Scheme of Examination:24.1
The PGDiploma examination shall consist of eight (08) examination papers within two semesters. Each examination paper shall be of three (03) hours duration except the extended essay. Topics of courses and their arrangement within two semesters are given in schedules.24.3
An Extended Essay24.3,1 The topic of the Extended Essay to be submitted by each students at the PGDiploma examination should be approved by the Board
24.3.2 The Extended Essay should be prepared under the supervision of a supervisor appointed by
the Board
24.3.3 The Extended Essay should be minimum of 44 size 30 pages and as instructed by the Board. 24.3.4 The maximum marks awarded for the Extended Essay shall be 100%.

The Pass Mark in each paper / Extended Essay shall be 50%. 25

Pass25.3.1 A candidate shall be deemed to have passed the PGDiploma Examination if
a)
s/ he has passed all subjects in both semester examinations; ors/he has passed at least three subjects and obtain one 'D' grade in
the remaining subjects in each semester examination and
b)
s/he has passed the extended essay25.4
Conditions for completion of the examinationA candidate who has not passed at least two subjects in one semester examination shall be deemed to have failed that semester examination

These By Laws may be cited as the Postgraduate Diploma in Human ResourceAdvancement By Laws No 05 of2007PART I-GENERAL

Human Resource Advancement, University of Colombo (hereinafter referred to as the "lnstitute") asa
student under the lnstitute ofHuman Resource Advancement Ordinance;
(b)
has been a duly registered student of the lnstitute for the period prescribed for course ofstudy leading to the PGDiploma and his registration continues to be in force;
(c)
has been selectedto
followa
courseof
study leadingto
the
PGDiplomaon
being*
admitted as permitted by the Admission Criteria described in these By Laws;(d)
has completed to the satisfaction of the Vice-Chancellor the courses of study for each ofthe examinations leading to the final examination for the PGDiploma prescribed by these By Laws and the Regulations and Rules made by the University in respect of each of the examinations leading to the said PGDiploma.
(e)
has passed all the examinations leading tothe
PGDiploma.(f)
has paid such fees as may have been prescribed by the lnstitute and any other duespayable by her/him
to
the lnstitute; and(g)
has fulfilled all other conditions and requirements as may have been prescribedby
these By Laws and the Regulations and the Rules of the University.3.
There may be a Coordinator appointed by the Director on the recommendation by the Board ofStudy on Human Resource Education Programs (hereinafter referred to as the "Board") and the
Academic Syndicate of the lnstitute (hereinafter referred to as the "Syndicate"). lt shall be the duty of the Coordinator to ensure the smooth conduct of the program. S/he shall discharge his/ her functions under the direction and supervision of the Director and sihe shall be responsible to the Director for the due discharge of the functions. S/he shall get the approval of the Director
relating
to
the academic matters relevantto
the PGDiploma. The Director shall, whereverappropriate, place such matters before the Board for its concurrence or prior approval.

Applicationsto

registration for the Diploma programme shall be invited bynotice in the national newspapers and public
notices.
A
person who whishesto
become acandidate for the Diploma programme shall make an application with the payment of prescribed fees to the Registrar of the lnstitute (hereinafter referred to as the "Registrar") when the Diploma

Applications received by the Registrar shall be referred to the Coordinator of the programme.The Coordinator, having examined the applications for necessary basic qualifications, shall call the candidates who have basic requirements
for
an admission test and/or
interview.
The candidates to be enrolled shall be recommended to the Syhdicate for approval. On acceptanceby the institute
a
person shall forthwith register asa
student of the lnstitute/ University upon payment of the prescribed registration and other fees.The minimum period
of
registration for the Diploma programme shall be one academic year periodof
registration.The
period
of
registrationshall
be
countedfrom
the
date
ofcommencement of the programme.
A student who is accepted as a candidate for the Diploma programme shall devote his/ her time
to
his/her studiesat the
lnstitute and attendat,
participate and take partin at
least such percentage of lectures, discussions, assignments, field programs as prescribed by the lnstitute. No student shall keep away from classes or leave the island, or withdraw from examination or aclassroom/ field program without prior written approval from
the lnstitute.
Any student whobreaches
this
provisionwill
be
dealt
with
disciplinarilyand
debarredfrom
entering an examination, final and/ or in-course.The registration for the Diploma programme shall be deemed to have lapsed at the expiry of its
perlod
of validity.
The
candidate whose registration hasso
lapsedmay
renewhis/
her registration for a further period, after making any prescribed payment by the student, providedthat
si
he is considered eligible for such registration by the lnstitute. However, no registrationshall be renewed after
the
expiryof
two academic years from the endof
the first year ofregistration or such further period as may be decided by the Senate on the recommendation of the Syndicate. Any such candidate shall be required to seek registration for Diploma programme
afresh is
s/
he failedto
obtain the diploma even after the expiryof
the permitted period ofregistration, in competition with new application with new applicants, under rules in force at the time of seeking such fresh registration
Notwithstanding anything stated
to
the tontrary, the lnstitute shall havethe
rightto
cancel the registration of a candidate at any time for cause assigned.The eligibility to apply for admission as
a
student to the PGDiploma of the lnstitute rests on the following conditions.EITHER
a -
Graduate of a recognized university ORb -
Professional or any other qualification approved by the lnstitute ANDc

The candidate should sit an aptitude test and/ or face an interview conducted bythe lnstitute to selection to the PGDiploma and reach the qualifying standards as determined by the lnstitute.
Subject to these By Laws, the minimum period of study for the PGDiploma shall be one academic year.
The PGDiploma shall consist of subjects prescribed by these By Laws, Regulations and Rules of
the University.
The subjects and the syllabuses in each subject and the structure of examination leading to the PGDiploma shall be those set out in the Schedules to these By Laws.
The Senate shall have the authority on the recommendation of the Syndicate, to amend, add
to, vary and repeat the subjects and syllabuses set out in the Schedule by regulations passed for the purpose relating
to
any ofthe
examinations leadingto the PGDiploma.
Due notice shall be given to the students of any such amendments, changes or additions.11.

17. Each of the examinations leading to the PGDiploma shall be held once for each batch of students on the completion of the relevant subjects of the course of study. A student shall not be permitted
to
take an
examination unlessthe

have certifiedthat

studyfor the
examinationby
attending such proportions of classes, submitted assignmentsand
other formsof
instructionsin
the
subject matterof
each subject for that examination as may be prescribed by the Senate of the University.9. The examinations prescribed by these By Laws shall be conducted by
a
Board of Examiners appointed bythe
Councilof the
Universityon the
recommendationof
the
Senate and the Syndicate of the institute.The Board of Examiners,
a)
shall havethe
power, ifthe
Senate has so decided onthe
recommendation of the Syndicate, to test any candidate in writing and/ or orally or to adopt any other forms af evaluation, andb)
may
take
into
considerationthe
tutorials, assignments, classroom presentations,practical
courses/field work done during any courseof
studyby
each student andprescribed for any of the examinations.
A
candidate shall present him/ herself for each examination leading tothe
PGDiploma on the first occasion on which the examination is held after the completion of the course of study forthat
examination. However,that
it
shall
be
within
the
power
of
the
Senate,
on
the recommendation of the Syndicate,to
permit any student to sit on a subsequent occasion rf s/he has been prevented
tram
sittingthe
examination dueto
illnessor any
other reasonable cause.A candidate shall be deemed to have sat the scheduled examinations after the completion of the course of study irrespective of the fact whether s/he has actually sat or not, unless the Senate is
satisfied that s/he has been prevented from sitting the examination due
to
illness or any other reasonable cause.A candidate who fails to complete any"other subjects of the PGDiploma examination in the first attempt shall be eligible to re-sit that component, or the examination Paper/ Papers, as the case may be, on the next two (02) consecutive occasions.
No
candidate
may
forgo
an
attempt unless
s/he
is
exempted
by the
Senate
on
the recommendation of the Syndicate on medical or other grounds. lf however, a candidate forgoes a chance without the permission of the Senate that chance too will be considered as an attempt exhausted.No candidate shall be considered
to
have passedthe
PGDiploma examination unless s/he has passed the examinationas
prescribed by these By Laws and any other regulations andRules made by the University.

"Council" means the Council of the University of Colombo constituted by Act No.16

1978 as amended."Senate" means the Senate of the University of Colombo constituted by the
Universities
ActNo. 16 of 1978 as amended.
"lnstitute" means
the
lnstituteof
Human Resource Advancement established under theOrdinance No.1
of
2006for the
lnstituteof
Workers' Education established under the Ordinance No.1 1 of 1979 made by Univqrsity Grants Commission."Director" means the Director, Acting Director of the lnstitute or any other Officer authorized by the University to perform the duties of the Office of the Director of the lnstitute.
"Registrar" means the Registrar, Acting Registrar, Deputy Registrar, Senior Assistant Registrar,
Assistdnt Registrar or any other Officer authorized to perform the duties of the Office of the Registrar for the lnstitute.
"Syndicate" means the Academic Syndicate of the lnstitute.
"Board" means the "Board of Study on Human Resource Education Programs" of the lnstitute

The "PGDiploma in Human Resource Advancement" is abbreviated as "PGDipHRA"6

The Vice Chancellor of the University shall have the authority, in consultation of the Director of the'
lnstitute, to take such action or give such direction not inconsistent with the principles underlyingthe provisions of these By Laws, as appears
to
him/ herto
be necessaryor
expedient for thepurpose of removing any difficulties that may arise in the interpretation of these provisions or for which there is not provision in these By Laws.
