1.0 INTRODUCTION 1.1 Purpose
The purpose of this guideline is to describe the qualification requirements and assessment process of becoming a Competent Person (CP) and/or Authorised Person (AP) to work on any electrical installation in the Airport. Due to the unique hazards associated with working in the Airport, all electrical works shall follow the Procedure TSD-P/T/003 Electrical System - Operation and Maintenance which specifies the roles of CP and AP and application of safety documents.
1.2 Scope
This guideline specifies the procedure of obtaining the qualification of CP and AP, and provides information on the assessment criteria and process.
1.3 Definitions and Roles of Personnel 1.3.1 Competent Person (CP)
A Competent Person is a person who should hold a Certificate of Registration of Electrical Worker for the appropriate grade(s) of electrical work he is required to work on. The Competent Person should has sufficient technical knowledge or experience to enable him to avoid danger and
have passed the Competency Test; and
be authorised in writing by the General Manager, Technical Services or his authorised delegate.
1.3.2 Authorised Person (AP)
An Authorised Person is an experienced employee of the Authority or installation / maintenance contractor, over the age of 21, holding a Registered Electrical Workers Certificate for HV and LV systems of the appropriate Grade and Permitted Work type, who has also:
obtained the qualification of Competent Person (CP); has 3 years relevant electrical works experience; has undergone a HV / LV training course;
has passed in both technical knowledge assessment and hands-on practice; and
been authorised in writing by the General Manager, Technical Services or his authorised delegate.
1.3.3 Electrical Technical Assessor
An Electrical Technical Assessor is an experienced employee of the Authority, who is:

authorised in writing by the General Manager, Technical Services or his authorised delegate;
is technically competent in the airport electrical system and has extensive hands-on experience in daily operation with specific knowledge and experience in the HV electrical system; and
is fully aware of all safety issues for the operation in E&M plants and for all HV related operations and procedures under TSD-P/T/003.
1.3.4 Sponsor
The Sponsor is the organization for whom the staff is working and required to carry out works related to procedure TSD-/P/T/003. He shall indicate the Contract under which the staff is working, and the required duties and responsibility in carrying the works. Recommendation shall be sought and signed by relevant AA parties in the application form.
2.0 APPLICATION PROCEDURES 2.1.1 Application form
Applicants should submit an Application form (Form TSD-F/092) and the corresponding supporting documents. The form is divided into two sections; Part A to D to be completed by the applicant and endorsed by the sponsor, and Part E to be completed by the sponsor. The Applicant shall complete Part A to D supplemented with the proof of following information, including:
Certificate of Registered Electrical Worker; Qualification and related experiences; and Training & safety courses attended.
2.2 Assessment on Competent Person (CP) 2.2.1 CP Training Session and Competency Test
The purpose of the CP training session is to ensure the applicant has a full understanding of the safety requirements of carrying out electrical related works at the Airport.
CP training sessions will be organized at regular intervals or may be specially arranged if necessary. The Competency Test will follow immediately after the training session and should be completed within 30 minutes. The test contains totally 15 multiple choices questions in both English and Chinese. The most appropriate answer should be chosen, and all questions should be answered. The pass mark is 80% of total score and all questions carry the same marks. The test paper should be returned after the examination.

The test paper will be assessed and the result will be announced within three working days. The qualified CP will receive an Authorisation Form (Form TSD-F/086) with the specified permitted duties and responsibilities once the endorsement process is complete.
Applicants who failed in the Competency Test would be given a chance to retake the test after 3 months. Applicants should resubmit or renew their Application Form if they want to retake the test. An applicant can retake the test of this stage a maximum of two times.
2.3 Assessment on Authorised Person (AP)
The assessment will be carried out in two stages. Upon passing the stage 1 test on technical knowledge, the stage 2 interview and practical test will be arranged on another day.
2.3.1 Stage 1 – Technical Knowledge Test
The purpose of Technical Knowledge Test is to assess the understanding of the applicants regarding the work nature of the airport electrical systems, their roles and responsibility under TSD-P/T/003, technical knowledge and safety requirements on electrical related works at the Airport.
The Technical Knowledge Test will be arranged on request. The test will last 30 minutes. The test contains totally 20 multiple choices questions in English. The most appropriate answer should be chose, and all questions should be answered. The pass mark is 80% of total score and all questions carry the same marks. The test paper should be returned after the examination.
Applicants who failed in the Technical Knowledge Test would be given chance to retake the test after 3 months. Applicants should update and resubmit his / her Application Form if he / she wants to retake the test. An applicant can only retake the test a maximum of two times.
2.3.2 Stage 2 – Interview and Practical Test
The purpose of the interview (approximately 1.5 hour) is to interact with the applicants to gauge their technical competence and previous experience in HV/LV electrical works. They will be assessed against the understanding of the switching procedure and safety precautions in carrying out HV works. They will be given a case study to demonstrate their understanding of procedure TSD-P/T/003. Examples of case study include:
Operation in a HV(11kV) network, such as busbar isolation and earthing, transformer isolation and earthing;
Operation in a LV(380V) network, such as changeover to essential supply and operation of interlocking system
The practical test (approximately 1.5 hour) is to focus on the application of the procedures in real life situations, which involve the operation of switchgear, isolation, proof dead, earthing of switchgear, and issuance and receipt of the

safety documents. The applicant will be given a demonstration switchgear and switchboard for the assessment purpose.
Applicants who failed in the Interview and Practical Test would be given chance to retake after 3 months. Applicants should update and resubmit their Application Form if they wants to retake the test. An applicant can only retake the test a maximum of two times.
The qualified AP will receive an Authorisation Form (Form TSD-F/086) with the specified permitted duties and responsibilities once the endorsement process is complete.
2.4 Authorisation Process
The Authorisation Form (Form TSD-F/086) will be given to the qualified CP or AP after the authorisation process is completed. The form contains the following information:
Name of the qualified CP / AP;
Grade and Permitted Work Code in Certificate of REW; His / her company and position;
Date of authorisation;
Renewal date (based on the expiry of the Registered Electrical Workers license (if applicable) or 3 years from the date of authorisation, whichever is earlier), and
Permitted duties / responsibilities.
The form is recommended by the authorised CP Trainer / AP Assessor, endorsed by the Maintenance Manager of the relevant system, and authorised by the General Manager of Technical Services or his authorised delegate.
2.5 Registration
A register of the Competent Persons (Form TSD-F/087) and Authorised Persons (Form TSD-F/088) is maintained by the respective Senior Managers and Maintenance Managers / Assistant Maintenance Managers. The master registration list at the FRTMO will be updated regularly.
2.6 Renewal of CP/AP
To renew the CP/AP qualification upon expiry, the applicant shall submit the Application form (Form TSD-F/092) at least one month prior to the expiry date. The application will be reviewed and re-assessment may be exempted should there be no change to the Permitted Duties / Responsibilities Re-assessment is mandatory if the renewal application is received 2 months after the expiry date.

2.7 Additional endorsement on existing CP/AP authorisation
Additional endorsement for existing CP/AP may be acquired under the following conditions:
1. The applicant is holding a valid CP/AP authorization form (From TSD-F/086). 2. The CP/AP is to be engaged in the works which are not covered in the
previous application. For example, the staff has obtained the CP/AP qualification registered under a maintenance contract, and is required to work under another works contract.
3. The CP/AP is be engaged in the works which require additional permitted duties and responsibilities, or in other systems not covered in the authorized form. For example, the staff has obtained the CP/AP qualification for a particular system, and is required to work at another system under different maintenance / works contract.
The applicants shall submit the Application form (Form TSD-F/092) for further review. For the case of CP, re-assessment may be exempted subject to the nature of additional works and required endorsement. For AP, re-assessment is required for the Stage 2 – Interview and Practical Test as described in Section 2.3.1 above. For successful applicant, the original authorisation form (Form TSD-F/086) will be updated with the additional endorsement.
