1. Replace Snow Removal Equipment

Replace an older and much slower snow blower with newer and more efficient model.

JUSTIFICATION:

The existing equipment is extremely slow and needs to be replace to decrease the amount of time needed to clear the main runway which intern will increase safety for airport staff, aircraft and traveling public, while reducing inconvenience to the passengers.

Rehabilitate entrance road surfaces as required.

JUSTIFICATION:

This work is necessary to provide safe, reliable access for airport customers, staff and tenants to access the Terminal building. Age and environmental related deterioration are creating maintenance issues in a variety of locations, that exceed the ability of in-house maintenance staff.

Remodel restrooms in the lower level concourse areas to accommodate Service Animal Relief Areas (SARA) and

expanded Family facilities.

JUSTIFICATION:

To help accommodate the traveling public, TAIT will modify the existing restrooms on the lower level of both concourses by converting into a SARA and Family restroom with an adult changing table in order to provide wheelchair accessible service animal relief areas and assisted- use toilet facilities for passengers departing, connecting, or arriving at the airport.

5. Air Traffic Control Tower (ATCT)

Construct a new Air Traffic Control Tower as coordinated with the FAA.

JUSTIFICATION:

The existing Air Traffic Control Tower was constructed in 1961 and has out lived its maintenance management lifecycle.

Changes to the airports property

development and aircraft operations area requires construction of a new facility to ensure safe operations, proper line of sight for Tower personnel and efficiency of the airport.

Amended 6-16-2021 DESCRIPTION:

Bring the Air Traffic Control Tower elevator up to existing code.

JUSTIFICATION:

The existing elevator does not meet current building codes, or ADA compliance regulations. This project will bring the elevator in compliance with all existing codes and regulations. This measure is required in order for the tower to maintain operations while the new Air Traffic Control Tower is being constructed.

Replace the roofing material on the terminal building, above the administrative office areas and mezzanine.

JUSTIFICATION:

The section of roof above the administrative office areas and mezzanines was last replaced in 2005. The roofing material has developed leaks and water has saturated the insolation.

An electrical study to identify the potential for electrical arcing.

JUSTIFICATION:

Current code requires all electrical panels to be labeled for potential arc flash and identify the proper Personal Protection Equipment needing to be worn for safety.

10. Improve RSA Runway 18R/36L EMAS RW 36L

PCI Rating Runway = 46 – Poor

DESCRIPTION:

This project will modify Runway 18R/36L to provide runway safety areas that comply with FAA

standards to the maximum extent practical.

A combination of runway relocation and Engineered Material Arresting System (EMAS) at the south end of Runway 18R/36L will be combined to meet the objective and maintain the existing runway length.

JUSTIFICATION:

The FAA has required all runways to comply with the minimum standards for runway safety areas.

To preserve as much runway length as possible, the last phase of meeting the standard will require the installation of an Engineered Material Arresting Systems (EMAS) at the south end of Runway 18R\36L.

Purchase and implement a Safety Management System software and program.

JUSTIFICATION:

The FAA requires a Safety Management System to assure the safe operation of aircraft through effective management of safety risks designed to continuously improve safety by identifying hazards, collecting and analyzing data and continuously assessing safety risks.

DESCRIPTION:

Upgrade the computer system in Airport Dispatch

.

JUSTIFICATION:

In 2010 we completely revamped the Airports police Dispatch center. At the time the upgrade replaced computer and increased the quantity of monitors and upgraded the software. The age of the system is warranting this upgrade.

15. Reconstruct Taxiway “K”

FAA (D) DESCRIPTION:

This project will reconstruct and realign a portion of taxiway K.

Design would include vertical and horizontal geometry, pavement design, electrical upgrade, pavement marking and misc. drainage.

JUSTIFICATION:

The area of K, east and west of R\W 18R currently has a PCI between 28 and 48.

This taxiway currently has non-standard issues as it does not intersect the R\W at a 90 degree angle.

In addition to the non-standard crossing of the R\W, west of the R\W, K contributes to a very confusing intersection of T\W M, K, YY and WW.

16. Upgrade Airfield Guidance Signs

Total Project Cost DESCRIPTION:

Upgrade outdated airfield guidance signs, PAPI’s, REIL’s and Wind Cones that are and no-longer in compliance with FAA Advisory Circulars and upgrade electrical conductors.

JUSTIFICATION:

FAA requires new installation of electrical conductors be tested for insolation and must meet the minimum standard. When those tests reveal a reading of 1 mega ohm on older cable, the FAA recommends the conductors be replaced. Currently, conductors on the west side of the airport reveal readings between .87 mega ohms to .239 mega ohms.

The airport has replaced many of the airfield signage with newer style signs.

Some are still old style. This project will replace the remaining old signs as well as PAPI’s and REIL’s on R\W 8-26.

17. Pavement Reseal Employee Parking Areas

LOCATION MAP:

This project will seal cracks, spalls and holes in the existing employee parking lots “A” and “B” .

JUSTIFICATION:

The pavement in the various parking areas are experiencing distress such as cracking, spalling and pot holes. Aging and weathered asphalt begins to crack and ravel.

Resealing is needed for routine maintenance to repair and protect the pavement before rehabilitation is required. If the pavement is not maintained, its useful lifespan is severely reduced.

19. Update Airfield Pavement Management System

DESCRIPTION:

This project will provide an update to the Airports Pavement Condition evaluation.

JUSTIFICATION:

The latest comprehensive pavement evaluation update was performed in 2018 and in accordance with FAA guidance shall be updated every three years to ensure accurate data for predicting pavement conditions and to comply with FAA regulations.

20. Rehabilitate Taxiway “M”

LOCATION MAP:

Total Project Cost DESCRIPTION:

This project will rehabilitate taxiway “M”.

Pavement expected to see rehabilitation:

T\W M and connecting T\W’ connecting to R\W 18R and T\L within the safety area of T\W M. Design would include vertical and horizontal geometry, pavement design, electrical upgrade, pavement marking and misc. drainage.

JUSTIFICATION:

The last major work performed on T\W M was an AC overlay in 1991. Since then the airport staff has been maintaining the pavement in the form of crack sealing and the application of seal coat.

The current PCI of this pavement is below 40. The objective is to add life to the pavement so it will continue to perform as needed.

This project will seal cracks, spalls and holes in the existing rental car Quick-Turn-Around parking lot.

JUSTIFICATION:

The pavement in QTA is experiencing distress such as cracking, spalling and pot holes. Aging and weathered asphalt begins to crack and ravel.

Resealing is needed for routine maintenance to repair and protect the pavement before rehabilitation is required. If the pavement is not maintained, its useful lifespan is severely reduced.
