READING, CORRECTION AND APPROVAL OF MINUTES:The minutes of the September 19, 2015 QTBC meeting and phone polls were presented for approval. Motion by QTBC Member, TC Bear, to accept the minutes as well as the phone polls, as submitted. Seconded by QTBC Member, Ranny McWatters. Vote: JB, yes; TM, yes; TSR, yes; MR, absent; TB, yes; BG, yes; RM, yes; (6 yes, 0 no, 0 abstaining, 1 absent). Motion carries.

TREASURER’S REPORT: The Treasurer’s Report for the period ending September 30, 2015 was submitted to the QTBC in accordance with standard accounting procedures. Motion by QTBC Vice-Chairman, Thomas Mathews, to accept the treasurer’s report as presented. Seconded by QTBC Member, Ranny McWatters. Vote: JB, yes; TM, yes; TSR, yes; MR, absent; TB, yes; BG, yes; RM, yes; (6 yes, 0 no, 0 abstaining, 1 absent). Motion carries.

PROGRAM REPORTS: Written Program Reports were submitted in the QTBC packets for approval. Motion by QTBC Member, TC Bear, to accept the reports as presented. Seconded by QTBC Member, Ranny McWatters. Program Directors:

George Weber (SAP) – The numbers for the Substance Abuse Program are low this month, but they stay busy. Mr. Weber also wanted the BC to know that Steve Owen’s Prevention Program is doing well also.

Jamie Rogers (CHR) – On September 17th the Elder’s Olympics and there was about 18 elders that participated and there were 12 health screenings. The Breast Cancer Awareness Committee is also busy with “Pink Fridays” and the Decorate the Tata’s Bras are on display and the Color Walk is next Saturday. Yesterday the Mobile Mammogram was at the Wellness Center, there were 14 participants and 9 of them were tribal members. Next Friday from 11 to 1 they are offering free flu shots at Title VI to all tribal members, tribal employees, and tribal spouses.

Jani Cummings (DCR) – September 30th

marked the end of Fiscal Year 2015. The Marketing Department has been doing an awesome job with promotions to get people into the casino. The

“Goodnight Sleep” Promotion brought in 1,100 people that came in to pick up there comforter and sheets and an additional 250 that were rainchecks. That day there was a long line and brought in one of the highest revenue days of the year. VGT tournaments are invitation only for silver and gold card holders and that is supplied by VGT and that helps out a lot. There have also been changes to the players club. A welcome level has been issued for people that are just stopping by once and that way we aren’t mailing out promotions for people that only came in once. There is also a top tier for the platinum level. With 3 platinum parties this year DCR welcomed 75 new platinum members.

The casino also completed their carpet renewal and has received a lot of compliments with how bright it makes the casino look.

Gross gaming revenue year over year was up 1.6%. Gross win per guest increased 6.1%. Slot coin in year over year 3.8% with a gross slot win up 2.5%. Table games increase. 3.9%. Hotel occupancy was 99.1% and weekend occupancy of 100%. Food covers in the DCR restaurants was 710,840. Headcount for employees continued to stay below the 1,100 mark.

Anna McKibben (PR) – The newsletter should be mailing out any day now. Anna is currently working with Jackie Merrill in IT to update the Quapaw Tribal website homepage. It was brought to Anna’s attention that some of the pictures there are not all Quapaw members and she is hoping to correct that. She is also trying to get Bios of our tribal and pow-wow princesses. Apart from that Anna continues to attend tribal events, when notified, to capture some pictures.

Kim Messer (Grant Writer) – We have started to receive all the grant awards for the upcoming year. They are: Cops Grant $520,000, OVW Grant $450,000, HRSA Grant for Methadone $100,000. Homeland Sec. Grant for $340,000, and there were grants for the library and one for the fiber project. There are 6

outstanding grants in review for QCA and HHS.

Krista Pierce (Higher Education) – Deadline for fall funding ended in September and the dates to turn in spring funding applications will start on November 1st and run until February 29th. Krista is also working on a new program called “Career 101” this will help with resume preparations, interview skills, cover writing skills, communication skills, and how to dress for interviews. There will be 2 sections, one for adults and one for students. The needs for these age groups are different and will require separate skill sets. Krista is hoping to have those up and going next spring. Chairman asked how many people she thinks are going on to college. Krista explained it is hard to come up with an exact number because it changes all the time, but anywhere from 200 to 270 students are funded through her program.

Robyn Olsen (Records) - Robyn began by thanking everyone for their generous donations and friendship while her daughter Skylar attended multiple doctor appointments over the past few months. Robyn’s daughter Skylar showed everyone the new Esight glasses they were able to get her to help her see with everyone’s donations. Robyn expressed her gratitude for everyone’s continuous support. After that Robyn informed the BC that she is currently wrapping up end of the year documents and getting those boxed up and either placed in the vault or sent to Picher.

Ginger Morgan (HR) - There is currently 195 full time employees, 10 part-time, and 10 temporary with a total of 215 with 36 PRN in EMS. 75 are tribal members, 8 are tribal member spouses, and 112 are Native American. We recently completed open enrollment for health benefits. We are currently working with a prescription drug advocacy service recommended by RWI to help eliminate prescription co-pays. Rob Weaver (RWI) and Chairman Berrey explained more on the benefit of this service to the tribal members in attendance.

SUBCOMMITTEE REPORTS:

Larry Mercer (EFA) – Oct. 1 will start the new funding year. This past fiscal year they spent $39,602.60 with a budget this year of $45,000.

Rob Weaver (RWI) – Rob talked about the budget for Medicare part B that will be going up next year. People with a fixed income might experience an issue with that. Rob asked that if you do run into a problem with that to give his office a call and that also there is $700 deductible going up in Medicare part A & B.

Guests:

Carol Green – With the possible closing of Haskell University Carol is concerned about the Arch and the cemetery that some of our Quapaw children are buried. She asked that the tribe write a letter to the Board of Education to stop the destruction of the Arch and cemetery. Chairman Berrey asked Steve Ward to help construct a letter and ask that they consider our attachment to those landmarks. Chairman Berrey then requested that Carol go to Haskell, at the expense of the tribe, and take pictures and report back on the condition.

2016 Budget Approval – Last Tuesday Eric met with the BC to discuss the FY 2016 budget. This is Eric’s 3rd

budget cycle and this year we have a balanced budget. 2016 is looking good and they have been and will be more improvements. Motion by QTBC Member TC to approve the 2016 budget. Seconded by QTBC Ranny McWatters. Vote: JB, yes; TM, yes; TSR, yes; MR, absent; TB, yes; BG, yes; RM, yes; (6 yes, 0 no, 0 abstaining, 1 absent). Motion carries.

Family Services Caseworker Job Description – Motion by QTBC Member, Ranny McWatters to accept the job description as written. Seconded by QTBC Vice-Chairman, Thomas Mathews. Vote: JB, yes; TM, yes; TSR, yes; MR, absent; TB, yes; BG, yes; RM, yes; (6 yes, 0 no, 0 abstaining, 1 absent). Motion carries.

Fire/EMS Suburbans – Motion by QTBC Vice-Chairman, Thomas Mathews to approve the grant purchase. Seconded by QTBC Member, TC Bear. Vote: JB, yes; TM, yes; TSR, yes; MR, absent; TB, yes; BG, yes; RM, yes; (6 yes, 0 no, 0 abstaining, 1 absent). Motion carries.

SIP Provider Agreement – John Pipins explained this will be used to have all inbound and outbound calls come through our info structure instead of AT&T. We have a little hang up with their arbitration clause since they are asking us to waive our sovereign immunity. Fortunately we have found a vendor to work with us; however they haven’t sent us a final copy. Motion by QTBC Member, Ranny McWatters to accept the clause on a contingency basis, that the final agreement follows what was submitted. Seconded by QTBC Member, TC Bear. Emergency Housing – Chairman discussed the closing of the emergency housing program. We have put so much into moving someone in and having them destroy it just to move someone else in who will destroy it as well. It isn’t working and has become a big mess. The BC is proposing to make it low rent housing with a lease and the tenant would pay rent and utilities and have it be under the control of the Housing Dept. There is one that needs repairs that is going to cost upwards of $3,000. There was open discussion about the pros and cons of having the trailers for emergency housing versus low rent housing. Chairman mentioned that this started off as a great idea, but now we pay more then what the cost was. A lot of past tenants that have received their eviction notice at the end of their stay, started to destroy the property and the tribe is left to pay for it. These people are not willing to pay for restitution or do community service to pay for the damages and the BC does not want to prosecute these people, because the whole purpose of the program was to help fellow tribal members.
