Work Procedure

According to SP 48.13330.2019 (the updated edition of SP 48.13330.2011) «Set of rules. Construction management (para. 6.1) and STO SRO-S 60542960 00005-2015

“Development of work execution plans”, the process flow chart,

along with the construction management plan (CMP) and the

work execution plan (WEP), is an essential process flow and

management document in construction which is developed in

order to implement the engineering process, and determines

the scope of operations and mechanical means, quality

requirements, labor input, resources and safety measures.

Process Flow Charts

A process flow chart contains a set of work management measures designed to make the most out of the modern mechanization means, engineering facilities, tools and devices. A process flow chart includes the most advanced and rational methods of construction engineering, allowing to reduce the time and improve the quality of work performance, as well as decrease the production costs. A process flow charts ensures that work performance

is not only economically efficient and high-quality, but also safe, as it includes regulatory requirements and safety rules.

• as part of the work execution project for erecting a building, structure or its part;

• for performing certain types of work, such as survey operations, earth and piling works, masonry, installation works, concrete work (formwork, reinforcement work), roofing, finishing works, flooring, sanitary engineering works

and other similar types of works;

• for works performed during the construction preparatory period.

Process Flow Charts

A process flow chart is developed for specialized activities which result in constructing structural elements of a building, for example, the installation of crane beams, columns, wall panels, pipelines, heating, ventilation and air conditioning systems.

If necessary, a process flow chart is developed

for the construction of important elements or certain

assemblies which quality is of significant importance for

applicability, safety and reliability indicators.

Process Flow Charts

Process flow charts are developed based on national standards, construction standards and rules, representing the achieved technical level of construction engineering. In order to improve the competitive ability of a construction company (organization), it is recommended to develop process flow charts based on more advanced and strict rules and requirements than the ones established by the specified documents.

A process flow chart shall establish quality requirements and quality control methods for:

In case of regular construction works, a standard process flow chart should be developed. The standard process flow chart shall be based on the main and most advanced work performance option. Apart from such option, the standard process flow chart shall provide for other work performance options (using alternative technologies, construction materials, machines, mechanisms, equipment and engineering facilities).

A process flow chart is prepared as a publication by means of computer-aided preparation of text, table and graphic

materials. A chart shall be prepared considering the rules and requirements of the system for preparing design

documentation in construction.

• the organization and methodology of work performance;

• work quality requirements;

• required material and technical resources;

• safety and health regulations;

• technical and economic performance indicators

As a rule, a process flow chart contains the following sections:

The contents of a process flow chart may be changed depending on the specifics and complexity of the engineering process:

it may be shortened or supplemented with new sections. In particular, sections “General provisions” and “Technical and economic performance indicators” may not be necessary for developing and describing a simple engineering process, while a more complex process may require to divide the section titled “Organization and methodology of work performance” into two sections – “Work organization” and “Work performance”. The section “Technical and economic performance indicators” may not need to include the cost calculation and/or work schedule. A list of sections is provided on a separate flow chart sheet titled “Contents”

Operating Quality Control Flow Charts (Diagrams)

In order to ensure that the performed works comply with the requirements of technical regulations, national standards, codes of practice and design documentation at all work performance stages, the construction organization shall conduct operating quality control of the performed works. The documented procedures shall define the list of operating quality control flow charts (diagrams) and develop such flow charts.

For the development of operating quality control flow charts, the list of measuring instruments and laboratory control

equipment shall be defined by the construction organization according to the requirements of national standards

and codes of practice for the type of works performed. If available measuring instruments and laboratory control

equipment are insufficient, the construction performer shall conduct laboratory control based on contracts with

specialized testing facilities (laboratories).

1. The list of operations and control means (the list of controlled operations, control methods, scope and performers).

2. Technical quality requirements (drawings of structures indicating permissible variations according to Body of Regulations (SNiP).

3. Quality requirements for the implemented materials and devices according

to regulatory documents (GOST, Full Product Specification).

4. Work performance instructions (requirements according to Body of Regulation (SNiP).
