Tropical Cyclone Advisory (TCA)
Kazuhiko Nagata
Japan Meteorological Agency (JMA)
Tropical cyclones cause adverse meteorological
conditions such as strong winds, FRQ CB, areas of low pressure and storm surges.
When a tropical cyclone approaches aerodromes or flight enroutes, flights are often canceled or delayed because routes, take-off times and other variables need to be adjusted accordingly.
Impact on Aircraft Operations
Appropriate information on tropical cyclones is therefore
necessary for the safety and efficiency of aircraft operations.
TCAC - Definition
TCAC: Tropical Cyclone Advisory Center
ICAO ANNEX 3 1.1
Tropical cyclone advisory centre (TCAC).
A meteorological centre designated by regional air
navigation agreement to provide advisory information to meteorological watch offices, world area forecast centres and international OPMET databanks regarding the position, forecast direction and speed of
movement, central pressure and maximum surface
wind of tropical cyclones.
in short:
A meteorological center providing advisory information for TC SIGMET (Tropical
Cyclone Advisories, or: TCAs) to
Meteorological Watch Offices , WAFCs and
OPMET (Operational aeronautical Meteorological) Data Centers.
TCAC - Definition
TCAC - Area of Responsibility
Six RSMCs (for tropical cyclones) and TCWC Darwin are designated as ICAO TCACs.

TCA (Tropical Cyclone Advisory)
Advisory information for TC SIGMET
TCAs contain TC analysis and forecast information (+6, 12, 18, 24 hours)
Updated every six hours or as necessary.
Text and graphical format
TCA – ANNEX 3 SARPs
7.1.4 (Recommendation)
SIGMET messages concerning volcanic ash cloud and tropical cyclones should be based on advisory information provided by VAACs and TCACs, respectively, designated by
regional air navigation agreement.
TCA – ANNEX 3 SARPs
APPENDIX 2
5.1.1 The advisory information on tropical cyclones shall be issued for
tropical cyclones when the maximum of the 10-minute mean surface wind speed is expected to reach or exceed 17 m/s (34 kt) during the period
covered by the advisory.
5.1.2 The advisory information on tropical cyclones shall be in accordance with the template shown in Table A2-2.
5.1.3 Recommendation. The tropical cyclone advisory information listed in Table A2-2, when prepared in graphical format, should be as specified in Appendix 1 and issued using:
a) the portable network graphics (PNG) format; or
b) the BUFR code form, when exchanged in binary format.
Note.? The BUFR code form is contained in WMO Publication No. 306, Manual on Codes, Volume I.2, Part B -Binary Codes.

TCA - text format
Text TCAs are provided via AFTN (Aeronautical Fixed
Telecommunication Network).
The WMO header of text TCAs provided by TCAC Tokyo is
FKPQ30-35 RJTD.
TCA - graphical format
TCAC Tokyo began providing graphical-format TCAs on 26th Aug. 2015.
TCAs in graphical format (TCGs) contain data on gale-force wind areas and FRQ CB (frequent cumulonimbus with little or no separation) area/cloud top height in addition to the information included in text-format TCAs.
In TCGs, the following are classified as FRQ CB associated with a tropical cyclone:
a) CB within a gale-force wind area
b) CB outside a gale-force wind area but connected to CB grids within one c) CB covering a wide area (approx. 100 x 100 km)
When a TCA is issued for a tropical cyclone expected to reach tropical storm intensity within 24 hours, information on the gale-force wind area is not
provided. In such cases, information on FRQ CB areas near the center (within a 160-km radius) of the tropical cyclone is provided.
TCA - graphical format
Graphical TCAs are provided via the TCAC website
Manual of Aeronautical Meteorological Practice (ICAO Doc. 8896)
4.3.4.4 The ICAO AFTN which in principle should be used to exchange OPMET information cannot accommodate graphical advisories. Therefore, the TCAC and VAAC are expected to make their graphical advisories available through their
public Internet websites.
