RADICAL TRANSFORMATION
On this Thirteenth Sunday in Ordinary Time, the read-ings describe anything but an ordinary time. They are dis-turbing and they leave us disturbed. The Old Testament reading recounts a young man’s radical break with the past to follow a new path. The Gospel describes how life as we know it is abruptly changed if we follow the call of Christ. The psalm and Paul assure us that such life-altering change is possible only because of the power of God’s love. We are presented with a stark choice. To love as God loves, we must leave our old lives behind. We must leave behind not just the bad, the selfish, and the evil but the ordinary, our daily work, and the important, our families, our lives. Lov-ing as God loves requires a radical transformation, not a smooth transition.

PARTICIPATION IN SOCIAL LIFE
I. AUTHORITY
1897
"Human society can be neither well-ordered nor prosperous unless it has some people invested with
legitimate authority to preserve its institutions and to devote themselves as far as is necessary to work and
care for the good of all."
15By "authority" one means the quality by virtue of which persons or institutions make laws and give orders to
men and expect obedience from them.

Every human community needs an authority to govern it.
16The foundation of such authority lies in
human nature. It is necessary for the unity of the state. Its role is to ensure as far as possible the common
good of the society.

The authority required by the moral order derives from God: "Let every person be subject to the
governing authorities. For there is no authority except from God, and those that exist have been instituted by
God. Therefore he who resists the authorities resists what God has appointed, and those who resist will incur
judgment."

The duty of obedience requires all to give due honor to authority and to treat those who are charged to
exercise it with respect, and, insofar as it is deserved, with gratitude and good-will.
Pope St. Clement of Rome provides the Church's most ancient prayer for political
authorities:
18"Grant to them, Lord, health, peace, concord, and stability, so that they may exercise
without offense the sovereignty that you have given them. Master, heavenly King of the ages, you
give glory, honor, and power over the things of earth to the sons of men. Direct, Lord, their counsel,
following what is pleasing and acceptable in your sight, so that by exercising with devotion and in
peace and gentleness the power that you have given to them, they may find favor with you."

If authority belongs to the order established by God, "the choice of the political regime and the
appointment of rulers are left to the free decision of the citizens."
20The diversity of political regimes is morally acceptable, provided they serve the legitimate good of the
communities that adopt them. Regimes whose nature is contrary to the natural law, to the public order, and
to the fundamental rights of persons cannot achieve the common good of the nations on which they have
been imposed.

Authority does not derive its moral legitimacy from itself. It must not behave in a despotic manner, but
must act for the common good as a "moral force based on freedom and a sense of responsibility":
21A human law has the character of law to the extent that it accords with right reason, and thus derives
from the eternal law. Insofar as it falls short of right reason it is said to be an unjust law, and thus has
not so much the nature of law as of a kind of violence.

Authority is exercised legitimately only when it seeks the common good of the group concerned and if
it employs morally licit means to attain it. If rulers were to enact unjust laws or take measures contrary to the
moral order, such arrangements would not be binding in conscience. In such a case, "authority breaks down
completely and results in shameful abuse."

I. La autoridad

“Una sociedad bien ordenada y fecunda requiere gobernantes, investidos de legítima autoridad, que
defiendan las instituciones y consagren, en la medida suficiente, su actividad y sus desvelos al provecho
común del país” (PT 46).
Se llama “autoridad” la cualidad en virtud de la cual personas o instituciones dan leyes y órdenes a los
hombres y esperan la correspondiente obediencia.

“Toda comunidad humana necesita una autoridad que la rija (cf León XIII, Carta enc. Diuturnum
illud; Carta enc. Inmortale Dei). Esta tiene su fundamento en la naturaleza humana. Es necesaria para la
unidad de la sociedad. Su misión consiste en asegurar en cuanto sea posible el bien común de la sociedad.

La autoridad exigida por el orden moral emana de Dios “Sométanse todos a las autoridades
constituidas, pues no hay autoridad que no provenga de Dios, y las que existen, por Dios han sido
constituidas. De modo que, quien se opone a la autoridad, se rebela contra el orden divino, y los rebeldes se
atraerán sobre sí mismos la condenación” (Rm 13, 1-2; cf 1 P 2, 13-17).

El deber de obediencia impone a todos la obligación de dar a la autoridad los honores que le son
debidos, y de rodear de respeto y, según su mérito, de gratitud y de benevolencia a las personas que la
ejercen.
La más antigua oración de la Iglesia por la autoridad política tiene como autor a san Clemente Romano (cf
ya 1Tm 2, 1-2):
“Concédeles, Señor, la salud, la paz, la concordia, la estabilidad, para que ejerzan sin tropiezo la soberanía
que tú les has entregado. Eres tú, Señor, rey celestial de los siglos, quien da a los hijos de los hombres gloria,
honor y poder sobre las cosas de la tierra. Dirige, Señor, su consejo según lo que es bueno, según lo que es
agradable a tus ojos, para que ejerciendo con piedad, en la paz y la mansedumbre, el poder que les has dado,
te encuentren propicio” (San Clemente Romano, Epistula ad Corinthios, 61, 1-2).

Si bien la autoridad responde a un orden fijado por Dios, “la determinación del régimen y la
designación de los gobernantes han de dejarse a la libre voluntad de los ciudadanos” (GS74, 3).
La diversidad de los regímenes políticos es moralmente admisible con tal que promuevan el bien legítimo de
la comunidad que los adopta. Los regímenes cuya naturaleza es contraria a la ley natural, al orden público y
a los derechos fundamentales de las personas, no pueden realizar el bien común de las naciones en las que se
han impuesto.

La autoridad no saca de sí misma su legitimidad moral. No debe comportarse de manera despótica, sino
actuar para el bien común como una “fuerza moral, que se basa en la libertad y en la conciencia de la tarea y
obligaciones que ha recibido” (GS 74, 2).
«La legislación humana sólo posee carácter de ley cuando se conforma a la justa razón; lo cual significa que
su obligatoriedad procede de la ley eterna. En la medida en que ella se apartase de la razón, sería preciso
declararla injusta, pues no verificaría la noción de ley; sería más bien una forma de violencia» (Santo Tomás
de Aquino, Summa theologiae, 1-2, q. 93, a. 3 ad 2).

La autoridad sólo se ejerce legítimamente si busca el bien común del grupo en cuestión y si, para
alcanzarlo, emplea medios moralmente lícitos. Si los dirigentes proclamasen leyes injustas o tomasen
medidas contrarias al orden moral, estas disposiciones no pueden obligar en conciencia. “En semejante
situación, la propia autoridad se desmorona por completo y se origina una iniquidad espantosa” (PT 51).

“Es preferible que un poder esté equilibrado por otros poderes y otras esferas de competencia que lo
mantengan en su justo límite. Es éste el principio del «Estado de derecho» en el cual es soberana la ley y no
la voluntad arbitraria de los hombres” (CA 44)

TREASURES FROM OUR TRADITION
Processions are life’s journey distilled. We move with companions, aware that Christ accompanies us, as we move to the altar for Communion or to the font for bap-tism, or carry a loved one to a place of rest. In Europe, the season of pilgrimage is beginning now, and tens of thou-sands of people are moving by foot on well-worn paths. Some take as long as six weeks to walk the last few hun-dred miles of the medieval pilgrimage route to the Shrine of St. James the Apostle in Compostella, in northern Spain.
Those who make the journey by foot, hiking, or by bicycle, have a kind of passport stamped at villages and monasteries on the road. When they present this document at the cathedral, they are given the emblem of a pilgrim, the scallop shell of St. James. High over their heads at Mass, a huge botafumero twirls clouds of sweet incense through the cathedral. Cynics say it is to mask the odor of smelly feet. The pilgrims know better. Seeing through the clouds the happy faces of those they met along the road, they recognize a foretaste of the welcome into heaven, and the joy of meeting loved ones in the Kingdom of God.

TRANSFORMACIÓN RADICAL
En este Trigésimo Domingo del Tiempo Ordinario, las lecturas describen todo menos un tiempo ordinario. Son inquietantes y nos dejan preocupados. La lectura del Anti-guo Testamento cuenta acerca de un joven que rompió radi-calmente con el pasado para seguir un nuevo camino. El Evangelio describe cómo repentinamente cambia la vida que conocemos si seguimos la llamada de Cristo. El Salmo y Pablo nos aseguran que ese cambio de vida es posible solo a causa del poder del amor de Dios. Se nos presenta una dura elección. Para amar como Dios ama, debemos dejar atrás a nuestras vidas antiguas. Debemos dejar atrás no solo lo malo, el egoísmo y el mal sino lo ordinario, nuestro trabajo diario y lo importante, nuestras familias, nuestras vidas. Amar con Dios ama requiere una transfor-mación radical, no una transición tranquila.

El último sábado de junio o el primero de julio en un ayuntamiento de Valcidacos, España, se pone en escena el Miserere escrito por Gustavo Adolfo Bécquer (1836-1870). Esta obra relata como un músico llega de noche a la Abadía de Fetero pidiendo posada. Los hermanos del monasterio lo invitaron a pasar la noche. Allí él les contó su vida
pecaminosa y su deseo de encontrar un Miserere (Salmo 51) digno de expiar sus pecados ante Dios. Le contaron del Miserere del Monte que cantaban durante la noche los monjes difuntos de un Monasterio que había sido destruido siglos atrás. El músico afanado por encontrar su Miserere, corrió a la montaña donde escuchó aquel lamentoso y bello canto. Al regresar a la Abadía intentó escribir la música de aquel Miserere, pero lo único que logro fue volverse loco.
Aquel pobre hombre murió sin reconocer que cada quien debe entonar a su manera su propio y pobre Miserere mei (piedad de mi). Dios no nos perdona por la belleza o la fuerza de nuestra confesión, sino por su amor y su
misericordia.
