5) 2941- 2943 Popplewood Court Drainage STAFF REPORT:
The owner of 2941- 2943 Popplewood Ct would like to make some improvements to his
backyard to help alleviate some of the water that accumulates. He is planning to create a low spot and wants to pump the water back up to the front ditch of his property. This has been allowed during some other wet periods of time that the village encountered with certain parcels. Most of the time if it affects adjacent land in a negative manner; it is not allowed in excess. The ditch is the conveyance system for storm water, but not necessarily the
conveyance system for all water in an area surrounded by wetlands.
The owner is willing to compromise and work with the village and his neighbors to ensure a
burden is not created.
There are concerns on the village' s end of excess water now being pushed down the Popplewood Court ditches that ordinarily wouldn' t be there. Some of the neighbors down stream of where this new discharge pipe daylights, may not be happy with the water. Once the ditches become wet, most property owners give up on trying to maintain them and they become backed up with debris and vegetation.
The property owner is open to other ideas and not trying to create a burden as long as they
are economical solutions.

If this commission approves this, it isn' t any kind of warranty that it' s going to work
or that your neighbors aren' t going to get mad at you.

6) 2021 Water / Sewer Budgets
Review was done by staff and the commission with the proposed sewer and water budgets.
Motion was made by Jason Ward to recommend the adoption of the 2021- 2025 sewer and water budgets and fee adjustments to the Village Board with no modifications; second by
Bryan Fischer.
Motion carried unanimously 6- 0.

DISCUSSION
This pond and drainage was asked to be discussed again at the committee to see if there was any further thought or options available to help the property owners near this storm water pond.
Following a prior month' s meeting, staff has reached out to the DNR to receive input on the possible dredging/ ditch maintenance for this wetland. The DNR has given feedback that the existing ditch can be cleaned out. There would not be a permit required or having to get the materials tested as long as they are hauled off site. The ditch could be cleaned out so that is flows freely again, but not widened our reshaped.
Following the last meeting this item was discussed, it was recommended to have an outside
storm water consultant review the storm water management plan and design criteria that was
used when this plan was implemented knowing there has been a lack of enforcement to fully
install the rain gardens. It is not a preference of the Committee' s to revisit the rain gardens and
require the installation of them at this time. Ayres and Associates have analyzed the storm water plan and their findings are attached in their report.
After evaluating the report from Ayres, the Village would like to proceed with dredging the pond
this winter. Attached is an outline of what will be completed as part of this project.
The Village bid out the pond dredging project and received and opened bids on January 5t", 2021.
I have attached the scope of work and bid tab. Their will be some additional work from the original bid plan set. We are going to have the contractor add some additional rip rap to the pond bank along the west end of the pond.

It appears that the lack of rain gardens results in little, If any, increase in runoff to Pond 3. The runoff that was
designed to flow into rain gardens now either infiltrates though the ground surface or discharges into the waterway via sheet flow.An analysis of total suspended solids ( TSS) removal performance was also performed with WinSLAMM to determine
effects of not installing rain gardens. With backyards considered filter strips, the filter strips and pond remove
approximately 86% of TSS. The design requirements for TSS removal was 80% at the time of design, which is the same as the current WDNR standards.Page 2 of 2

BACKGROUND
McMahon and CLA will be present at this meeting to elaborate from last meeting' s discussion.
We are hoping to discuss what CBCWA can bring to the table. Nic, with CBCWA, will also be
available to go through their proposal. If I have CBCWA' s proposal and McMahons latest
information with alternatives prior to the packets going in the mail, you will receive them and if not, I will email them to you hopefully before the meeting.
We are working our way through the flow chart of critical operational objectives in order to enhance our systems reliability and sustainability. Using CBCWA' s proposal, we can determine if remaining on our wells is the direction of choice and move ahead with a plan to treat well #2 to bring back online.
FISCAL IMPACT
There is no fiscal impact at this time until further actions are taken.
RECOMMENDED ACTION
This commission should discuss the results of this evaluation to determine the next steps in improving our water utilities supply capacity and system pressure concerns.

SUBJECT: WATER TOWER PAINT SELECTION DATE:
1/ 12/ 2021BACKGROUND
The village is planning to have the water tower water blasted and painted this year as
approved in the 2021 Budget. A shade of blue needs to be selected for the contractor to
get ordered.
OPTIONS & ANALYSIS
We will review some options of different shades of blue, a couple with a border on either side of the logo. We have painted a few small squares of darker and lighter blue on the
water tower. I encourage you if you have time to stop over there and view the varying shades to determine your preference. The exact lighter blue color was used for the City of
Reedsville.
