Mask Mandate Returns

San Francisco officials announced Monday, August 2, that the California mask mandate is being reinstated as delta variant cases surge. The new guideline will require everyone to wear masks in various indoor settings regardless of their vaccination status. All clean and safe ambassadors are required to wear masks inside the Block by Block offices and in the Flood Building. As an added precaution, Block by Block has also instructed team members to wear masks while performing their daily duties out in the field.

Overnight Legion Security Presence

Beginning August 1, in coordination with the Union Square Alliance, clean and safe management

restructured overnight operations reallocating Block by Block hospitality ambassadors from the overnight program to daytime operations. Legion security officers will be replacing the ambassadors who are better suited to address matters of concern. Block by Block will continue to provide hospitality services to Union Square Park, ensuring criminal activities and/or emergencies are reported during the overnight hours.

Required Proof of Vaccination

On August 12, Mayor London Breed and Director of Health Dr. Grant Colfax announced that San Francisco will require businesses such as bars, restaurants, and shared office spaces to obtain proof of vaccination from their patrons and employees in order for them to go inside those facilities. In response to the Health Order, Block by Block will soon require all clean and safe ambassadors to provide proof of vaccination.

Miracle Messages Returns

As of August 2, Miracle Messages resumed its outreach efforts. Miracle Messages Community

Ambassadors Brian and Beverly will provide 16 hours of outreach weekly in the Union Square area from Monday to Thursday to offer reunion services to people isolated by homelessness. Those interested are given the opportunity to record a short message to a loved one, where Miracle Messages volunteers will then attempt to help locate and facilitate a reunion.

Shelter-in-Place (SIP) Hotel Sites Closure

In response to the COVID-19 pandemic, the City of San Francisco activated its first Shelter-in-Place (SIP) hotel in April 2020. It continued to expand these sites to include several hotels in Union Square. With the recent closure of the Hotel Diva site, the clean and safe team reported an uptick in quality-of-life related cleaning and safety service requests throughout the District. The clean and safe team will diligently

monitor the District as SIP hotel sites such as the Chancellor Hotel, the Tilden Hotel, and the Union Square Hotel San Francisco transition out of the program in September.

814 1,795 Hospitality Interactions: Increased by 121%. An increase was recorded for Hospitality Interactions in August. During the peak months of the pandemic in 2020, we recorded less visitors frequenting the District due to the shelter-in-place order.

Graffiti Removal: Increase by 5%. Graffiti statistics are comparative to last year’s numbers with a slight increase due to most businesses being open and less storefronts being boarded up. The clean and safe ambassadors remain diligent in reporting and removing any graffiti seen in the District.

Union Square Alliance Ambassador Litter Removal Total (x10): Increased by 118%.

Ambassadors recorded a significant increase in curbside illegal dumping as businesses are open again. The team also reported a large number of dumpster vandalism, overturned Recology toters, and cardboard left on sidewalks around the District. This has contributed to the large increase in litter removal stats.

Cleaning Requests: Increased by 261%. We recorded the significant increase in the amount of cleaning requests throughout the month. With the implementation of District 360, we standardized all departments to ensure cleaning statistics are documented accurately. This could have contributed to this month’s increase.

Quality of Life Calls: Increased by 150%. We recorded higher numbers of sit/lie violations, including those unresponsive, non-compliant, and/or requiring emergency services. In addition, as Shelter-In-Place Hotel program ends, a more visible presence of street population was observed throughout the District. This could have contributed to the increase.

10B Incidents: Increased by 4.2% The numbers of recorded incidents are comparable to lasts year’s totals. Officers reported an increased number of sit/lie violators throughout the District under the influence of drugs and/or alcohol.

Highlights

Ambassador of the Month

Congratulations to Carlos Coronel, August ambassador of the month. Carlos joined the ambassador team early this year and is our full-time overnight All Terrain Litter Vacuum (ATLV) operator. Carlos brings prior maintenance knowledge and past sanitation experience to the table. He is focused and vested in his work. Co-workers and supervisors have noticed his drive and focus. Carlos was presented with a $25.00 gift card and a certificate of appreciation for his hard work and dedication.

New Union Square Park Attendant

Block by Block would like to introduce our new Union Square Park attendant Cerena McKnight, who joined our team early this month. Cerena’s outgoing personality and gift to make others feel welcome fit right in with the clean and safe team’s standard. Union Square Park is the hub for visitors, and we could not have found a more qualified ambassador for the position. Cerena tends to her cleaning duties and always makes time to meet and greet visitors and locals who visit the park. Welcome to the team, Cerena.

Cable Car Returns

Mayor Breed welcomed back cable car services to San

Francisco streets during a press conference held at the historic

cable car turnaround in first week of August. To prepare for

the press conference, the ambassador team took extra

measures to ensure the surrounding area was clean and

welcoming. The public is invited to board and ride the cable

cars for free during the month of August. Cable car fares are

expected to be reinstated beginning September.

Legion Corporation Overnight Security Patrol Narrative summary:

Legion continued steady efforts to curb the quality-of-life issues facing the District. With rigorous enforcement through verbal persuasion, we have been able to keep encampments along with other quality-of-life issues at bay.

Our efforts of increasing our security footprint appear to be paying off as the district is seeing less people loitering without purpose throughout the night. Burglaries and theft continue to be on the forefront of our team as we continue to look out for criminal behavior and suspicious activity.

Our security team has been reporting illegal dumping to the Ambassadors for quick cleanup of alleyways and storefronts. This helps the district look cleaner and feel safer as well. We continue to be on the lookout to prevent and detect people rifling through toters along with reporting graffiti and vandalism. Our security team takes great pride in protecting and securing the District and doing our part to represent the Union Square Alliance to the best of our abilities. We continue to look for ways to improve the service and tackle the obstacles that come before us.

Monthly Highlight:

On Friday, August 20th at approximately 0110 hours, a call was placed regarding a suspect who had previously broken into a Block by Block work vehicle. Security officers Lucios and Acosta arrived in the area where the suspect was last seen and located the suspect. They stood by keeping a vigilant eye on the suspect, making sure he did not flee the area. Approximately 15 minutes later SFPD arrived and detained the suspect which ultimately led to his arrest.
