Staff recommends City Council approve by RESOLUTION the updates to the Auburn

Police Department’s Reserve Police Officer Job Description.

Background and Analysis

The Auburn Police Department’s Reserve Officer Program is an important program for

the police department and our community. The Reserve Officer program provides

opportunities to train and develop employees who are not yet ready for full-time

positions. In addition, our Reserve Officer program provides an opportunity to have

retired members continue to provide law enforcement services to our community and not

letting all of their training and experiences go to waste.

The Auburn Police Department currently has one Level I Reserve Officer and one Level

II Reserve Officer who is currently assigned to Level I Reserve Officer. It should be noted

two of our recently hired full-time police officers were previous reserve officers.

The job description has not been updated for some time and needs to change to reflect

current practices.

Section Level I Reserve Officer; Subsection Assignment Requirements:

Level I Reserve Officers must complete 16-hours of department-recognized

service per month. Level I reserve officers may work alone and perform the same

duties as full-time regular officers. Level I Reserve Officers, depending on their

training and experiences, as well as the needs of the department may, at the

discretion of the Chief of Police and/or his/her designee, be used to supervise

Section Level II Reserve Officer; Subsection Assignment Requirements:

Level II reserve officers may perform general law enforcement assignments while

under the immediate supervision of a peace officer who has completed the

Regular Basic Course. These officers may also work assignments authorized for

Level III reserve officers without immediate supervision. Level II Penal Code

sections 830.6(a)(1) and 832.6(a)(2)

Section Level III Reserve Officer; Subsection Assignment Requirements:

Level III reserve officers may perform specified limited support duties, and other

duties that are not likely to result in physical arrests, while supervised in the

accessible vicinity by a Level I reserve officer or a full-time regular officer.

Additionally, Level III reserve officers may transport prisoners without immediate

supervision. Level III Penal Code sections 830.6(a)(1) and 832.6(a)(3)

Section Compensation:

Level I Reserve Police Officers receive compensation for the hours worked at the

rate equivalent to Step A of the Police Officer salary range after their successful

completion of the Department’s Field Training. Level II and Level III Reserve

Police Officers do not receive compensation.

Reserve Officers will not work more than 960 hours per fiscal year; unless,

approved by the Chief of Police.

1. Deny recommended staff report and look for other alternatives.

Fiscal Impact

The updated Reserve Officer Job description language does not have a fiscal impact to

the City.

City of Auburn Police Department Reserve Police Officer Job Description

Typical Duties:

Reserve Police Officers will be assigned duties as authorized by under State law, based on their level of training and certification. Such duties may include: Assist in directing and controlling vehicular, pedestrian, and bicycle traffic; assist in controlling crowds at major events, gatherings, disasters, and other special events; assist in the transporting and booking of prisoners; enforce laws and ordinances as assigned; prepare necessary reports; ride as a partner with a regular non-probationary police officer, operate a police vehicle while directly supervised; participate in training activities; perform related duties as assigned.

Level I Reserve Officer Training Requirements:

Regular Basic Course (minimum 664 hours), the Department’s Field Training Program (minimum 400 hours), and POST Continued Professional Training (CPT) (24 hours every 2 years). Completion of a Post Base Academy and the Departments Field Training Program.

Assignment Requirements:

Level I Reserve Officers must should complete 16-hours of department-recognized service per month. At least eight of those hours must be performed in patrol operations. Level I Reserves may be certified to work a patrol car alone and may be used to supervise other reserve officers. Level I reserve officers may work alone and perform the same duties as full-time regular officers. Level I Reserve Officers, depending on their training and experiences, as well as the needs of the department may, at the discretion of the Chief of Police and/or his/her designee, be used to supervise other Department members, to include, but not limited to, the following; Police Officers, Reserve Police Officers, Dispatchers, Community Service Officers, Volunteers, and other Department programs. Level I Penal Code sections 830.6(a)(1)

and 832.6(a)(1)

Other Requirements:

Level I Reserve Officers must complete 24-hours of POST “Continued Professional Training” every 2 years, remain current in First Aid/CPR, must participate in firearms training, and scheduled meetings.

Level II Reserve Officer Training Requirements:

Completion of the POST-Certified Level II Academy. POST Regular Basic Course Modules III and II (minimum 333 hours) and CPT (24 hours every 2 years)

Level II Reserve Officers must should complete 16-hours of department-recognized service per month.

Level II reserve officers may perform general law enforcement assignments while under the immediate supervision of a peace officer who has completed the Regular Basic Course. These officers may also work assignments authorized for Level III reserve officers without immediate supervision. Level II Penal

Code sections 830.6(a)(1) and 832.6(a)(2) At least eight of those hours must be performed in patrol operations. Level II Reserve Officers may work any assignment while under direct supervision.

As a Level II Reserve Police Officer, you will virtually do everything a full time police officer does, except you will always be with a fully trained police officer while on duty.

Other Requirements:

Level II Reserve Officers must complete 24-hours of Post continued Professional Training every 2 years. Level II Reserve Officers must participate in firearms training and attend scheduled meetings. They are encouraged to participate in other training opportunities.

Level III Reserve Officer Training Requirements:

Completion of the POST-Certified Level III Academy. POST Regular Basic Course Level III Module III (minimum 144 hours)

Assignment Requirements:

Level III Reserve Officers must should complete 16-hours of department-recognized service per month, which can include a variety of assignments for which training has been completed. Level III reserve officers may perform specified limited support duties, and other duties that are not likely to result in physical arrests, while supervised in the accessible vicinity by a Level I reserve officer or a full-time regular officer. Additionally, Level III reserve officers may transport prisoners without immediate supervision. Level III Penal Code sections 830.6(a)(1) and 832.6(a)(3) Level III Reserves can also work special events and paid assignments such as security events.

Tools and Equipment Used:

A Reserve Police Officer will be trained and expected to be proficient in a wide array of equipment. They types of equipment includes, but is not limited to, the following; Police vehicle operations , police radio and operations, Radar/Lidar, Mobile Data Computer, First Aid Equipment. Weapons required: Handgun, Shotgun, AR-15 Rifle, Taser, OC Spray, Baton, and Handcuffs. Reserve Officers will be provided the basic equipment to operate as a Reserve Police Officer. Police car, police radio, Radar/Lidar, Mobile Data Computer, First Aid Equipment, weapons required: Handgun, Shotgun, AR-15 Rifle, Taser, OC Spray, Baton and Handcuffs.

While performing the duties of this job, the employee is frequently required to sit, talk, and hear. The employee is occasionally required to stand, walk, use hands to finger, handle or operate controls, objects, and/or tools listed above, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, and taste and/or smell. The employee must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment:

While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts, in high precarious places, and with explosives, and is occasionally exposed to wet and/or humid conditions, fumes or particles, toxic or caustic chemicals, extreme cold, extreme heat and vibration. The noise level in the work environment is usually moderate.

Desired Qualifications:

Ability to: Observe, remember, record, and recall pertinent facts and details; apply selected knowledge (i.e., laws, department policies, etc.) in analyzing information in order to decide on an appropriate and reasonable course of action; rationally and calmly take effective action in emergency situations; deal courteously but firmly with the general public; communicate clearly and concisely, orally and in writing; understand and carry out written and oral instructions; complete thorough, legible, and timely reports; establish and maintain cooperative relationships with those contacted in the course of work; and apply physical arrest procedures and search techniques.

Experience/Education:

High school diploma or equivalent and and applicable reserve officer training requirements.completion of Peace Officers Standards Training (POST) Basic Academy or POST Module II & III Training

Additional Requirements:

Possession of a valid California Driver License; possess vision, hearing, strength and agility at a level necessary to perform the duties of a Police Officer.

a. Be at least 18 years of age.

b. Be a citizen of the United States; or be a permanent resident alien and have applied for citizenship at least one year prior to application for employment as a Reserve Police Officer. A person who has not obtained citizenship within three years after application for employment due to non-cooperation with the government agency processing the citizenship application, or a person who has been denied citizenship, are disqualified from being or becoming a Reserve Police Officer.

c. Be free if any felony conviction or certain misdemeanor convictions.

e. Be free if any physical, emotional, or mental conditions that might adversely affect the exercise your ability to be a Pease Officer.

Compensation:

Level I Reserve Police Officers receive compensation for the hours worked at the rate equivalent to Step A of the Police Officer salary range after their successful completion of the Department’s Field Training. Level II and Level III Reserve Police Officers do not receive compensation.

Reserve Officers will not work more than 960 hours per fiscal year; unless, approved by the Chief of Police.
