Mission Statement
Danish Refugee Council (DRC) is a Danish non governmental organization established in 1956. DRC is an umbrella organization for 30 member organizations with programs in 21 different countries working for durable solutions for forced migrants. DRC has been operating in the Russian Federation since 1997.

DRC operates a large assistance programme in the Northern Caucasus in partnership with United Nations (UNHCR, WFP, FAO, UNDP), the European Commission's Humanitarian Aid department (ECHO) and the governments of Denmark (DANIDA), Norway (NRC), the Netherlands (DUTCH), Sweden (SIDA), and Ireland (DC-Ireland). DRC carries out activities in food aid, registration, mine risk education and physical and socioeconomic rehabilitation in Chechnya, Ingushetia, Dagestan and North Ossetia. Furthermore, DRC facilitates ‘Caucasus NGO Networking Initiative’.
Numbers and Characteristics of the Target Group
In December 2006, 18,468 IDPs (4,266 households) from Chechnya’s second conflict displaced in Ingushetia have been registered in DRC NC database. The number of IDPs has decreased by 7,687 since the beginning of the year, and by 406 since November 30th. Majority, 13,198 (3,054 households), of IDPs in Ingushetia live in the private sector, while 5,270 (1,212 households) reside in temporary settlements. 164 IDPs have registered to return to Chechnya: 109 from temporary settlements and 55 from the private sector. Out of 18,468 IDPs in Ingushetia, 10,906 were DRC food and NFI (non-food items) beneficiaries (WFP-served area), 3,469 belong to the vulnerable strata (according to UNHCR criteria it includes pregnant and lactating women, children under the age of three, the disabled, elderly people without adequate social support, orphans and children from single parent homes).

As of December 28th , DRC’s registration database contained the information about 647,811 individuals in Chechnya. Out of all registered individuals, 135,594 were eligible, according to DRC beneficiary selection criteria, for basic food and non-food aid; 95,914 were DRC food and NFI beneficiaries: 33,227 in WFP-served districts (Achkhoi-Martan, Sunzha and Staropromyslovsky District of Grozny) and 62,687 in ECHO-served districts Vedenskiy, Groznenskiy, Gudermesskiy, Kurchaloyskiy, Nozhay-Yurtovskiy, Urus-Martanovskiy and Shalinskiy); 82,970 persons belonged to the most vulnerable strata.

As of December 28th, DRC’s registration database contained information about 5,974 IDPs (1,301
households) in Dagestan. 2,349 individuals live in Kizlyarskiy District, 665 in Nogayskiy District, 1,072 in Tarumovskiy District and 1,888 in Khasav-Yurt districts. Out off 5,974 IDPs, 5,005 were eligible for food aid and were DRC food and NFI beneficiaries (ECHO served districts); 834 belonged to the most vulnerable strata.

Food and Non-Food Aid
Relief Distribution: Ingushetia
Under the project funded by WFP, DRC completed regular distribution cycle and delivered basic food rations (10 kg of wheat flour, 1 liter of oil, 0.15 kg of salt) to 9,392 Chechen IDPs in Ingushetia eligible for food assistance under the current WFP criteria.
Relief Distribution: Chechnya
Under the project funded by WFP, DRC distributed basic food rations (10 kg of wheat flour, 1 liter of oil, 0.15 kg of salt) to 35,378 beneficiaries in WFP-served districts: Achkhoi-Martanovski, Sunzheski and Staropromyslovsky District of Grozny.
Under the project funded by ECHO, DRC distributed basic food rations (20 kg of wheat flour, 2 liters of oil, 1.2 kg of sugar, 0.3 kg of salt) to 41,143 beneficiaries in ECHO-served districts: Kurchaloyskiy, Nozhay-Yurtovskiy, Urus-Martanovskiy and Shalinskiy.
On December 31, following the request from the Committee of IDPs of the Chechen Republic and upon the availability of extra funding from DANIDA, DRC implemented an ad-hoc distribution of food and non-food aid to Chechen refugees from Georgia who were currently residing in temporary accommodation centers (TAC) and private sector in Grozny. The ration consisted of food and non-food items: flour – 50 kg per person, oil – 2 liters per person, sugar – 25 kg per person, tea – 4 packs (250 gr) per person, laundry soap – 2 pcs per person, bathing soap – 4 pcs per person, washing powder – 4 packs per person, bleach – 2 pcs per person, mattress – 1 pc per person, blanket – 1 pc per person, bed linen – 1 set per person, winter rubber shoes – 1
pair per person, jerry can – 1 per household, crockery – 1 set per household, metal bucket – 1 pc per household.
Under the same project DRC distributed 700 New Year presents to the kids in TACs in Grozny city. School Feeding: Chechnya
Under the project funded by SIDA, DRC continued implementing and monitoring school feeding project in Shatoisky, Sharoisky and Itum-Kalinsky districts of Chechnya. Each of 3,154 schoolchildren in 26 schools received school day ration: 50 g. of rice, 50 g. of buckwheat, 50 g. of enriched porridge, 10 g. of kissel and 0.2g of sugar. In late December, DRC delivered New Year presents to all schoolchildren enrolled in the school feeding project.
In December, DRC procured and delivered pipes for water supply to the schools in eight villages of Itum-Kalinsky and Shatoisky districts. The further installation of pipes will be supervised by local administration and/or school administration.
RECOVERY ACTIVITIES
Physical Rehabilitation
Ingushetia
Under the sub-project of UNHCR, DRC is providing construction materials to 20 IDP households from Chechnya and Prigorodny district, North Ossetia-Alania, permanently settling in Ingushetia. Materials provided are sufficient for construction of standard 48 m² houses. In December, DRC housing sector staff has distributed materials for interior works: plaster boards, floor boards, insulation for ceiling, plinth and door locks. By the end of the month all 20 beneficiary households had finished construction of foundations, walls, floors and roofs, installed windows and doors, and finished major interior works. DRC procurement department have announced the tender and selected a contractor for the installation of sanitation utilities for bathrooms and kitchens in the respective houses. By the end of the month sanitation equipment have been installed in 5 houses. DRC housing sector staff continued to monitor the use of materials to ensure the proper process of construction works.
Under the project funded by SIDA, DRC is providing construction materials to 38 IDP households from Chechnya and Prigorodny district, North Ossetia-Alania, permanently settling in Ingushetia. Materials provided are sufficient for construction of standard 48 m² houses. In December, DRC housing sector staff distributed materials for interior works: plaster boards, floor boards, insulation for ceiling, plinth. By the end of the month, all 38 beneficiary households had finished laying foundations, 36 had completed construction of walls, 35 had installed roofs, 15 had finished interior works, 13 had installed windows and 9 had installed doors. DRC housing sector staff continued to monitor the use of materials to ensure the proper process of construction works.
Chechnya
Under the sub-project of UNHCR, DRC is providing construction materials to 113 beneficiary households (65 selected initially and 48 selected upon reassessment of needs) for reconstruction of war-destroyed houses (damage category II and III) in Shatoy district and Oktyabrskiy district of the city of Grozny. Materials provided are sufficient to rehabilitate the property and secure basic housing needs. In December DRC housing sector staff distributed roof timber, floor board and corrugated iron sheets. By the end of the month 31 beneficiary households had completed construction of walls and 100 had installed roofs. DRC housing sector staff continued to monitor the use of materials to ensure the proper process of construction works. Last batch of construction materials (windows, doors and floor board) will be distributed in January 2007. Under the project funded by DUTCH, DRC is providing construction materials to 76 beneficiary households for reconstruction of war-destroyed houses (damage category IV) in Komsomolskoe (Goy-Chu) village of Urus-Martan district. Materials provided are sufficient to rehabilitate the property and secure basic housing needs. In December all 76 beneficiary households had finished laying foundations, 69 had completed
construction of walls, 45 had installed roofs, and 30 had installed windows and doors. DRC housing sector staff continued to monitor the use of materials to ensure the proper process of construction works.
Under the project funded by DANIDA, DRC is providing construction materials to 60 beneficiary households for reconstruction of war-destroyed houses (damage category III and IV) in Samashki village in Achkhoy-Martan district, and Michurina settlement in Grozny city. Materials provided are sufficient to rehabilitate the property and secure basic housing needs. In December, all 60 beneficiary households had ready foundations and walls, 53 had finished construction of roofs, 31 had installed windows and doors, 15 had finished installing floors, and 9 had finished interior works. DRC housing sector staff continued to monitor the use of materials to ensure the proper process of construction works.
In November the School #32 in Grozny city, rehabilitated by DRC with funding from DANIDA, was opened for students. In December the outstanding works – installation of outdoor toilets – has been completed. 200 children are already attending the classes, and the school headmaster has indicated that the number of children attending this school will increase up to 700.
Under the project funded by NRC, DRC is providing construction materials to 40 beneficiary households for reconstruction of war-destroyed houses (damage category III and IV) in Shaami-Yurt, Yandi and Michurina villages. Materials provided are sufficient to rehabilitate the property and secure basic housing needs. In December, DRC housing sector staff distributed plinths and floor and ceiling boards to those beneficiaries who have finished installing roofs. By the end of the month all 40 beneficiary households had finished laying foundations, 37 had completed construction of walls, 27 had installed roofs, 9 had installed floors, windows and doors. DRC housing sector staff continued to monitor the use of materials to ensure the proper process of construction works.
Under the project funded by ECHO, DRC is providing construction materials to 196 beneficiary households for reconstruction of war-destroyed houses (100 houses damage category IV and 96 houses damage category III) in Alkhan-Kala, Michurina, Komsomolskoe, Yandi, Samashki and Shatoy villages. Materials provided are sufficient to rehabilitate the property and secure basic housing needs. In December DRC housing sector staff distributed roof timber, brick, cement, doors and windows. DRC staff will continue to monitor the use of materials to ensure the proper process of construction works.
Under this project, 6 infrastructure rehabilitation sub-project are being implemented: rehabilitation of water supply systems in Duba-Yurt, Kokadoy and Alkhan-Kala villages and rehabilitation of schools in Kenkhi, Michurina and Yandi villages. By the end of the month water supply project in Kokadoy has been completed, other are implemented according to the workplan.
Under the project funded by DC-Ireland, DRC is providing construction materials to 30 beneficiary households for reconstruction of war-destroyed houses (damage category IV) in Zony village. Materials provided are sufficient to rehabilitate the property and secure basic housing needs. In December DRC housing sector staff distributed roof timber, ceiling materials, floor boards, plinths, windows and doors. By the end of the month, all 30 beneficiary households had finished laying foundations and completed construction of walls and roofs, 25 had installed windows and doors, 4 had finished installing floor and 5 had finished interior works. DRC housing sector staff continued to monitor the use of materials to ensure the proper process of construction works.
Under the project funded by SIDA, DRC is providing construction materials to 38 beneficiary households for reconstruction of war-destroyed houses (damage category III and IV) in Shatoy village. Materials provided are sufficient to rehabilitate the property and secure basic housing needs. In December, DRC housing sector staff distributed roof timber, windows and doors. By the end of the month all 38 beneficiary households had finished laying foundations, 32 had completed construction of walls, 21 had installed roofs, 18 had installed and doors. DRC housing sector staff continued to monitor the use of materials to ensure the proper process of construction works.
North Ossetia – Alania
Under the project funded by NRC, DRC is providing materials to 57 refugee households from South Ossetia, Georgia, for construction of the new houses in Ardon, Zmeiskaya and Elkhotovo settlements. Materials, sufficient to rehabilitate the property and secure basic housing needs, are provided for those households which have acquired a land plot and have completed foundations. In December, DRC housing sector staff
distributed construction materials, and by the end of the month all 57 beneficiary households had completed construction of walls, 45 had installed roofs, 17 installed windows and 5 installed doors. DRC housing sector staff continued to monitor the use of materials to ensure the proper process of construction works
Under this project DRC installing gas connection to the main gas pipe for 34 IDPs houses in Novy settlement. DRC has signed contract for humanitarian assistance with Ministry of Nationalities, which has hired a contractor “Oktaybrraigas” for implementation of the project. The project should have been finished by December 31, 2006, but due to weather conditions only 25 houses were connected and the contract was extended till 31 of January. DRC field engineer is monitoring the implementation of the project.
Income Generation Activities
DRC continues implementing 153 projects under its Income Generation Activities (IGA) programme in North Caucasus. 143 projects are being implemented in Chechnya, 5 in Ingushetia and 4 in Dagestan and 1 in North Ossetia-Alania. 18 projects are funded by DANIDA, 24 by DUTCH, 28 by SIDA, 66 by ECHO, 15 by NRC, and 2 by UNHCR.
In December, beneficiaries of all 153 projects had procured the requested equipment and received outstanding 20% of funds. All project beneficiaries submitted financial reports, and DRC staff completed the assessment of project progress. Out of 143 projects in Chechnya, 80 have started commercial activity, the rest are completing installation of equipment, except the projects of the production of pavement slabs and breeze blocks as these types of projects cannot be functioning in winter time. The projects in Ingushetia, Dagestan and North Ossetia-Alania have been launched and successfully functioning.
Implemented projects have focused around the following income generation sectors: production and retail of food items, repair of motorised vehicles, garment production, IT workshops, production of construction materials, launching of refectories and cafeterias, hairdressing, repairs to and production of wooden and iron implements, etc.
Agricultural Activities
In December, DRC continued to implement the agricultural projects.
Under the project funded by ECHO, DRC agriculture sector staff has has distributed construction materials for 10 greenhouses (size 15X5 m): 2 greenhouses Yandi village, 1 in Goyskoye 3 in Shaami-Yurt, 1 Michurina settlement (Grozny) and 3 in Katar-Yurt. According to the agreement signed by DRC and the subcontractor, seeds to grow 3300 seedlings for this project have been planted in the state farm in Gikalo village.
Under the project funded by SIDA, DRC agriculture sector staff has distributed 30 bulls (2 bulls per beneficiary household). Bulls were distributed for 4 households in Goyskoye village, for 2 in Michurina settlement, for 3 in Alkhan-Kala village, for 3 in Shaami-Yurt village, and for 3 in Duba-Yurt village.
In December, DRC agriculture sector staff continued monitoring projects’ activities in the Achkhoi-Martanovski, Urus-Achkhoi-Martanovski, Shalinski, districts.
Social Support Programmes
Under the project funded by DANIDA, DRC distributed 5500 New Year presents to the school children, orphans and invalids under 12 years of age in the following villages of Chechnya: Duba-Yurt, Goyskoe, Kokadoy, Katar-Yurt, Komsomolskoe, Michurina, Samashki, Serzhen-Yurt, Shatoy, Shaami-Yurt, Tazbichi, Yandi, Zony, and Alkhan-Kala.
Registration
Ingushetia
In December 2006, 496 individuals addressed DRC Information Centers in Nazran, Sleptsovsk and Malgobek. 410 IDPs received further consultation and counseling, 69 IDPs filled the applications for food assistance; 87 IDPs officially registered return to Chechnya; 6 filled the applications for transference, family reunification and technical separation of families. DRC registration/verification teams evaluated 100 applications and visited 810 IDP households.
Chechnya
In December 2006, 2,187 individuals addressed DRC Information Centres in Chechnya. 929 individuals submitted applications for food assistance and 1,055 households were visited and evaluated by DRC mobile registration teams.
DRC continued verification of current food aid beneficiaries for their eligibility for food assistance. In December, the verification team checked 4359 beneficiaries in ECHO-served Kurchaloi, Shali and Grozny districts and WFP-served Achkhoi-Martan, Sunzha and Grozny districts. The results of verification suggested that 57% of the surveyed beneficiaries should be excluded from beneficiary list and remaining 43% should continue receive food assistance.
Assessment, Monitoring and Evaluation
In December, Assessment, Monitoring and Evaluation team (AME) department completed the process of data collection in Chechen villages to be included into DRC Integrated Area Based Return and Livelihood Recovery (IARLR) humanitarian intervention. Information on the needs and terms for the return of IDPs was collected and analysis is completed.
The household survey for the determination of possibility to introduce the voucher system in different villages (direct money transfers) was conducted in summer 2006. The analysis of the collected data and assessment reports are to be completed in January 2007.
The AME department began the monitoring of DRC projects (agricultural and income-generation activities) carried out under IARLR in 2006. In the course of monitoring the projects in Urus-Martanovsky and
Groznensky districts of Chechnya DRC has been working out the precise monitoring mechanism to be used later on.
Danish Demining Group
Danish Demining Group, funded by DANIDA, continued its activities carried out by 11 Mine Risk Education (MRE) instructors in Chechnya.
MRE presentations were conducted for 3,806 schoolchildren Kurchaloyski district and in city of Grozny. All participants of workshops received copy-books and pens with MRE messages.
Special workshop was held for 24 school librarians in order to enable MRE events to be conducted in their respective schools on a regular base. School libraries were supplied with different MRE material such as booklets, brochures, posters etc.
MRE presentations were also carried out at the points of social payments for 997 individuals.
One mobile team (four MRE instructors) carried out MRE sessions for 216 staff members of construction brigades working on reconstruction sites in Grozny City.

In December 2006, a total of 350 local and 8 international DRC employees have been employed in all operational sectors and units.
