Risk-Based Inspection has become an integral part of the plant's work process, as engineers and inspectors compare risk-based intervals against fixed and condition-based frequencies. Managers are starting to understand the potential benefits of risk management, but most are only scratching the surface of the business benefits RBI can provide. At the same time, regulators are interested in the technical basis for the calculations as well as the background and quality of the work that is performed.

Can the continuing development of RBI technology, including the new API RP 581, facilitate cooperation in creating uniform regulatory standards and perhaps lead the way to creating a global standard? Could RBI lead the way to creating Best Practices that assure safety and drive business decisions in non-regulated as well as regulated areas?

This workshop will focus on the emergence of RBI as an international standard for risk analysis, inspection planning, and proactive risk management practices. There will also be a day of open training on the new edition of API RP 581 RBI technology followed by User Group hands-on software training.

API RBI The Documented Industry Approach

• Lynne Kaley [Vice President of The Equity Engineering Group], a pioneer in RBI technology, will open the workshop with a welcome and introduction presentation. Lynne has led the development and application of RBI technology in the industry and has served as the Project Manager of the API RBI Joint Industry Project since 1996.

• Vincenzo Correggia [Department Head of the Italian Ministero dello Sviluppo Economico (Ministry of Economic Development)] will provide a brief presentation on the Italian government’s perspective of RBI for setting pressure vessel inspection intervals. Mr. Correggia is entrusted with the government control activities aimed at assuring the safety of industrial plants. His department has jurisdiction to ensure owner operators stay in compliance with in-service inspection intervals for pressure equipment, as required by Italian law. Approval for the use of RBI and the technical approach used is subject to approval by Italian authorities. • Phil Henry [The Equity Engineering Group] will highlight and discuss the various changes in

the new 2nd Edition of API RP 581 Risk-Based Inspection Technology. Phil, an expert in

pressure relief systems, led the development of the API RBI pressure relief methodology and RBI bundle and consequence modeling technology in API RBI.

• Dr. Matthias Pfaffelhuber [Bayer Technology Services], an experienced RBI user in Europe and the US, will present a case study on KBISTM - Inspection Management Integration for API RBI

in Organizations Dedicated to Operational Excellence. Matthias leads the RBI group of Bayer Technology Services.

• András Seregi [piLINE Ltd.], an IT expert in the development of enterprise level Information Systems for oil and gas industry, will discuss developing a risk mitigation strategy (Risk Benchmarking) based on Integrated Inspection and Maintenance Planning System implemented in a Slovakian refinery. András is the head of the Research and Development Department of piLINE Ltd.

• David Osage [President of The Equity Engineering Group], an industry expert and leader in the development and use of FFS technology, will discuss the integration of Fitness-For-Service and Risk-Based Inspection. David is the principal author of API 579 Fitness-For-Service technology, developing many of its assessment methodologies and supporting technical information.

Regulatory Roundtable: EU Compliance, Inspection Planning and Regulatory Acceptance

• Dr. Aleksandar Jovanovic [Steinbeis Advanced Risk Technologies] will report on the EU RBI guide document CEN CWA 15740:2008, adopted in April 2008. He chaired the activity for Risk-Based Inspection and Maintenance Procedures for European Industry (RIMAP) as well as CEN document for EU RBI guide document. Prof. Dr. Javnovic is the CEO and Director of Steinbeis Advance Risk Technologies, R-Tech.

• Toon van der Meer [LyondellBasell Industries Netherlands] will present his experience in obtaining government approval in France and the Netherlands as well as the implementation process. Toon has over 30 years experience in mechanical engineering, metallurgy and inspection technology and is currently Principal Reliability and Inspection Engineer, supporting the Netherlands sites. He has contributed to the development of corporate and governmental inspection work processes and procedures through a pilot RBI pilot study with the Dutch government started in 1999. As a result of this pilot, RBI has been accepted by the governmental authority as an approved method for defining flexible inspection intervals since 2004.

• Djordje Mihajlovic [Vice President of the NIS Petroleum Industry of Serbia] will report on risk management and the use of risk-based approaches in inspection, maintenance and HSE analysis of NIS plants.

• Stefano Pinca [Istituto Italiano della Saldatura (IIS)] will present a case study on the use of RBI to determine inspection frequencies as well as discuss RBI acceptance in Italy. Stefano is currently the Group Leader of the Plant Reliability Area within the Engineering Department and has been with IIS since 1995. He has been involved in RBI activities since 1998 and has performed more than 100 plant studies.

• Scot Haines [Hess Corp.] will discuss using RBI to evaluate current best practices related to Integrity Management and to quantify high-level relative risk for onshore and offshore producing assets and midstream applications. Scot works as the Mechanical Integrity Technical Expert for US Gas Plants and has been part of Integrity Management initiative for Hess Global Production Network to evaluate relative risk for Hess production assets worldwide. • Ricardo Sanches Costa [Instituto de Soldadura e Qualidade (ISQ)] will present a case study on the impact of RBI on long term inspection planning. Ricardo has managed RBI implementation projects in Portugal and abroad since 2001. He has actively participated in the API RBI User Group as well as the technical review and ballot of probability of failure modules for the 2nd

Edition release of API RP 581. Ricardo currently heads the RBI Group at ISQ.

• Tim McGhee [Saudi Aramco] will present his case study on the use of RBI to extend/shorten inspection intervals. Tim joined Saudi Aramco in March 1981 and worked for 22 years in the upstream inspection units before transferring to the Central Engineering Inspection Department in 2003. Since joining the Central Engineering group, he has provided RBI training to plant personnel and has actively participated in API RBI User Group activity. Tim has used API RBI since 2001 and has performed 29 upstream and downstream facility studies using the API approach.
