Pursuant to Article 35 of the Fire Safety Act (Official Gazette of the Republic of Slovenia nos. 03/07-UPB 1, 9/2011, 83/2012), Fire safety rules (Official Gazette of the Republic of Slovenia nos. 52/07, 34/2011 and 101/2011) and the Rules on training of employees for fire safety and training of responsible persons to carry out fire safety measures (Official Gazette of the Republic of Slovenia nos. 64/95, 32/2011 and 61/2011) and Article 24 of the Articles of Association of the Študentski dom Ljubljana Public Institute

FIRE RULES Article 1

Organization of fire safety

The Fire rules are an organization regulation which governs fire safety in Študentski dom Ljubljana (hereinafter the Institute) in accordance with the Rules on fire rules.

Fire rules stipulate:

a) organization of fire safety,

b) fire safety measures and manner and supervision of how these rules are carried out, c) instruction on how to act in case of fire, especially tasks, responsibilities of the

employees and other persons are procedures that have to be followed in case of a fire as well as tasks and responsibilities of individual categories of persons,

d) types and manner of fire safety training, e) appointing an authorised person.

Each person who is regularly, temporarily or from time to time employed or resides in the premises of the building must be acquainted with the fire rules.

Excerpt of the fire rules is, in accordance with the Rules on fire rules, hung at appropriate locations in each dormitory of the Institute, on each floor of the building. This excerpt includes short instructions on fire safety organization and measures and an evacuation plan. Full length Fire rules are kept by the dormitory keeper. Excerpts from fire rules are also hung in business premises of the Institute.

The Director of the Institute is responsible for fire safety in the building and he/she authorises an individual or a legal entity to carry out fire safety measures. Due to different areas of work the following people are also responsible for carrying out fire safety measures: expert fire safety worker, head of the technical sector, coordinator – manager of the dormitory, dormitory keeper and an authorised expert organization specialising in carrying out fire safety measures. Putting out early stage fires and carrying out evacuation is the task of the dormitory keeper, representative and the alternate representative of the dormitory.

Employees, residents and visitors located on the premises must comply with and carry out the provisions of these fire rules and other fire safety regulations, instructions and requirements. All business and residential buildings of the Institute must be equipped with the correct equipment and other fire protection devices.

Fire extinguishers are located in all buildings referred to in the previous paragraph. All fire extinguishers for extinguishing early stage fires must be technically faultless and located at an accessible location.

Surfaces and communication means are located in the outside areas and serve as intervention paths and areas where people gather in case of an evacuation, therefore these areas must always be free.

Article 2

General instructions for actions in case of fire

In case of fire first the situation, scope of danger and endangerment are evaluated and based on this the course of extinguishing the fire and the rescue procedure are defined.

Whoever notices that there is imminent danger of fire or explosion or whoever notices a fire must immediately eliminate the danger or extinguish the fire if he/she can do that without causing harm to himself/herself or others.

If he/she cannot do so on his/her own, he/she must immediately inform the notification centre by calling 112 or the nearest fire brigade. Anyone who has a means of communication or a vehicle available must help him/her with this.

Article 3

General instructions for notification of a fire

1. If the fire has not yet spread, eliminate danger if you can do so without causing harm to yourself or others.

2. Warn those around you by yelling “FIRE”!

3. If there is immediate danger to people, start rescuing them!

4. Start extinguishing fire with an appropriate fire extinguishing device! 5. Switch off electricity in the building (the main switch)!

6. If you asses that you cannot extinguish fire immediately, leave the building and call the nearest fire brigade or the notification centre (PHONE NUMBER IS 112) and provide the following information:

- who is calling, - where the fire is, - what is on fire, - scope of the fire,

- whether there is immediate danger for people.

Instructions on the course of action before and in case of fire for the student in the on-duty booth

Preventive measures:

 keeps a list of visitor arrivals (purpose of the visit),

 regularly and diligently carries out rounds, inspections and checks,  immediately checks all received notifications from the area of fire safety,  enters findings and reports to the professional fire safety worker or the

dormitory keeper on such findings,

 in case of fire starts extinguishing early stage fires with the available fire extinguisher,

 acts in accordance with the internal notification rules in case of fire. Procedures and tasks in case of fire:

 in case the fire cannot be extinguished safely and if we are in the endangered building we must immediately inform the Notification centre (phone number 112), the

dormitory keeper, the professional fire safety worker and the Director of the Institute of this,

 when we notice a fire we start extinguishing it with the nearest handheld fire extinguisher and then inform the dormitory keeper, the professional fire safety worker and the Director of the Institute of the fire,

 we start extinguishing the fire if we can do so without danger to ourselves or others,  we must comply with the necessary instructions provided by the responsible persons,  with evacuation we must direct people towards the shorter exit way. By doing this we

comply with designated signs showing the way out,

 we must leave the premises as soon as possible and direct evacuees to gather at the gathering locations.

Procedures and tasks after the fire:

 we must all act in accordance with the instructions of the professional fire safety worker and representatives of the fire-fighters who intervened,

 after the fire extinguishing is concluded the fire extinguishing devices are placed on designated locations to be serviced or refilled.

Article 5

Instructions for actions of users of living areas – residents before and in case of fire

Preventive measures: Users:

 carry out fire safety measures in accordance with the fire rules (excerpt from the fire rules and evacuation plan), cooperate in prevention of danger and break out of fire,

 must take part (all residents) in practical training to carry out the building evacuation in case of fire in accordance with Article 11 of Rules on fire rules (Official Gazette of the Republic of Slovenia nos. 52/07, 34/2011 and 101/2011),

 must warn other persons present who could cause danger of fire or explosion with their actions of such danger,

 must comply with general fire safety measures, especially regarding the use of electrical devices and handling electrical installations,

 must not allow that installations are installed, renovated or fixed in rooms or common areas without the knowledge of persons in charge,

 must not plug in a heating or cooking device without the consent of the dormitory service,  must warn the dormitory keeper of possible danger of fire even if the danger

has already been eliminated,

 must inform the dormitory keeper of all irregularities which could cause fire or explosion,

 must make sure that no dangerous, especially flammable and explosive substances, are brought into the building,

 must not leave flammable materials or substances on balconies, basements and in other areas,

 must not light candles in an uncontrolled environment and comply with the smoking prohibition rules,

 must not use any fireplaces in buildings and on outside surfaces of the Institute.

Procedures and tasks in case of fire:

 if an early stage fire breaks out, residents must start extinguishing such fire with accessible handheld fire extinguishers in accordance with the instructions and the purpose of such devices. They start extinguishing the fire only if they can do so without the danger to themselves or others.

 if a fire cannot be extinguished safely and we are located in the endangered building, we must immediately inform the Notification centre, phone number 112, and the dormitory keeper.

 we must inform them which fire extinguishing devices were used,

 each resident is obligated to cooperate in fire extinguishing and comply with the instructions provided by the responsible persons,

 when an evacuation takes place people must be moved and directed towards the shortest way out. With this we must take into consideration the designated signs showing the way out,

 premises must be abandoned as soon as possible and evacuees directed to gather at the gathering locations.

Procedures and tasks after the fire:

 all participating residents must act in accordance with the instructions of the representatives of the fire-fighters and the Študentski dom Ljubljana staff.

 after the fire extinguishing is concluded the fire extinguishing devices are placed on designated locations and the dormitory keeper is informed.

Article 6

Instructions for action before and in case of fire for dormitory visitors Preventive measures:

 visitors (clients) must be acquainted with the fire rules which are hung on every floor of the dormitory,

 when entering the building they report to the person on duty located at the booth,  visitors may only stay in areas intended for visitors,

 in case of fire visitors must act in accordance with the instructions of responsible persons and must move to safety immediately.

Article 7

Instructions on how to act before and in case of fire for employees

 Employees carry out general fire safety measures in accordance with the fire rules,  Inform the dormitory keeper on time on each incident that could cause a fire

or explosion,

 In case of fire they start extinguishing early stage fires with available handheld fire extinguishers,

 If they discover certain irregularities, which could be a source of fire, they must immediately remove them and inform the dormitory keeper so he can take further measures,

 Carry out their work so that they do not cause a danger for fire or explosion,  Supervise and warn their co-workers of fire or explosion danger which they could

cause with their activities,

 Use individual areas of the building in accordance with their purpose,  The Institute employees who are obligated to take fire-fighting exams or are

professionally trained to extinguish fires and for rescue in case of fire in buildings and on open air surfaces (in addition to individuals buildings managed by the Institute this also includes buildings in the vicinity to which the fire could spread and some

surfaces managed by the Institute) must help with the assessment of the situation, scope of the danger and severity of the fire and determine the course of the fire extinguishing and rescue. They manage the intervention until the fire brigade arrives.

Article 8

Institute employees who carry out professional fire safety tasks in addition to their work

 Director of the Institute

 The professional fire safety worker  Head of the technical sector

 Coordinator – manager of the dormitories  Dormitory keeper

Employees stated in the previous paragraph must especially carry out the following tasks:  Provide constant supervision over how measures prescribed by the Fire Safety Act

and these fire rules are carried out,

 Organize and systematically instruct workers and students on fire dangers and measures for fire safety

 Keep a record on fires and study and analyse causes of fires, propose measures for elimination of causes and propose other fire safety measures

 Report on the situation and problems of fire safety by submitting regular reports

Article 10

These Fire rules shall enter into force on the second day after they are published on the bulletin board. On the day they are published on the bulletin board notifications on the publication are also sent to heads of organizational units .

With this the Fire rules of the Študentski domovi v Ljubljani Public Institute dated 05 May 2011 and Fire rules of the Undergraduate dormitory dated December 2000 cease to be in effect.
