Project management is the discipline of planning, organizing, securing, managing, leading, and controlling resources to achieve specific goals. A project is a temporary business activity with a clearly defined beginning and end, and undertaken to meet the specified goals and objectives of a Client Agency. Often, projects require the same management skills as ongoing operations, such as human resource and financial management, the need for clear and effective communications, strong team building, as well as the ability to effectively analyze, synthesize, estimate, and sequence the required work activities. However, project managers are expected to perform similar activities, but under a fixed and often aggressive timeframe. The project manager relies on their managerial experience and skills coupled with a competency in project management principles, best practices, methods and tools to achieve success.

Competencies

Consulting candidates for assignment as a project manager on a State project shall have demonstrated competency in the fundamentals and practice of project management. Therefore, candidates shall have achieved their PMP certification and/or possess an equivalent level of experience. Project Managers shall possess strong interpersonal, communication and leadership skills, sound situational awareness, as well as effective administration and problem-solving skills.

At more advanced levels, they shall be able to handle projects of increased risk and complexity and have experience in managing vendor or multiple sub- projects. At the highest level, candidates will have experience on exceptionally large, complex, and often multi-year projects that involve frequent interaction with the highest levels of State government. They have experience and skills in project portfolio management and/or the activities of a project management office. IT Professionals assigned to manage software development projects shall have the necessary skills and experience in the use of the commonly used methods and tools for software project management.

IT Professional Position Title Description

Project Manager 1 1 -3 Years Experience

Individuals with successful project management experience limited to projects of small scope, limited risk and complexity and/or of short duration. Individuals at this level will typically be assigned to manage projects under the direction of a State supervisor or manager. Individuals with this level of experience are suitable for small Client Agency projects with clear, achievable outcomes, or in assignment as project support on larger projects. Individuals at this level can also be used to in the capacity of a Project Controller, provided that they can satisfy the basic requirements of that position.

These individuals are comfortable working with the highest levels of State government and are able to contribute to the furtherance of the States’ objectives. These individuals have the necessary skills and experience to assist in the Statewide project portfolio management and/or IT Investment Management.

Project Controller 3+ Years Experience

Individuals who are responsible for supporting a project manager or Project sponsor in overseeing and/or reporting on the

operational and financial health of one or more projects. They maintain the project’s financials, planning artifacts and deliverables, resource consumption and forecasting, status reporting and so on. These individuals may also possess advanced business degrees such as an MBA or CPA. Because the Controller focuses on a project’s “Monitor” and

Software Development and Engineering Support

Software Engineering or Software Development involves activities associated with the design, programming, quality assurance (testing), deployment and/or ongoing support of a software program or application that is intended to meet a defined set of business and/or technical requirements. Software

Development is a discipline that is multi-dimensional, requiring that individuals possess a solid understanding of the fundamentals of software engineering in the context of expertise and proficiency in one or more programming languages. This is further complicated by the fact that the skills of a Software Engineer may exist in the narrow context of a specific industry or business objective. For the purposes of these consulting positions, the Software Engineering category also includes related specialty skills such as Database Administration as well a- other positions that typically support the software development lifecycle

Competencies

Consulting candidates for assignment in a Software Engineering consulting positions will be expected to possess competencies that include: basic technical and architectural design and documentation skills, requirements analysis, problem solving, experience with one or more software development lifecycles, use of software libraries and/or frameworks, use of software development tools such integrated development environments, compilers, debuggers, performance and memory analyzers, version control, and build automation. Depending on experience level, candidates may also have experience with design patterns, objected-oriented development, service oriented architectures, refactoring, security, and so on. Consulting candidates for Software Engineer or Architect positions will be evaluated in the context of their expertise in a given language and the technical objectives on the projects to which they may be assigned.
