gives Chambers the opportunity to influence policy and government and raises the profile and credibility of the Chamber Network. In April 2014, the QES website

(www.economicsurvey.org.uk) was launched which enables users to view the most recent results from the survey as well as long-term trends, offering detailed breakdowns by sector, region and indicator.

Party Conferences 2015

This year’s party conference season will fall just five months after the General Election, and is expected to be one of the most dynamic and engaging conference seasons. In 2015, BCC will create a series of influential events focused on our three main campaigns: ‘A Business Plan for Britain’, Bridging the Gap between Business and Education, and International Trade. Summer Reception

The BCC Summer Reception will be taking place on 15 July 2015 in Westminster, with an audience of senior parliamentarians,

business leaders and the representatives from the Accredited Chamber Network. Quarterly Economic Survey

The BCC has committed to a growth strategy to increase the response level of the QES to 10,000 businesses by the end of 2017 – securing its place as the UK’s top private business survey. This will be facilitated by a major best practice initiative, including the introduction of a working group, made up of QES coordinators and research leads from across the Chamber Network, and a new set of standards to increase response rates.

DRIVING

INTERNATIONAL TRADE

The BCC and Accredited Chambers of Commerce have been connecting businesses

to overseas markets for over 150 years and our history has brought mutual, enduring

and trusted partnerships. Over the last 12 months, our ability to support UK companies

in markets around the world has increased radically, as we work to build a global

network of overseas British Chambers and Business Groups that can provide practical

support to British exporters.

This has been significantly enhanced by the BCC’s global accreditation programme to ensure that overseas British Chambers and Business Groups are capable of providing practical support to British businesses. As part of this effort, 17 overseas British Chambers and Business Groups have been formally accredited by the BCC, with more to follow in 2015/16. As a result of the accreditation process, as well as efforts to develop stronger links between UK Accredited Chambers and their counterparts worldwide, we have seen a significant increase in overseas British Chambers and Business Groups visiting UK Chambers to engage with their business members.

Events and Missions

Global Network Forum

Before the 2014 BCC International Trade Conference, 120 colleagues from the Chamber Network in the UK and overseas met at the BCC’s Global Network Forum. With speakers and panellists selected from across the Network, the event celebrated the Chamber Network’s achievements in international trade and was used as a platform to discuss how the international UK business network can continue to grow.

BCC International Trade Conference

The BCC hosted its third annual International Trade Conference ‘Global Network, Global Opportunities’. Over 700 exporters, trade specialists, business leaders and policy makers joined the Chamber Network to hear designer Anya Hindmarch MBE, entrepreneur Theo Paphitis and 22 year old chocolatier Louis Barnett discuss the challenges and rewards

of trading internationally. The programme also included country specific seminars, chaired jointly by members from the Accredited UK Chamber Network and overseas British Chambers and Business Groups, who provided advice and assistance on accessing opportunities in high growth markets.

Chamber Trade Missions

Chambers around the UK run trade missions to high-growth markets to help their members access potential business opportunities. In October 2014, Chamber members from across the UK took part in a trade mission to India after winning a competition organised by the BCC, with a place sponsored by Virgin StartUp, and support on the ground provided by the UK-India Business Council. Delegates met with prospective partners and distributors in Mumbai, and with other British delegations.

International Trade Advisory Council

At the 2014 International Trade Conference, the BCC announced the formation of an International Trade Advisory Council. The council brings together a group of senior business leaders representing British businesses from across the UK and a wide range of sectors, to advise the BCC on international trade issues. Lord Green, former Minister of State for Trade and Investment, chairs the council’s discussions on how the UK can improve its international trade performance. Council members act as advocates in promoting British business in key export markets, and will champion the work of overseas British Chambers and Business Groups – and their connectivity to Accredited Chambers and their members in the UK.

Quarterly International Trade Outlook

The Quarterly International Trade Outlook equips businesses and the Chamber Network with market expertise across the globe. Produced in partnership with DHL, the report sets out the opportunities and risks facing British companies as they trade overseas – focusing on timely and easy-to-use information for those doing business in emerging markets. It also features the DHL/BCC Trade Confidence Index, a key measure of the UK’s exporting health.

ExportBritain

Export Britain (www.exportbritain.org.uk) offers valuable advice to new and experienced exporters. Receiving thousands of visitors each month, the online resource provides insightful country profiles, contact advice and information on trade missions, training, documentation and links to a range of strategic partners. In January 2014, Export Britain hosted the BCC’s first ‘High Growth Markets Webinar Series’, which showcased the support that overseas British Chambers and Business Groups can provide to UK exporters.

Global Network Forum

BCC will host its second Global Network Forum in November, bringing together the UK Chamber Network and overseas British Chambers and Business Groups.

Trade the World: Accessing High Growth Markets

BRIDGING THE

GAP BETWEEN BUSINESS

AND EDUCATION

Leveraging its unique position as the only business membership organisation that

works extensively with the education sector, in 2014 the BCC and the Chamber

Network launched a new campaign to bridge the gap between the world of education

and the world of work. Following consultations with Chambers, this positive call to

action seeks to increase co-operation between the business community, schools and

colleges to ensure that businesses can access the talent they need, and that young

people are fully prepared for work.

School Business Partnership Project

In 2014, five Chambers began a pilot project, led by the BCC, aimed at tackling the gender imbalance in Science, Technology, Engineering and Maths careers (STEM). The project is supported by the Government Equalities Office and involves Chambers working with schools to expand the career horizons of female pupils. Activities included organising business speakers in schools, work placements, visits to STEM employers, mentoring and workshops. The project has engaged 21 schools and over 1,630 pupils and has been a successful example of how Accredited Chambers can strengthen partnerships between business and education.

BT Experience Day

The BCC held an Experience Day at the BT Tower in London for pupils on the School Business Partnership Project. Students benefited from hearing first-hand accounts of a day in the life of a BT apprentice, participated in a Q&A with the skills Minister Nick Boles, enjoyed a captivating speech from young entrepreneur Louis Barnett and met representatives from the National Apprenticeship Service.

Youth delegations at BCC events

As part of our campaign to bridge the gap between the worlds of education and work, the BCC has invited youth delegations linked to Accredited Chambers of Commerce to attend flagship BCC events. As a result, young people had the opportunity to network with professionals and learn about business issues and international trade.

• 110 youth delegates attended the BCC Annual Conference, where we held a Youth Delegate Lunch Q&A with well-known entrepreneur and broadcaster Theo Paphitis

• 120 youth delegates attended our International Trade Conference, where we held a Next Generation of Exporters event, supported by Cisco, with high profile speakers

Workforce Survey 2014

Building on the 2013 Employment and Skills Manifesto, the BCC conducted a comprehensive Workforce Survey in 2014. The results were published in three infographics: training and skills; contracts pay and working conditions; developing the talents of the next generation. The 2014 Workforce Survey received widespread coverage in press, broadcast and social media.

Business and Education Summit

BCC will be holding its inaugural Business and Education Summit in late 2015, aimed at leaders from the worlds of business and education. This will be a platform to discuss and debate the practical ways to get the business and education sectors working together most effectively, using business and Chamber activity as examples of good practice, and our forthcoming Business and Education Survey as the policy narrative. Young Chamber

Approximately 25 Accredited Chambers are now set to pilot a new Young Chamber membership offer to local education providers. This will be aimed at schools and colleges, and will provide a range of services helping to link them to their local business community. ‘Young Chamber’ will now be used to describe all Chamber activity in the business-education space, giving the Accredited Chamber Network a recognisable brand in this area for the first time.

Export Documentation

Accredited Chambers of Commerce continue to act as the UK’s issuing body for all EC Certificates of Origin, EUR1 and ATR certificates, with the BCC managing this process on behalf of the Department for Business, Innovation and Skills and HM Revenue & Customs. Alongside this, Chamber staff continue to provide unparalleled advice to businesses on how to best understand and navigate the administrative procedures involved in exporting.

In 2014, Chambers processed a record 644,214 export documents, an increase of 1% year-on- year. To complement this growth, Chambers have continued to expand their business training and support services to help British firms increase the amount of business they conduct overseas.

Chamber Network Brand Campaign 2014

In 2014 we built on the momentum created by the launch of the Chamber Network’s brand campaign in 2013, and continued to show how Accredited Chambers help their members become ‘well-connected’. The Chamber member

animation was the highlight of the campaign, and displayed how a Chamber helps a business at each step of its journey; from start-up to international company. As a result, the film led to enquiries about Chamber membership.

CELEBRATING

CHAMBER MEMBERS

Chamber Awards

2014 marked the 11th year of the Chamber Awards. The six-month process, culminating in a national gala event, highlights the role of business in delivering growth and prosperity for the UK and local communities. Hosted by Fox Sports Presenter Georgie Thompson, businesses from across the country came together at the gala dinner to mark the achievements of both UK firms and Accredited Chambers of Commerce. The winner of the Small Business of the

Year Chamber Award was Titania Ltd, a security and compliance software development company based in Worcester. Since opening their offices in December 2010, the company has expanded at a rapid pace, now employing 25 staff and supplying software to over 60 countries worldwide.

Winning the Award

Ian Whiting, CEO said, ‘We were honoured and delighted to be named the Chamber Awards Small Business of the Year… over the past 4 years we have worked so hard in every area of our business and it is wonderful to receive recognition for this. We would like to thank our local Chamber in Herefordshire and Worcestershire for all their support over the years and on the awards night.’
