Clause 3.5 ”

Mdm Eng Yew Hoon – Principal Architect of EZY Architects Profile:

Mdm Eng is the principal architect of EZY Architects and a Registered Inspector. She has been actively involved in SIA Regulation Codes & Standards Committee since 1993.

Over the years, she has been representing SIA in many different committees and involved in the revision of various codes such as Code of Practice on Pollution Control, revision of Building Control Regulations, CP26, CP72, CP1, revision of Fire Code 2002 ,2007, 2013 and Standard for Fire Safety in Rapid Transit Systems (SFSRTS) 2012 Edition.

Mdm Eng is currently the Deputy Chairperson of SIA- Fire Safety & Security Subcommittee. member of FSSD Audit Inquiry Committee, and member of Fire Code Review Committees to review both the current Fire Code and SFSRTS.

She has been appointed by Ministry Of Home Affairs as the Chairperson of the Fire Safety Appeals Advisory Board since 2012. Attributed to her contribution in volunteer works in SCDF, she was awarded "SCDF Star Customer Award 2012" and conferred the Public Service Medal (PBM) in 2013.

Synopsis:

In response to the comments received from the participants of our last few fire safety seminars, we have decided to change our approach to seminar presentations from the previous broad base (covering many clauses) to topic specific and in depth elaboration.

As unprotected openings is one of the important factors affecting the buildings’ set back distances and elevation treatments in Development Control (DC) submissions, we felt the need to elaborate in depth with illustrations to help practitioners to understand both the application and interpretation of Clause 3.5.

Mdm Eng will present Clause 3.5 including Appendix B.

Mr Andrew Tan – Sole Proprietor of Seeds Architects Profile:

Andrew Tan obtained his B Arch (HONS) from the National University of Singapore in 1992. He has been a Registered Architect since 1995 and the sole proprietor of Seeds Architects since May 2005. Prior to setting up his own practice, Andrew has worked in several local architectural firms. He specialises in landed housing projects in Singapore. Synopsis:

Mr Andrew Tan will explain the new method of Unprotected Openings calculation and illustrate how to use Table III and Table IV to Part 1 of Appendix B to Clause 3.5 under Fire Code 2013.

Mr Michael Vong– Managing Director of Surbana International Consultants Pte Ltd

Profile:

Backed by 23 years of accrued expertise in the building consultancy business, Michael Vong has dedicated his career to promoting high standards and excellence in architectural design and construction in Singapore and overseas.

His ten years of working experience in HDB had enabled him to contribute to the development and implementation of many high rise public housing projects as well as upgrading projects in Singapore. He was also part of the team working on the masterplan for Punggol New Town. He was also involved in a variety of project types from new built residential, upgrading projects, parks, commercial facilities and factories. Notably, Michael was the lead architect involved in the design and development of the HDB Hub in Toa Payoh. This was the first Transport Integrated Development to help rejuvenate the old town of Toa Payoh.

At Surbana International Consultants, as Project Director for many of the HDB’s new built projects, Michael was credited for being a leader who manages teams of consultants from various disciplines. He pushes the team for Quality, delivery and timeliness.

Michael was also part of the pioneer team to venture into the international arena. As Director of Operations for the Middle East / South East Asia division and later as Regional Director for South East Asia. He helped set up the various branch offices and started the growth of the international business for Surbana.

In his role as Managing Director for Commercial & industrial, he oversees the various commercial / mix use

developments / hospitality projects in Surbana both locally as well as internationally. He also manages the branch offices of Abu Dhabi, Malaysia and Vietnam.

With his wide knowledge in public housing design and policies, Michael had been invited to give talks on the above to many international clients and government bodies who face the many challenges in providing housing for the masses. He is currently Managing Director for Malaysia as well as running the Architecture group in Singapore.

Synopsis:

Michael Vong will explain the basic principles and fundamentals of means of escape, elaborate on the fire code requirements on means of escape from building designer's point of view, highlight some of the challenges frequently faced, overlooked or misinterpreted by many practitioners.

(1) MAJ Cheong Yew Dong - Senior Instructing Officer, Specialist Fire-Fighting Training Centre, Civil Defence Academy

Profile (1):

MAJ Cheong Yew Dong was a Senior Consultant with the Fire Safety Consultation Branch, Fire Safety and Shelter Department (FSSD). He has a B. Sci. (Building) Honors from the National University of Singapore and was with FSSD for the past 6 years. As a Senior Consultant, his core functions are (i) to provide consultations on fire safety matters to building professionals, developers/building owners, government agencies and the general public and (ii) to undertake the processing of waiver applications. Apart from the core functions, his other works include building capability in Fire Modelling, Secretariat to the Strategic Partner Research Study Group Committee, Secretary to Fire Code 2013,

Secretariat to Fire Safety Asia Conference (FiSAC) 2014 and Member of the Spring Standards Working Group. He is now a Senior Instructing Officer with Fire Safety and Investigation Branch, Civil Defence Academy and conducts lectures on a wide range of topics namely (i) Fire Safety Act and Regulations, (ii) Site Planning and External Fire Fighting Provision, (iii) Structural Fire Precautions, (iv) Conservation Building Guidelines, (v) Building Materials, (vi) Other Fire Fighting Systems, (vii) Fire Dynamic Simulator (FDS) Modelling and CFAST Modelling. These lectures were conducted for the (i) Fire Safety Specialist Course (FSSC), (ii) Fire Safety Workshop for Building Professionals and (iii) Diploma in Engineering (Building Services and Fire Safety).

(2) CPT Yazeed Bin Abdul Rahman - Fire Investigation Team Leader, Fire Investigation Unit Profile (2):

CPT Yazeed is a Fire Investigation Team (FIT) Leader of the SCDF Fire Investigation Unit (FIU), responding to major or complex fires for origin and cause investigations. He joined SCDF in 2008 after graduating from the Nanyang

Technological University (NTU) with an Honours Degree in Electrical and Electronics Engineering. He spent about 2 years as a Rota Commander at Ang Mo Kio Fire Station conducting frontline firefighting, rescue and investigating fires before assuming his current appointment as a FIT Leader. CPT Yazeed is a Certified Fire and Explosion Investigator with the National Association of Fire Investigators in the United States. To date, he has personally led in the investigations of over 100 fires and peer-reviewed 2000 fire investigation reports. CPT Yazeed has also testified in court on several occasions to provide his expert opinion on the origin and cause of fires.

Synopsis:

SCDF will be sharing past high-rise residential unit fires involving external vertical fire spread and the implications on residential unit design. SCDF will also highlight the proposed recommendations on effective building designs in preventing external vertical fire spread in high-rise residential buildings.
