Planning for Conflict or Emergency
Plans are developed and executed at four levels.
Strategic, Operational, Tactical and Task.
All plans are based on a definable Command and Control
system. This may not be your corporate structure.
All operations plans employ “Initiative” and “Response”
Initiative - is the pre-planning and pre-positioning prior
to conflict. It is what we are doing now.
Response - is the execution of developed plans or the
flexibility of a C2 structure that negates the threats
initiative.

Levels of Conflict Planning and Execution
Strategic – Defines and sets policy. This is comprised of Staff
supported Executives. It is where the Chief Executives “Intent” is
developed
Operational – Is the interface between the Strategic and Tactical
levels. Translates policy into executable plans, assignments,
movements and tasks that support the strategy. Directs and
supports Tactical level. Generally this is comprised of Depart
Heads and/or Directors.
Tactical – Is where all Strategic and Operational requirements are
executed. Generally this is supervisors and designated leaders. If
the tactical level know the strategic intent, they can employ their
initiative
Task – Is part of tactics.

Conflict Planning – Evacuation/Shelter in Place
Strategic Level – defines the time limits for evacuation;
when must the evac or sheltering be complete and to what
degree.
Operational Level – determines warning system,
determines movement, destination, support required
enroute and at destination, priority, accountability,
communications, time and space, etc.
Tactical Level – Executes warnings, gatherings, loading,
supplying, etc.
