Reports to a senior executive in the organisation. Responsible for overseeing all cost planning functions including:

− liaising with other company disciplines and overseeing provision of relevant services as required.
BLD*08 Cost Planner / Quantity Surveyor
Involved in design phase of projects, establishing cost effective solutions to the framework for on-going cost control, including:
− calculating costs for each stage of the project
− creating financial models for cost comparisons of design alternatives
− researching cost saving solutions
− monitoring design development to ensure budget compliance
− works closely with estimators, design managers and planners.
BLD*09 Commercial Manager
Responsible for the financial management of projects, business opportunities and bids and negotiating and agreeing contracts including:
− directing and controlling commercial and financial risk analysis, control and reporting
− participating in the development of new business and the selection of opportunities to be pursued or tenders to be priced or negotiated
− conducting a commercial review of all tenders and ensuring that risks are determined and costed
− conducting a commercial review of all head contract documentation and reporting residual risks and opportunities
− overseeing the development of appropriate pro-forma agreements for each project and instructing relevant staff in their use
BLD*09.5 Contracts Manager
Responsible for managing all contracts including:
− writing, evaluating, negotiating and executing contracts

Project manager usually with over 10 years’ experience or working on projects of $60m or more. May be responsible for one large or several smaller projects. Duties include:

Project manager with generally between five and 10 years’ experience working on projects between $10m and $60m. Responsibilities include:

− client and sub-contractor liaison
− review of drawings against site conditions
− review of scope of works, program and budget of the project
− co-ordinating design related issues
− assembling, assessing and letting of trade packages
− co-ordinating site activities
− liaising with contract administrators.
BLD*23 General Foreman
Foreman with five years or more experience. Works under the Project Manager and / or Site Manager. Responsible for day to day running of projects at this level including:
− supervision of on-site staff and sub-contractors
− keeps site diary, attends site meetings, checks all work
− assists in valuing claims and variations.
BLD*24 Foreman
Foreman generally with five years or more experience. Duties and responsibilities include the day to day running of projects but the Foreman is answerable to the General Foreman and has less personal responsibility. Duties and responsibilities include:
− supervision of on-site staff and sub-contractors
− keeps site diary, attends site meetings, checks all work
− assists in valuing claims and variations.
BLD*24.5 Safety Advisor / Safety Co-ordinator
Reports to the Health and Safety Manager or another senior executive. Less than five years’ experience. Responsible for assisting and administering the H & S program for a project / site including:
− establishing and promoting maintenance of safe and healthy working conditions
− recommending measures to reduce or eliminate industrial accidents and health hazards
− formulating health and safety policies
− devising and co-ordinating health and safety programmes.
BLD*27 Project Administrator
Project administrator with under five years’ experience. Reports to more senior administrators. Duties and responsibilities can include

Estimator with over 10 years’ experience. Responsible for major work within the estimating department:
− arranging pre-site tender visits

− preparing cost estimates and tenders.

Estimators at this level would have between five and 10 years’ experience. Duties include:

− Responsible for managing and preparing documentation using BIM or other software systems or packages.
BLD*33 Quality Assurance Manager
Responsible for setting up and / or maintaining a certified and audited quality assurance system. Qualified in quality assurance systems. May manage quality assurance officers. Usually reports to the Construction Manager. Often also responsible for maintenance of occupational health and safety records. Normally a building or engineering graduate with at least 7 years’ experience.
BLD*34 Business Development Manager
Specialist role involved in researching, finding, and progressing new work opportunities for the company, including:
− research
− project identification
− client liaison
− submission preparation and proposal writing
− assisting estimators with tender preparation
− heading up teams presenting proposals to clients
BLD*34.5 Bid Manager / Tender Manager
Reports to the Construction Director / Project Director. Works closely with the Business Development Manager. Responsible for preparing proposals and tenders for new projects, including:
− developing and monitoring the bid strategy and offer structure
− selecting, co-ordinating and monitoring the bid team
− developing and monitoring of the bid program
− engaging and managing the external design and other consultants
− reviewing the project methodology and program
− convening and overviewing the value management and buildability reviews
− convening and chairing all technical and commercial reviews with the bid team / management
− overviewing the project risk schedule to identify risks and develop mitigation strategies
− final review of the bid offer including management approvals and sign offs
− preparing and lodging the bid offer
− leading the post bid negotiations with the client or client representatives.
BLD*34.7 Bid Co-ordinator / Tender Co-ordinator
Reports to the Bid Manager, Business Development Manager or another senior executive. Responsible for assisting with preparing proposals and tenders for new projects, including:
− design and preparation of tenders
− production of tenders and expression of interest documentation
− design of presentations
− research into market opportunities
− preparation of campaigns and communication strategies.
BLD*34.9 Employee Relations / Industrial Relations Manger
Reports to a senior manager in the organisation. Responsible for the development, management and implementation of employee and industrial relations policies and processes, including:
− gives strategic advice to the company on employee relations and industrial relations
− develops and manages employee related policies and processes, including employment conditions, labour relations and training
− directs or carries out negotiations with trade unions
− acts as an advocate at industrial tribunals and hearings
− advises other managers on industrial relations matters.
BLD*35 Health & Safety Manager
Reports to senior management and is responsible for all occupational health and safety functions and issues including:
