PARTICIPATE WITHOUT BEING PHYSICALLY PRESENT IN COMPLIANCE WITH THE ESTABLISHED PROVISIONS.

1. CALL TO ORDER

9:00 AM meeting was called to order by Chair Dawn DeSart at 9:00 AM.

The meeting was called to order in the County Board Room to safely accommodate the number of persons who wished to attend in person.

2. ROLL CALL

County Staff Present: Nick Alfonso & Conor McCarthy (State Attorney's Office), Jason Blumenthal, Nick Kottmeyer, Sheryl Markay, Jeff Martynowicz, and Joan Olson John "Chip" Humes was also present virtually.

3. APPROVAL OF MINUTES

A. Legislative & Governmental Affairs Committee - Regular Meeting - Aug 13, 2019 9:30 AM

The minutes from the August 11, 2020 Legislative & Governmental Affairs Committee Meeting were unable to be approved, due to a typo in the agenda containing the incorrect meeting date. Conor McCarthy clarified that, per OMA, the Committee could not adopt the minutes in question until the next regular meeting.

No public comment was offered.

5. CHAIRMAN'S REMARKS - CHAIR DESART

Chair DeSart welcomed everyone to the meeting and shared her vision for the Committee to meet more often than it has met previously and to invite more guest speakers to attend. Chair DeSart then presented a brief orientation, introducing the Committee's staff, representatives, and duties.

6. DISCUSSION

Chair DeSart introduced Lead State Lobbyist John "Chip" Humes. A. 2021 Springfield Session Preview - Chip Humes

Mr. Humes gave updates on the current issues in Springfield.

7. OTHER ACTION ITEM

Chair DeSart introduced Ms. Sheryl Markay, who briefly reviewed the 2021 State Priorities Draft. Ms. Markay then addressed the Committee's questions regarding the 2021 State Priorities Draft.

A. Action Item -- 2021 State Priorities DRAFT

Upon passing the 2021 State Priorities Draft, staff were instructed to develop a more comprehensive 2021 State Priorities document for the Committee to vote on at the January 26, 2021 meeting.

Committee meetings. Upon further discussion, the Committee came to a consensus to change the timing of future Committee meetings to Tuesday afternoons.

Without objection the Chairman's Remarks were moved to later in the meeting.

6. LEGISLATIVE UPDATE

Sheryl Markay informed the Committee that the Veto Session will start October 28, 2019. She gave an update on the subject of recreational cannabis, the licensing of the dispensaries and the EtO Bann SB 2264. She is preparing a comprehensive end of session report for the Committee.

7. PROCUREMENT REQUISITIONS

A. LEG-P-0231-19 Recommendation for the approval of a County Contract to BGR Government Affairs, LLC, to provide Consulting Services as Lobbyists representing DuPage County before the U.S. Congress and the Federal Executive Branch for DuPage County’s Division of Transportation and Stormwater Management. This contract covers the period of September 1, 2019 through August 31, 2020 for County Board, for a contract total amount not to exceed $80,000.00. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2-300.4-108 (1) (b)BGR Government

There was much discussion , pro and con, on the role of Lobbyists representing DuPage County. The Committee requested staff to contact the Lobbyist Offices to request more detailed reports.

This contract covers the period of September 15, 2019 through September 14, 2020 for County Board, for a contract total amount not to exceed $90,000. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2-300.4-108 (1) (b)

Staff answered all questions posed by the Committee. On a roll call vote.

1 Potential List:

Preserve local revenues: counties rely on state shared revenues to provide critical services to residents,

yet the state continues to delay, diminish, or assess administrative fees on local government revenue streams. DuPage County opposes any future actions by the General Assembly to reduce or withhold owed local revenues including the Local Government Distributive Fund (LGDF), Personal Property Replacement Tax (PPRT), Motor Fuel Tax (MFT), and local sales taxes.

Support County Public Health Departments: county health departments have been on the front lines

24/7 combatting the COVID-19 pandemic for a year – providing education, contact tracing, testing, vaccine deployment and other critical support services to residents and businesses. Although significant federal dollars have been made available to the state, funds distributed to local health departments have been insufficient. Prior to the pandemic, the state budget appropriated only $18 million (in total) to support the state’s 97 county health departments. DuPage County requests additional state (and federal support) for all county health departments based on population levels.

Restore local control-siting of small cell technology: oppose the extension of the state enacted

Small Wireless Facilities Deployment Act that limits local siting authority (and sunsets June 1, 2021) and urge state leaders to lobby Congress to enact an equitable process for the siting of small wireless facilities and networks on local government owned infrastructure and in the public right-of-way.

Designate DuPage County as a Watershed Group: DuPage County is seeking formal recognition of the

County’s Countywide Water Quality Program as an official Watershed Group. Illinois EPA guidance encourages municipalities to participate in Watershed Groups to complete water quality improvement projects, programs, and plans. In addition to reducing redundancies and overall costs, a DuPage County led Watershed Group would increase collaboration and provide greater transparency.

Election Reform: even though more voters seek opportunities to vote early or to vote by mail, counties

are still required to operate and fund, at the same historic levels, a statutorily defined number of polling places on Election Day, diverting scarce resources away from rising vote by mail costs. Local election jurisdictions should have the flexibility to operate regional voting centers and to more efficiently manage the election process based on the needs of its voters.

Reauthorize the use of Ballot Drop Boxes: as part of the COVID-19 Election Reform package adopted

for the 2020 general election, the use of drop boxes was permitted as a method for voters to return ballots safely and securely. To continue the use of ballot drop boxes for the April 6 election, the General Assembly must act to reauthorize its use.

Increase state reimbursement of Adult Protective Services (APS): reports of suspected abuse or

self-neglect of the elderly and the disabled continue to rise yet the state reimbursement rate fails to cover the actual cost of the program, straining county resources and requiring the county to subsidize a state program. DuPage County calls upon the Illinois Department on Aging to increase reimbursement rates to align with the actual costs of these complex investigations.

Ban the sale of commercially bred pets: prohibit the sale of commercially bred animals, requiring pet

stores to only sell dogs, cats, and rabbits obtained from a shelter, humane society, rescue group, or 501 © (3) organization in counties with a population greater than 500,000.

Extend County Apportionment Deadline: the U.S. Census Bureau (due to COVID-19) missed its

statutory deadline of December 31, 2020 to deliver population counts used for apportionment to the President nor is it expected to meet its April 1, 2021 timeline for sending redistricting counts to the states. Absent this information that is required to redraw legislative and county board districts, county boards will be unable to meet its own statutory deadline of July 1 to adopt a reapportionment map.

2 DuPage County will work with other counties to extend this deadline in accordance with the revised census timelines.

Extend the 9-1-1 (ETSB) Surcharge: ensure the continuation of the monthly $1.50 per line wireless

and wireline 9-1-1 surcharge (that sunsets as of December 1, 2021) that supports the operation of local 9-1-1 systems statewide and the development of the state’s Next Generation 9-1-1 network.

Protect the Environmental Health of our Residents: continue to work with state lawmakers to adopt

appropriate clean air and water standards and support measures that reduce our state and nation’s carbon footprint and protect our environment.

Efficiency of Local Government: continue to seek approval of legislation that provides additional tools

and support to local government leaders to consolidate units of government and to share services across traditional boundaries.

Release of Capital Projects: work with the Governor’s Office to prioritize the release of DuPage

County capital projects that were included as part of the Rebuild Illinois (capital) program.
