En 2011 la CE a déclaré que les activités de sensibilisation devraient être encouragées. Dans l’étude du IDC de 2009, il est recommandé de développer des initiatives spécifiques pour les PME..

Les avantages attendus de la mise en œuvre de INSEMOT PME sont:

(1) Le développement transfrontalier des IS-activités est important, comme la situation

juridique de l'UE varie considérablement en termes de confidentialité, sécurité des données et les droits des consommateurs. Nous offrons un portail multinational de l’information et

formation, le partage et structuration d’information et d'expertise, afin d’accélérer le processus de l’apprentissage.

2) Nous offrons un programme d'apprentissage adapté (blended learning), adapté aux besoins spécifiques des PME/ME pour les encourager à adopter des mesures plus avancés. Résumé: The main problem of the INSEMOT SME project had been the lack of information and

available further training in the field of data protection and Information Security (IS). This is a major problem for SMEs – and especially Micro-Enterprises (MEs; <10 employees) – where usually the owners themselves have to take important decisions regarding the information security systems for their firms. Therefore it had been highly recommended offering information and further training on IS to reach these important target groups by various EU institutions.

Description: The general aim of our project was to provide owners of SMEs/MEs and their staff, with understandable and efficient information and a modular training on Information Security (IS) in order to meet their obligations under the terms of the legislation and to ensure their

compliance. The cross-border development of IS activities is important, as several rights and approaches in the EU vary considerably in terms of privacy, data-security, consumer rights and liabilities. Therefore we did provide (1) a multi-national information and training portal, aiming to facilitate an enriched and speeded-up learning process by sharing, structuring and modelling a huge critical mass of informal expertise and tacit knowledge, e.g. to develop the understanding of legislation concerning data protection throughout the EU with focus on the 6 partner countries and our defined target groups. (2) We did offer a tailored blended learning program in the field of IS for SMEs/MEs and their employees, address the demand-supply mismatch identified, clarify their specific needs and to encourage them to adopt better and more advanced security services. The concrete outcome had been a modular training of about 40 training units: we planed 16 classroom units & 24 e-learning/self-study units in order

security matters especially for small and micro enterprises at national as well as on European level in order to provide this target group with solutions tailored to their needs, aiming to make their work environments more secure.

The aim we wanted to achieve regarding the LLL program was to encourage the cooperation between VET (mainly via the training institutions involved) and the world of work (see LEO-TraInno-7). The chosen consortium will grant for a sustainable exploitation of the products by using their contacts and networks at national and European level.

The project recognises that the cross-border nature of Information Security activities is important, as many of the practices relating to privacy, data security, consumer rights and business responsibilities can differ from one EU country to another.

Consequently, the INSEMOT project takes the form of a multi-lingual information and training portal, which has been structured to enable users to search for and acquire expertise and knowledge on Information Security and Data Protection issues throughout the EU, with a focus on the 6 partner countries (Austria, Czech Republic, Germany, Ireland, Italy and Spain) and the defined target groups of SMEs and MEs.

Description: Aims & Objectives

The principal aim of the INSEMOT project is to help the owner(s) and staff of SMEs/MEs to understand their obligations with regard to Information Security and to comply with the relevant legislation that applies to capturing, storing and processing data in their country. The project seeks to achieve this objective by providingthese businesses with a multinational informations portal and a modular training programme on Information Security.

Most business owners only realise the importance of securing their data AFTER they have been harmed by a security incident. By taking action now, you can minimize the risk of loss or damage to you and your business!

Résultat: The main problem being tackled by the INSEMOT SME project is the lack of information and availability of training in the field of data protection and Information Security (IS). This can be a major issue for Small-Medium Enterprises (SMEs) and, in particular, Micro-Enterprises (MEs) which employ less than 10 employees, as it is typically left to the owners of these smaller businesses to take important decisions regarding the IS systems fortheir enterprises. The European Commission has prioritized the provision of information and training resources on IS to this target group.

Produit 'INSEMOT Curriculum'

Titre: INSEMOT Curriculum Type de Produit: Programme/curriculum

Texte marketing: This curriculum shall serve teachers in the field of Information Security Management as a handbook on how to organise a course on Information Security Management designed for owners / managers and employees of small and medium sized enterprises (SME) . It is designed and meant to give ideas and serve as a good practice example. The organisation of an individual course nevertheless will require adaptation and modification of the provided structure and concept in regard of individual needs. If participants require a more individual attendance or if some of the listed units are of more interest to the learners than others, the teacher is always free to set priorities according to target group needs.

Description: This curriculum consists of five main building blocs:

1.the course description (chapter 1) providing an overview of the central learning objectives of the workshop;

2.the macro planning of the workshop (chapter 2) including details of the 3 training levels to be achieved, learning objectives of each level, as well as suggestions on how to split the learning content between online and face-to-face sessions;

3.the description of assumed target group pre-requisites per training level and the conditions regarding the learning environment (chapter 3);

4.the description and reasoning of methods to be applied throughout the training (chapter 4); 5.a suggestion and example for the organisation of the blended-learning approach (chapter 5).

Cible: The aim of this course is to support owners or managers of small and medium enterprises in the planning and implementation of an adequate information security concept. Throughout the course this target group shall gain a basic understanding and knowledge of information security, its requirements and juridical framework, strategic and organisational approaches and practical measures. In order to meet different company’s pre-requisites and needs the course is divided in 3 Levels:

Level 1: Generic Level 2: Intermediate Level 3: Advanced

After completing Level 1 participants will have a general understanding of what Information Security Management is and why it is important for companies.

Level 2 will provide participants with an overview of some measures to be taken.

Participants completing Level 3 will be in a position to take over the role of the Information Security Officer for their company.

Résultat: The main characteristics of the profile of an Information Security Officer can be summarized as follows:

Target Audience: The generic level addresses owners / managers and employees of SMEs. Objective / Learning Outcome: The main objective is to raise awareness of Information Security Management and to provide practical knowledge and skills on how to respect Information Security in daily routines. The generic level covers parts of PLAN and RUN and consists of 15 learning units.

Level 2: Intermediate

Target Audience: The intermediate level addresses owners and managers of SMEs who are responsible for the organisation of Information Security Management and are in charge of decision making.

Objective / Learning Outcome: Within the intermediate level pre-knowledge in the field of Information Security and ICT is not required. It is the objective of the intermediate level to train participants to be able to plan and organise IS in close co-operation with external IS experts. The intermediate level provides a deeper understanding of PLAN and RUN and consists of 15 learning units.

Level 3: Advanced:

Target Audience: The advanced level addresses owners / managers of SME who have some pre-knowledge in ICT and in basic Information Security correspondent to Level 1 and 2. Objective / Learning Outcome: It is the objective of the advanced level to train participants to be able to organise and implement IS measures themselves, at least to a great extent. The advanced level provides a deeper understanding of MANAGE and consists of 10 units.

INSEMOT FINAL CONFERENCE

Description Under the theme "Information Security matters to you and your business!", the final conference of the INSEMOT project has taken place in Albacete (Spain) on 26 and 27 of September 2013. On this occasion we have worked together as many Associate Partners as possible, to make the most of the networking opportunities offered by the project. The overall objective of the event - which in the first place is meant to be a meeting place to facilitate networking and develop further collaborations at European level - is therefore to disseminate the outcomes of the project and share the knowledge developed throughout the two years of its duration, as well as to give participants an opportunity to compare experiences and exchange ideas with colleagues from all over Europe. The conference was attendant for about 50 persons bringing together representatives of the regional governments,

stakeholders, partners, companies, and in general any person interested in the Security of Information.

Cible Everybody who cares for Information Security. Especially owner of SMEs/MEs and their staff members.

Every person who is interested in the project and who would like to help us to spread the idea is highly welcome to participate.

TTU Workshops

Date 31.07.2013

Description TTU (Train-the-User Workshops) took place between May and July 2013. They are trainer-led and participant-driven to ensure that they relate directly to the potential requirements and applicability of owners of SMEs and MEs.

Scheduled for one day, the general aim of the Train-the-User workshops is to qualify “owners/entrepreneurs” to gain (more) knowledge on Information Security in order to

implement processes of IS in their companies.The main objective of the TTU workshops has been to enable the owners of SMEs to learn more about Information Security and to

understand the importance of IS (and learn about important risks via Case Studies). They also learned how to implement IS Management processes and where to find further information on the theme in order to implement IS measures in the own companies.

TTT Workshops

Date 01.06.2013

Description The pilot phase takes place in each partner country. Workshops are trainer-led and participant -driven to ensure that it relates directly to the potential requirements and applicability of SMEs and MEs. Scheduled for one full day, the general aim of the Train-the-Trainer session is to qualify “Trainers” to transfer their knowledge regarding the INSEMOT project further. The following report evaluates the participation of the Train-the-Trainer (TTT) workshop within the pilot phase. The evaluation is based on client and trainer feedback to ensure that it best meets the need of medium, small and micro-enterprises currently operating in Austria. Cible Trainers for the TTT workshop are IT experts and are chosen by each partner. These experts

attend transnational meetings and are invited to give their feedback at a very early stage of the project. Regarding our main products, they also have the possibility to comment on the training process. In addition to it, the chosen Austrian IS expert Georg Goebel was
