GENERAL MEETING

Held Friday 27th April 2012 at Moonah Links Resort – Fingal

1. Welcome- Frank de Groot, in his capacity as Vice President, opened the meeting at 3.55pm and welcomed all in attendance.

6. Correspondence Report (please refer to register on registration desk)

The Correspondence Register was available for members to view

7. President’s Report – Frank de Groot

Rod Shell has resigned from his position as General Manager Operations with SMCT, taking effect from Friday 25 May 2012.

Rod is still able to retain his position as President until this date, which will enable the CCAV to finalise some projects and other business that Rod has been working on with the Committee of Management.

President Rod and I along with Darryl Thomas as ACCA delegate attended a meeting with the Department of Health in regard to the Government’s response to a Pandemic. The Department advised that the Victorian Coroner’s Office will handle the management of such an event and that burial and cremations would be performed much the same way as current practices with no mass burials permitted.

The CCAV has offered to test this capability by conducting a “desk-top” test with the assistance of the AFDA.

We are also currently liaising with the Cemetery Unit in regards to some minor amendments and clarification with the CCAV’s “Application to Erect or Alter a Memorial” Form.

There are a number of other items that have been discussed with the Department including: • The Process for the appointment of Class A Trust Members, which has now been confirmed and is in place.

• The Enterprise Bargaining process, with improving the timeframe that is experienced by Cemetery Trust EBA approvals through the various Government Departments that are involved in this process.

• Perpetual Maintenance Standards in cemeteries.

The CCAV is still in discussion with the Public Records Office to implement a procedure for Victorian Cemeteries to better protect their registers, plans and other documentation.

The Public Records Office provided CCAV with a draft document for CCAV consideration which is currently sitting with the Committee of Management for discussion.

Dale Mitchell (General Manager Business and Finance at SMCT) has resigned after eight years in the Industry. Dale was CCAV Treasurer for two years and served on CCAV and government finance committees. Dale has taken on a role with Vic Health and is based in the city. We wish Dale all the best in his future career.

Bruce Macumber has announced his retirement, effective at the end of May, after seventeen years at Bendigo Cemetery Trust and 9 years prior to that with the then Eaglehawk Public Cemetery. Bruce served as both CCAV and ACCA President during his time with the industry and his experience will be missed. We wish Bruce and his wife Barb a long and enjoyable retirement.

8. Treasurer’s Report – Christine Thompson

Christine provided, as part of the overall package of information for the Country Conference the following financial reports:

 Profit and Loss Statement

 Profit & Loss (Budget Analysis) and

 Balance Sheet

July 2011 through to end March 2012

Christine gave an overview of the financial status of the Association concentrating on the

Balance Sheet noting that the Trading Account has a balance of $82,339.18, an amount that will change once we have settled on the final accounts for our Country Conference.

Christine noted that the amount in the Balance Sheet against our Sponsors has changed as she has allocated the Sponsors contribution towards our Country Conference, in line with their sponsorship levels. Christine made us all aware that our Sponsors subsidise our events

throughout the year, AGM, Christmas Luncheon and the Country Conference, enabling us all to enjoy quality events throughout the year and asked that we all make an effort to make ourselves known to our Sponsors and thank them for their ongoing support.

Luncheon @ L’unica and full payment for hall hire for our October General Meeting in Macedon.

Total equity of the Association as at 31 March 2012 equates to $262,914.43

Christine considered it was opportune to remind us all of the CCAV website and information that is contained therein and drew our attention to the Governance section, Statement of Purpose:

Rule 15

Surplus of funds, if any, arising from the transactions of the Association shall be applied in furtherance of the Association objects and shall not be distributed amongst Members nor shall it be an object of the Association to secure pecuniary profit to its members

Christine hoped that would clear the air on the variable question and help all members to understand the financial situation of the Association.

9. External Committees:

Australasian Cemeteries & Crematoria Association – Bryan Elliott (ACCA) Report

Bryan Elliott, President of ACCA, reported on the following ACCA Activities

ACCA have been involved in a number of events throughout 2011-2012. Some of the notable events include:

- In late 2011, Peter Deague was invited to report to the Department of Health in WA on WA’s readiness in the event of a Pandemic. With support from board member Darryl Thomas, Peter presented his summary last month.

- Darryl Thomas has also been appointed ACCA’s representative on the Queensland

Funeral Industry Reference Group and will be providing input into the proposed legislative changes in QLD.

- ACCA are also engaged with Federal Government in developing a National Paperwork standard as well as providing input in regard to Mercury and Carbon emissions.

- ACCA also promotes the Cemetery & Crematoria industry within the community and in September of last year, ACCA had representation at a moving service for the National Police Remembrance day in Melbourne’s Springvale cemetery.

- ACCA encourages positive working relationships with industry suppliers through the annual industry Exhibition at our annual conference - which last year was held in Wellington NZ.

- ACCA has presented at FDANZ, the CCANSW Quarterly Conference and AGM at Kiama, the CCAWA AGM, the CASA AGM and we are here today for the CCAV Country Conference.

- ACCA had representation at Bunbury Cemetery’s Mausoleum opening and we

endeavour to continue our community representation throughout the year.

- ACCA will be attending AFDA and AFE joint conference where they will be promoting Australian cemeteries and the array of services that they offer.

In other news, Service Skills Australia in consultation with AFDA and ACCA are in the process of conducting a review of the current Funeral Services Training Package. ACCA have collected feedback from our members and are our working party is liaising with Service Skills Australia to review the feedback.

ACCA announced that their Mid-year Seminar will be held in Port Stephens on the 14th and 15th of June. The focus for this conference will be on OH&S Harmonization and Renewable Tenure.

ACCA’s Annual Conference for 2011 was held in Wellington in October with 175 delegates and 15 Exhibitors attending over the 4 days. Keynote speakers included Entertainers James

Morrison & Angry Anderson, Sports Champion - Jacqui Cooper, Business Futurist - Morris Miselowski and other key industry speakers from Australia and New Zealand. The feedback from attendees was excellent. ACCA looks forward to this year’s 25th

Silver Annual Conference Anniversary to be held in Adelaide between the 14th-18th October 2012.

ACCA produces regular publications including ACCA News industry journal and a monthly communique. ACCA News had a facelift late last year and will continue to improve over the coming months with more industry related content, articles and general interest stories. The Autumn edition will be out next week ACCA also has a monthly email newsletter that includes ACCA updates and information.

ACCA is currently reviewing their future structure, the basis of which is to create a national body for the industry. The concept has been named SINA- Single Industry National Association and has been presented at all GM’s of State Associations.

10. Focus Groups Summary – Frank de Groot

The Vice President provided a brief report on the Focus Group’s activities:

The Communications Group currently comprises of Rebecca Beasley and Lyn Davis. The Communications Group has drafted a range of promotional cards to assist members to raise the awareness of Right of Interment, Perpetuity, Tenure and Memorialisation.

These are now to be considered for adoption by the CoM at their next meeting.

Arrow Bronze has provided CCAV a Quick Response Code, to be used in print marketing material. This code provides quick access to the CCAV website. To use the code, you need to download a QR Reader from your smartphone’s App store.

The Communications Group has also updated the CCAV logo by moving the ribbons to the side of the text, which has improved the positioning and spacing of the logo on correspondence and publications.

And finally, the Communications Group has been planning further design and content updates for the CCAV website and look forward to delivering them to you shortly. Please continue to visit the CCAV website and provide any feedback on design of content to the secretariat.

The Environmental Group is currently working with the CFA in regards to a Code Red Day Events Guideline. Once the final document has been released by the CFA, the CCAV will be able to finalise and adopt an industry Policy and Guideline for Members to use.

As reported at the last meeting, the Recycling of Metals Following Cremation Program has been fully approved by all Victorian Trusts operating crematoria. All of these Trusts now have a full information pack containing their own copy of the Agreement with OrthoMetals, procedures and guidelines, as well as a public statement.

Last month, with the approval of the Department, the CCAV released the Public Statement in regard to this Program, with a positive response.

Other projects that the Environmental Group is working on are Heritage Guidelines for cemeteries, Alternative Funerals, Renewable energy in cemetery environment and benchmarking of cemeteries to assist with policy development.

The Training Focus Group is pleased to report a very good response in regard to the tender advertisement published in February with 7 Tenders received.

Interviews have been conducted with shortlisted candidates and a recommendation will be given to the CoM to appoint one of these trainers.

We have continued to provide Trench Shoring Training through the Gordon Tafe to members, and a 3rd course is being held in Mansfield late next month.

The Events Group have finalised the organisation of the Country Conference.

They are also pleased to announce that the next General Meeting on 1st June will be held at Northern Memorial Park at Fawkner and hosted by GMCT.

The AGM is confirmed for 3 August 2012 at Moonee Valley Racecourse.

The General meeting for 5th October will be held in Macedon, and the Christmas General Meeting is confirmed for 7th December at L’unica.
